Biden and Zelensky planning to meet in Washington for Ukrainian president’s first foreign trip since war began

CNN--President Joe Biden and Ukrainian President Volodymyr Zelensky are planning to meet at the White House on Wednesday, according to two sources familiar with the planning underway, in what would be a surprise visit that could change based on security concerns.

The visit, which hasn’t been finalized and has remained tightly held due to security concerns, will coincide with the administration’s intent to send the country a new defense assistance package that will include Patriot missile systems. It would mark Zelensky’s first trip outside Ukraine since the Russian invasion began in February of this year. His potential visit to Washington could also include an address to Congress.

The White House declined to comment on a potential visit or Biden announcement or new security assistance announcements. House Speaker Nancy Pelosi wouldn’t confirm reports Zelensky would be coming to the Capitol on Wednesday, saying, “I don’t know that that’s going to happen.”

“We don’t know yet. We just don’t know,” she said.

When asked by CNN if the invitation had been made to him, she said: “No. Not until we know if he can come.”

A visit by the Ukrainian leader to Washington would amount to a significant moment 10 months since Russia’s war in Ukraine began. Zelensky has emerged as an international personification of Ukrainian resistance to the invasion and has spent much of the year asking nations for support.

He’s delivered those appeals virtually, beaming into international summits and global legislatures to make his case for more weapons and funding. He has remained inside his country for the duration of the war, a reflection both of his desire to rally his besieged country and the precarious security situation he would face outside Ukraine.

Viktor Bout: Russian arms dealer known as the ‘Merchant of Death’ swapped for Brittney Griner

CNN— Brittney Griner’s freedom ultimately hinged on the release of a convicted Russian arms dealer whose life story inspired a Hollywood film.

On Thursday, a source told CNN that the US basketball star had been released from Russian detention in a prisoner swap for Viktor Bout, nicknamed the “Merchant of Death” by his accuser.

Bout, a former Soviet military officer, was serving a 25-year prison sentence in the United States on charges of conspiring to kill Americans, acquire and export anti-aircraft missiles, and provide material support to a terrorist organization. Bout has maintained he is innocent. The Kremlin has long called for his release, slamming his sentencing in 2012 as “baseless and biased.”


Griner – who had for years played in the off-season for a Russian women’s basketball team – was arrested on drug smuggling charges at an airport in the Moscow region in February. Despite her testimony that she had inadvertently packed the cannabis oil found in her luggage, she was sentenced to nine years in prison in early August and was moved to a penal colony in Mordovia in mid-November after losing her appeal.

Griner’s family had urged the White House to secure her release, including via prisoner exchange if necessary. At the center of their bid was Bout, a man who eluded international arrest warrants and asset freezes for years.

Viktor Bout has been international arms trafficking enemy number one for many years, arming some of the most violent conflicts around the globe,” said Preet Bharara, the US attorney in Manhattan when Bout was sentenced in New York in 2012.

“He was finally brought to justice in an American court for agreeing to provide a staggering number of military-grade weapons to an avowed terrorist organization committed to killing Americans.”

The trial honed in on Bout’s role in supplying weapons to FARC, a guerrilla group that waged an insurgency in Colombia until 2016. The US said the weapons were intended to kill US citizens.

But Bout’s history in the arms trade extended much further afield. He has been accused of assembling a fleet of cargo planes to traffic military-grade weapons to conflict zones around the world since the 1990s, fueling bloody conflicts from Liberia to Sierra Leone and Afghanistan. Allegations of trafficking activities in Liberia prompted US authorities to freeze his American assets in 2004 and blocked any US transactions.

Minsk agreements gave Ukraine “valuable time” to “get stronger”, said former German chancellor


The 2014 ceasefire brokered by Berlin and Paris in Minsk was an attempt to give Kiev time to strengthen its military and was successful in that regard, former German chancellor Angela Merkel argued in an interview published on Wednesday.


In an extensive interview about her 16 years in power, Merkel told Zeit magazine her policy towards Russia and Ukraine was correct, even if not successful.

“I thought the initiation of NATO accession for Ukraine and Georgia discussed in 2008 to be wrong,” Merkel said. “The countries neither had the necessary prerequisites for this, nor had the consequences of such a decision been fully considered, both with regard to Russia's actions against Georgia and Ukraine and to NATO and its rules of assistance.”

She described the September 2014 Minsk agreement as “an attempt to give Ukraine time.” France and Germany had brokered a ceasefire after the failure of Ukraine’s attempt to subdue the republics of Donetsk and Lugansk by force.


“[Ukraine] used this time to get stronger, as you can see today,” Merkel continued. “The Ukraine of 2014/15 is not the Ukraine of today. As you saw in the battle for Debaltsevo in early 2015, [Russian President Vladimir] Putin could easily have overrun them at the time. And I very much doubt that the NATO countries could have done as much then as they do now to help Ukraine.


The defeat at Debaltsevo resulted in the second Minsk protocol being signed in February 2015. Merkel said that it was “clear to all of us that the conflict was frozen, that the problem had not been solved, but that gave Ukraine valuable time.”


Meanwhile, she defended the decision to build the Nord Stream 2 pipeline for Russian gas, since refusing to do so would have “have dangerously worsened the climate” with Moscow given the situation in Ukraine. It just so happened that Germany couldn’t get gas elsewhere, she added.

Asked for any self-criticism, Merkel told Zeit that “the Cold War never really ended because Russia was basically not at peace,” and that NATO “should have reacted more quickly to Russia's aggressiveness” in 2014.

Pyotr Poroshenko, who became president of Ukraine after the 2014 US-backed coup in Kiev, told a domestic audience in August 2015 that Minsk was a ruse to buy time for a military build-up. He admitted as much to the West in July 2022, in an interview with German media.

RIYADH, Dec 7 (Reuters) - President Xi Jinping arrived in Saudi Arabia on Wednesday, Chinese state media said, on a visit Beijing hailed as its biggest diplomatic initiative in the Arab world, as Riyadh expands global alliances beyond longstanding ties with the West.

The meeting between the global economic powerhouse and Gulf energy giant comes as Saudi ties with Washington are strained by U.S. criticism of Riyadh's human rights record and Saudi support for oil output curbs before the November midterm elections.

Crown Prince Mohammed bin Salman is expected to offer Xi a lavish welcome, in contrast with the low-key reception for U.S. President Joe Biden whose censure of Saudi Arabia's de facto ruler formed the backdrop for a strained meeting in July.

Xi's trip includes direct talks with Saudi Arabia, a wider meeting with the six-nation Gulf Arab alliance and a summit with Arab leaders which will be "an epoch-making milestone in the history of the development of China-Arab relations", foreign ministry spokesperson Mao Ning said.

For Saudi Arabia, frustrated by what it sees as Washington's gradual disengagement from the Middle East and a slow erosion of its security guarantees, China offers an opportunity for economic gains without the tensions which have come to cloud the U.S. relationship.
"Beijing does not burden its partners with demands or political expectations and refrains from interfering in their internal affairs," Saudi columnist Abdulrahman Al-Rashed wrote in the Saudi-owned Asharq Al-Awsat newspaper


Unlike Washington, Beijing retains good ties with Riyadh's regional rival Iran, another supplier of oil to China, and has shown little interest in addressing Saudi political or security concerns in the region.
Growing Chinese influence in the Middle East has unnerved the United States, for which the Asian giant is an economic rival.


The Chinese delegation is expected to sign deals this week worth $30 billion with Riyadh, Saudi state news agency SPA said, as well as agreements with other Arab states.
China, the world's biggest energy consumer, is a major trade partner of Gulf oil and gas producers. Saudi Arabia is its top oil supplier and state-run Saudi Aramco has annual supply deals with half a dozen Chinese refiners.

While economic ties remain anchored by energy interests, bilateral ties have expanded under the Gulf's infrastructure and technology push, part of diversification plans that have gained importance as the world turns away from fossil fuels.

Saudi Arabia and its Gulf allies have said they would continue to expand partnerships to serve economic and security interests, despite U.S. reservations about their ties with both Russia and China.



The United States, which for decades has been Saudi Arabia's main security guarantor and remains its main defence supplier, has expressed security concerns about growing Chinese involvement in sensitive infrastructure projects in the Gulf.

Weapons investigators in Kyiv found that at least one Russian Kh-101 cruise missile used in widespread attacks there on Nov. 23 had been made no earlier than October

Some of the cruise missiles that Russia launched at Ukraine’s civilian infrastructure in late November were manufactured months after the West imposed sanctions intended to deprive Moscow of the components needed to make those munitions, according to a weapons research group.

Experts examined remnants of Kh-101 cruise missiles found in Kyiv, the capital, after an attack on Nov. 23 that knocked out electricity and shut down water systems in large areas of the country. One of the missiles was made this summer, and another was completed after September, markings on the weapons show, according to a report released by the investigators on Monday.

That Russia has continued to make advanced guided missiles like the Kh-101 suggests that it has found ways to acquire semiconductors and other matériel despite the sanctions or that it had significant stockpiles of the components before the war began, one of the researchers said.


The findings are among the most recent by Conflict Armament Research, an independent group based in Britain that identifies and tracks weapons and ammunition used in wars. A small team of its researchers arrived in Kyiv just before the attack at the invitation of the Ukrainian security service.

WASHINGTON—The U.S. secretly modified the advanced Himars rocket launchers it gave Ukraine so they can’t be used to fire long-range missiles into Russia, U.S. officials said, a precaution the Biden administration says is necessary to reduce the risk of a wider war with Moscow.


The U.S. since June has supplied Ukrainian forces with 20 High Mobility Artillery Rocket System launchers, or Himars, and a large inventory of satellite-guided rockets with a range of almost 50 miles. Those rockets, known as the Guided Multiple Launch Rocket System, or GMLRS, have been used to strike Russian ammunition depots, logistics supplies and command centers on Ukrainian territory.

WASHINGTON, Nov 28 (Reuters) - The Pentagon is considering a Boeing proposal to supply Ukraine with cheap, small precision bombs fitted onto abundantly available rockets, allowing Kyiv to strike far behind Russian lines as the West struggles to meet demand for more arms.

U.S. and allied military inventories are shrinking, and Ukraine faces an increasing need for more sophisticated weapons as the war drags on. Boeing's proposed system, dubbed Ground-Launched Small Diameter Bomb (GLSDB), is one of about a half-dozen plans for getting new munitions into production for Ukraine and America's Eastern European allies, industry sources said.


GLSDB could be delivered as early as spring 2023, according to a document reviewed by Reuters and three people familiar with the plan. It combines the GBU-39 Small Diameter Bomb (SDB) with the M26 rocket motor, both of which are common in U.S. inventories

Doug Bush, the U.S. Army's chief weapons buyer, told reporters at the Pentagon last week the Army was also looking at accelerating production of 155 millimeter artillery shells - currently only manufactured at government facilities - by allowing defense contractors to build them.

The invasion of Ukraine drove up demand for American-made weapons and ammunition, while U.S. allies in Eastern Europe are "putting a lot of orders," in for a range of arms as they supply Ukraine, Bush added.

"It's about getting quantity at a cheap cost," said Tom Karako, a weapons and security expert at the Center for Strategic and International Studies. He said falling U.S. inventories help explain the rush to get more arms now, saying stockpiles are "getting low relative to the levels we like to keep on hand and certainly to the levels we're going to need to deter a China conflict."

Karako also noted that the U.S. exit from Afghanistan left lots of air-dropped bombs available. They cannot be easily used with Ukrainian aircraft, but "in today's context we should be looking for innovative ways to convert them to standoff capability."

Although a handful of GLSDB units have already been made, there are many logistical obstacles to formal procurement. The Boeing plan requires a price discovery waiver, exempting the contractor from an in-depth review that ensures the Pentagon is getting the best deal possible. Any arrangement would also require at least six suppliers to expedite shipments of their parts and services to produce the weapon quickly.

A Boeing spokesperson declined to comment. Pentagon spokesman Lt. Cmdr. Tim Gorman declined to comment on providing any "specific capability" to Ukraine, but said the U.S. and its allies "identify and consider the most appropriate systems" that would help Kyiv.

Although the United States has rebuffed requests for the 185-mile (297km) range ATACMS missile, the GLSDB's 94-mile (150km) range would allow Ukraine to hit valuable military targets that have been out of reach and help it continue pressing its counterattacks by disrupting Russian rear areas.

GLSDB is made jointly by SAAB AB (SAABb.ST) and Boeing Co (BA.N) and has been in development since 2019, well before the invasion, which Russia calls a "special operation". In October, SAAB chief executive Micael Johansson said of the GLSDB: "We are imminently shortly expecting contracts on that."

According to the document - a Boeing proposal to U.S. European Command (EUCOM), which is overseeing weapons headed to Ukraine - the main components of the GLSDB would come from current U.S. stores.

The M26 rocket motor is relatively abundant, and the GBU-39 costs about $40,000 each, making the completed GLSDB inexpensive and its main components readily available. Although arms manufacturers are struggling with demand, those factors make it possible to yield weapons by early 2023, albeit at a low rate of production.

GLSDB is GPS-guided, can defeat some electronic jamming, is usable in all weather conditions, and can be used against armored vehicles, according to SAAB's website. The GBU-39 - which would function as the GLSDB's warhead - has small, folding wings that allow it to glide more than 100km if dropped from an aircraft and targets as small as 3 feet in diameter.

According to Action Network, Saudi Arabia were +2300 underdogs, while Argentina floated at around -900 as the heavy favorite.

The Kremlin is drafting a presidential decree that will prohibit Russian companies and any traders buying the nation’s oil from selling it to anyone that participates in a price cap, according to a person with knowledge of the matter.

The decree will forbid dealings with both companies and countries that join the price-cap mechanism, the person said, without giving an exact definition of how participation in such a mechanism would be defined. It would essentially ban any reference to a price cap in contracts for Russian crude oil or products, and prohibit loadings destined for any countries that adopt the restrictions, according to the person, asking not to be named because the matter isn’t public yet.

The European Union has been struggling to agree on how strict a price cap should be. Diplomats suspended talks on Friday about a proposal for a cap at about $65 a barrel, well above the current price of Russia’s main export crude. Disagreements over the price level remained entrenched and the talks were postponed to Monday.

It’s not clear how much impact a price cap, or a Kremlin decree in response, would have on trade. That’s because the formal backers of the measure are already refraining from buying Russian oil. The policy is actually aimed at other major consumers, such as India, which won’t have access to western insurance and other shipping services if they pay more than the capped price for Russian crude.

Russian President Vladimir Putin and several other officials have said on numerous occasions that the nation won’t supply energy to those who will join a price cap. Instead, the country will redirect its oil supply to “market-oriented partners” or reduce production, Deputy Prime Minister Alexander Novak said earlier this week

India, Turkey and other big buyers haven’t signed up to the cap. At this stage it looks like they would have no trouble continuing to buy Russian oil, since the latest proposal has the cap so far above current market prices.

When The Associated Press wrote last week that Russia had struck a village in Poland with a missile, fears quickly rose the event would escalate the Ukraine-Russia war into an even bigger conflict.

But it soon appeared that Russia did not fire the missile. And one of the journalists behind the article is now no longer at the news organization.

The reporter, James LaPorta, who had worked at The A.P. since April 2020, had provided information that Russia was to blame from a single U.S. intelligence source. The A.P. used that information in a news alert: “A senior U.S. intelligence official says Russian missiles crossed into NATO member Poland, killing two people.”

The significance of the alleged event was immediately apparent: It could escalate the war.

The information was soon proven wrong. The NATO secretary general and Polish officials said the explosion was most likely caused by a Ukrainian air-defense missile that was fending off a Russian attack and went off course.


The A.P. corrected the article the next day, stating that the erroneous report was “based on information from a senior American intelligence official who spoke on condition of anonymity.”

The correction said: “Subsequent reporting showed that the missiles were Russian-made and most likely fired by Ukraine in defense against a Russian attack.”

In a response to questions about Mr. LaPorta, Lauren Easton, a spokeswoman for The A.P., said in a statement, “When our standards are violated, we must take the steps necessary to protect the integrity of the news report. We do not make these decisions lightly, nor are they based on isolated incidents.”

Mr. LaPorta declined to comment for this article.

In a tweet on Tuesday, Mr. LaPorta thanked “the multitude of journalists, editors and long-time readers that have reached out to me with words of encouragement and kindness. It sincerely means the world.”

Mr. LaPorta covered national security and the U.S. military for The A.P. He previously worked as a reporter for Newsweek, Frontline PBS, United Press International and the Daily Beast. He is a Marine Corps veteran and served in the Afghanistan war. According to his LinkedIn profile, he was a military adviser for the NBC show “This Is Us.”

A series of videos that surfaced on social media last week has ignited a debate over whether Ukrainian forces committed war crimes or acted in self-defense as they tried to capture a group of Russian soldiers who were then killed.

The videos show the grisly before-and-after scenes of the encounter earlier this month, in which at least 11 Russians, most of whom are seen lying on the ground, appear to have been shot dead at close range after one of their fellow fighters suddenly opened fire on Ukrainian soldiers standing nearby.

The videos, detailed below and whose authenticity has been verified by The New York Times, offer a rare look into one gruesome moment among many in the war, but do not show how or why the Russian soldiers were killed. Ultimately, they leave a mystery that has been used by both sides in the online battle for hearts and minds.

The videos were first circulated by Ukrainian news and social media channels that used them to laud the military prowess of their armed forces and publicize their heroic retaking of territory lost to Russia early in the war. In Russia, however, the videos prompted a fierce response among hawkish pro-war commentators, who urged the government to seek an international investigation.

Now, Moscow and Kyiv has each accused the other of committing war crimes in the same episode — the Russians accusing Ukraine’s forces of “mercilessly shooting unarmed Russian P.O.W.s,” and Ukraine’s commissioner for human rights, Dmytro Lubinets, saying Russian soldiers had opened fire during the act of surrendering.

Russian and Ukrainian forces have both been accused of war crimes since Moscow ordered a full-scale invasion of Ukraine in late February, though the number and scale of reported Russian crimes far exceed those Ukraine is accused of.

The United Nations has said the episode should be investigated. ‌

The head of Ukraine's biggest private energy firm says people should consider leaving the country to reduce demand on the country's power network.

"If they can find an alternative place to stay for another three or four months, it will be very helpful to the system," DTEK chief executive Maxim Timchenko told the BBC.

Russian attacks have damaged almost half of Ukraine's energy system.Millions of people are without power as temperatures drop for winter.

Blackouts - both scheduled and unscheduled - have become common in many parts of Ukraine, as Russia aims regular waves of missile attacks at parts of the energy infrastructure.

Earlier this week, Kremlin spokesperson Dmitry Peskov suggested that the strikes were a "consequence" of Ukraine's refusal to negotiate with Russia.

Several Western leaders have said that targeting civilian infrastructure is a war crime.

Mr Timchenko, whose company supplies more than a quarter of Ukraine's power, says the system becomes less reliable with each Russian attack, and reducing electricity consumption is the key to keeping it running.
The government has urged people to limit their use of domestic appliances such as ovens and washing machines.

But the damaged energy system is still unable to produce enough electricity to meet current needs, so any way of reducing usage - including leaving the country - should be seen as helping Ukraine to win the war against Russia, Mr Timchenko explained.
"If you consume less, then hospitals with injured soldiers will have guaranteed power supply. This is how it can be explained that by consuming less or leaving, they also contribute to other people."

FIRST ON FOX: LAS VEGAS, NEVADA — Former Vice President Mike Pence called the Justice Department's appointment of a special counsel to investigate former President Trump "very troubling," while telling Fox News Digital that his level of cooperation with that investigation would be up to his legal team.

Attorney General Merrick Garland on Friday appointed former Justice Department official Jack Smith to the role of special counsel to investigate the entirety of the criminal probe into the retention of presidential records held at Trump’s Mar-a-Lago home. Smith will also oversee the DOJ’s investigation into the Capitol riot on Jan. 6, 2021.

During a sit-down interview with Fox News Digital on the sidelines of the Republican Jewish Coalition annual leadership conference in Las Vegas, Nevada, Pence criticized the Justice Department for its "politicization"— especially with regard to Trump.


"The appointment of a special counsel is very troubling," Pence told Fox News Digital. "No one is above the law, but I am not sure it’s against the law to take bad advice from your lawyers."


Pence pointed to "years of politicization at the Justice Department," referencing the Trump-Russia investigation. "There have been disclosed FBI agents falsifying documents, the FBI using a Clinton campaign-funded opposition research document to support two and a half years of the Russia hoax."

Trump's presidency was clouded by Special Counsel Robert Mueller's investigation into whether he and his campaign colluded with Russia to influence the 2016 presidential election


After nearly two years, Mueller’s investigation, which concluded in March 2019, yielded no evidence of criminal conspiracy or coordination between the Trump campaign and Russian officials during the 2016 presidential election.

Pence said he was "deeply troubled" when "senior leadership at the Justice Department made the decision to execute a search warrant against the personal residence of the former president of the United States," referring to the FBI’s unprecedented raid of Mar-a-Lago in August.

"It had never been done in history," he said, adding that the raid "sent a divisive message across the country," and warned that it "sent a wrong message about America around the world."


The timing of this decision — just a few short days after the president announced his intention to seek re-election, I think that the history of it, the facts that I am aware of behind it, I think it is very troubling," Pence said.

Twitter CEO Elon Musk on Friday tweeted out a message mocking senators who want to investigate the company now that he is in charge.

On Thursday, seven Democrats wrote a letter to the FTC that read, "We write regarding Twitter’s serious, willful disregard for the safety and security of its users, and encourage the Federal Trade Commission (FTC) to investigate any breach of Twitter’s consent decree or other violations of our consumer protection laws."

Musk replied on Friday by calling out the mess surrounding crypto giant FTX following its declaration of bankruptcy after losing a billion dollars.

Musk tweeted a wildlife image of of two animals apparently in a sexual act in the background with the message: "FTX losing over a billion dollars of client funds." In the foreground is a photographer facing the other direction as he takes a picture. That text reads, "Senators calling for the FTC to investigate Twitter."


The letter by Senate Democrats warned: "We fear that Mr. Musk’s reported changes to internal reviews and data security practices further put consumers at risk and could directly violate the requirements of the consent decree."

It was signed by Dianne Feinstein (D-Calif.), Richard Blumenthal (D-Conn), Ben Ray Luján (D-N.M.), Elizabeth Warren (D-Mass.), Ed Markey (D-Mass.), Bob Menendez (D-N.J.). and Cory Booker (D-N.J.).

CNN — After clinching the majority in the House of Representatives in the midterm elections, top Republicans on Thursday outlined a broad range of investigative targets focused on President Joe Biden and his family’s business dealings.

In the 118th Congress, this committee will evaluate the status of Joe Biden’s relationship with his family’s foreign partners and whether he is a President who is compromised or swayed by foreign dollars and influence,” said Rep. James Comer of Kentucky, the top Republican on the House Oversight Committee. “I want to be clear: This is an investigation of Joe Biden, and that’s where the committee will focus in this next Congress.

In a wide-ranging news conference flanked by GOP Rep. Jim Jordan, who is expected to become chair of the House Judiciary Committee, and other Republicans on the oversight committee, Comer said Republicans have made connections between the president’s son, Hunter Biden, and the president that they believe requires further investigation. Comer said his team has spoken with multiple whistleblowers who say they were involved in schemes involving the Biden family, reviewed Hunter Biden’s laptop, and received “previously unknown transactions.”

Comer is specifically zeroing in on more than 100 bank activity reports – known as Suspicious Activity Reports – that are allegedly related to the Biden family and says that the Treasury Department has ignored his repeated requests when Republicans were in the minority to hand over them over.

So far, Comer says he has only seen two of those reports, and he renewed his request for the remainder of them today. Such reports are not always indicative of criminal activity or wrongdoing.

As part of his investigation, Comer said, “We would love to talk to people in the Biden family, specifically Hunter and Joe Biden.”

The White House said the investigations are politically motivated and a waste of time.

“Instead of working with President Biden to address issues important to the American people, like lower costs, congressional Republicans’ top priority is to go after President Biden with politically motivated attacks chock full of long-debunked conspiracy theories” spokesmen for the White House Counsel’s office, Ian Sams, said in a statement to CNN.

“President Biden is not going to let these political attacks distract him from focusing on Americans’ priorities, and we hope congressional Republicans will join us in tackling them instead of wasting time and resources on political revenge,” Sams added.
