Ukrainian official says Russia must appeal to Kyiv if it wants encircled troops freed
An adviser to Ukraine’s president has warned Moscow it will have to appeal to Kyiv for Russian troops to be allowed out of the town of Lyman, in eastern Ukraine’s Donetsk region, if it is concerned about them.

“Today RF [the Russian Federation] will have to ask for an exit from Lyman. Only if, of course, those in [the] Kremlin are concerned with their soldiers,” Mykhailo Podolyak tweeted.

His remarks came shortly after the head of the Moscow-backed separatist administration in Donetsk said Ukrainian forces had “semi-encircled” Lyman, in the area’s north.
