Dear Cdes, With all the irregularities in salaries nd several complaints on IPPIS i have read so far. Its very clear that IPPIS is a big scam. Permit me to term it, Scam of the Century. We must all join hands to defeat this demon or else it will crumble us bit by bit. Although, i am aware that their paid agent wil come online to console you "oh IPPIS is the best,oh! these irregularities were faced by MDAs that enrolled on IPPIS earlier, oh! IPPIS wil be good someday etc". Lies of the Century i will term all these statements. How on earth can a perfect system/software pay A, omit B, overpay C, underpay D, etc. IPPIS often put smiles on very few and high blood pressure on many others. Infact, IPPIS is enough to kill. It is because we are Nigerians, a happy nation, we find humor in the good and the bad, the reason many are still alive despite this Covid-19 Salary Package. On my Suprise of the Century, the rate at which FG rush to the media to announce that they have been able to save billions through IPPIS, they would have published the names of ghost workers recorded so far I will suggest. These are my recommendations; 1. FG should revert to GIFMIS, since IPPIS has proven to be ineffective. 2. UTAS as suggested by ASUU should be considered and implemented. Others include: 3. IPPIS could be decentralized, with IPPIS staff on each of our tertiary institutions. It seems IPPIS could not handle the large number of Federal Tertiary Institution staff members. 4. All deductions should be revisited and re-negotiated, most especially, union due, tax and NHS deductions. About 99% of staff members are not in full support of NHS, why will Government enforce the scheme on all? And can the Nigerian Govt i know build a house for all her workers? NHS should be voluntary . Meanwhile, Let us all set our differences aside, all unions must come together, be it NASU, SSANU, NAAT, JAC and say #NoToIPPIS. Dr OS Ayanda |

If Ippis was truthful...why didn't they pay ASUU Members Feb March and April Salary @ once. I feel IPPIS v been trading Bitcoin with ASUU salary since February. |

PIS by AAA593 : 9:47pm On Apr 30 Senior Staff Association of Nigerian Universities (SSANU) has withdrawn its initial support for the implementation of the Integrated Payroll and Personnel Information System (IPPIS). With this development, it joined the Academic Staff Union of Universities (ASUU), which had all along rejected the implementation of the government payroll platform, for its members across the Nigerian universities. The non-academic workers’ union, which had initially supported the initiative, said its trust in the system was betrayed by the Federal Government “as reflected in the various irregularities noticed in the payment of February salaries of its members.” In a statement by the union’s spokesperson, Abdulsobur Salaam, SSANU noted that all peculiarities it identified before the implementation, and which the office of the Accountant-General of the Federation as well as other implementing partners agreed to incorporate, were disregarded in the implementation. The statement reads in part; “Kindly recall that we keyed into the IPPIS with an understanding that all the peculiarities in the university system, particularly pertaining to our members would be adequately addressed, especially the issues of allowances, appointments, increments, third party deductions among others. Various concerns were raised and our fears were allayed through various correspondences, meetings and practical sessions where the application was displayed and all issues brought forward were addressed. It was only after exhausting all the queries and getting satisfactory answers that our union, SSANU and its joint action committee counterpart, Non Academic Staff Union (NASU) decided to key into the platform in the overall interest of the system and our members. “It is therefore shocking to us that our first real taste of the IPPIS application is totally different from what was presented. All the concerns raised by our unions were not implemented and disregarded. Apart from the breach of trust, which has now manifested, our members across the universities are groaning from various anomalies witnessed in their salaries thereby forcing them into great hardships, which they never bargained for when they keyed into the IPPIS. “As a leadership, this is totally unacceptable! Interview: ASUU national president Ogunyemi breaks silence on IPPIS, reveals FG's motive It is a wrong perception to label the Academic Staff Union of Universities (ASUU) a "nuisance" because of its agitations for an improved university system over the years. If you look carefully, you will find that our engagements with Nigerian governments (state and federal) since 1982 have always focused on four key elements: funding for qualitative university education, improved conditions of service for scholars in order to arrest "brain drain" academic freedom and university autonomy, and other matters relating to the efficient functioning of public universities such as laws and policies that hamstring the system. Cumulatively, ASUU has had six series of negotiations with successive governments in Nigeria and reached five collective bargaining agreements based on those four key elements earlier enumerated. These agreements were painstakingly undertaken between ASUU teams and government teams (with participants drawn from relevant FG's MDAs and representatives of owners of State Universities). In sorting out the fundamentals, the negotiated agreements could take as long as three years (for example, 2009) to achieve. I've provided this background in order to establish the basis for ASUU's engagements and reported frequent disagreements with the government. First, the four elements that constitute the pivot of our engagement with the government are critical to salvaging Nigeria's public universities and making them reclaim their leadership position in Africa. ASUU sees its advocacy in this respect as a historical responsibility it must discharge to prevent our tertiary education subsystem going the moribund way of public primary and secondary subsystems. Second, governments after governments in Nigeria hardly respected the terms our negotiated or renegotiated agreements, just the way Nigerian politicians are reputed for not fulfilling electoral promises. At best, governments implemented the salary component of the "conditions of service" and expected ASUU to keep quiet. But ASUU knows that to do so, is to betray our historical mission. Our goal is to champion the cause of revamping the Nigerian university system and reposition it as the hub for the transformation of Nigeria. In third place, there is always a clause that allows the government to call for dialogue on any aspect of an Agreement it finds difficult to implement for one reason or the other. That explains why we talk of memoranda of understanding or memoranda of action. These are products of further engagements in-between FGN-ASUU agreements. Unfortunately, however, these variants of negotiated agreements are also jettisoned no sooner than they are signed. Under such a situation, no trade union that knows its onions will fold its arms and watch helplessly. And this explains why ASUU will always protest the antics of government. So, taken together, anybody who takes enough time to know the purpose of ASUU's agitations and engagements with governments cannot objectively describe ASUU as a "nuisance". But for ASUU's agitations, tertiary education in Nigeria would have collapsed irretrievably. Concrete evidence of this is TETFund which was a product of the FGN-ASUU Agreement of 1992. TETFund has almost become the sole funding agency for capital projects in Nigerian universities in the last 20 years or so. In fact, almost all new universities established by the Federal Government since the Goodluck Jonathan administration drew their take-off grants from TETFund. A major threat to the existence of TETFund which ASUU has been contending within the last decade is the powerful lobby by owners of private universities to draw grants from the intervention agency for their "private investments." We think students, parents, civil society organisations and other stakeholders should join forces with ASUU in this struggle against businessmen and women hijacking TETFUND as well as in our overarching engagements to restore the lost glory of our public university system instead of condemning |
