Twelve ships carrying grain have left Ukraine’s ports, despite Moscow’s announcement that it would suspend its participation in the United Nations-backed Black Sea Grain Initiative.

A record 354,500 tons of grain were carried on the vessels leaving Ukrainian ports as part of the Black Sea grain deal, a spokesperson for Odesa’s military administration said, according to Reuters.

In response to Russia’s decision to halt participation in the deal, the U.N., Turkey and Ukraine reached an agreement on Sunday to unblock 16 grain ships in Turkish waters. This agreement resolves the Russian-imposed inspection backlog and helps stave off fears of a global food crisis.

The UN and Turkish delegations provided 10 inspection teams to inspect 40 ️ships, Oleksandr Kubrakov, Ukraine’s Minister of Infrastructure, said in a tweet. The Russian delegation is aware of the new inspection plan, he added.

The bloc’s response to any use of WMDs by Moscow in Ukraine must not be nuclear, but still massive, Poland’s foreign minister says

NATO’s response to any use of tactical nuclear weapons by Russia in Ukraine must be “devastating” but only employ conventional arms, as Moscow’s threat is not directed at the bloc, Polish Foreign Minister Zbigniew Rau has said.

To the best of our knowledge, Putin is threatening to use tactical nuclear weapons on Ukrainian soil, not to attack NATO, which means that NATO should respond in a conventional way,” Rau claimed during his Wednesday’s appearance on NBC News program Meet the Press.

“But the response should be devastating. And I suppose this is the clear message that the NATO alliance is sending to Russia right now,” the minister pointed out.

US Secretary of State Antony Blinken said on Sunday that “the consequences would be horrific” for Russian if it uses nuclear weapons in Ukraine, adding that this message has already been communicated to the Russian leadership publicly and privately.

The warning followed an address by Vladimir Putin a week ago, in which he announced partial mobilization in Russia and slammed “some senior officials in NATO states” for suggesting that deploying nuclear weapons against Russia was justified.

The President made it clear that such a move won’t be left unanswered by Russia, reminding that it has its own arsenal of destructive weapons, some of which surpass their Western-counterparts. “If the territorial integrity of our nation is threatened, we will certainly use all the means that we have to defend Russia and our people. It’s not a bluff,” Putin stated.

Over the past week, the US and allies have increased intelligence gathering and surveillance over concerns that signs that Russia decides to deploy nukes could “come too late,” Politico reported on Tuesday.

According to US officials, who talked to the outlet, air, space and cyberspace monitoring of Russian units in Ukraine that could potentially receive the nuclear order from the Kremlin has been stepped up, with special attention also being paid to Russia’s western exclave of Kaliningrad.


Russia’s deputy foreign minister Sergey Ryabkov reiterated last week that “we are not threatening anyone with nuclear weapons.” He referred the journalists to the Russian military doctrine, which states that nuclear weapons may only be employed if such arms or other weapons of mass destruction are being targeted at the country or its being faced with an existential threat from conventional arms.

Intelligence agencies know far more about Russia’s military, even as the United States ships billions of dollars in weapons to the Ukrainians.


WASHINGTON — President Volodymyr Zelensky of Ukraine has provided near-daily updates of Russia’s invasion on social media; viral video posts have shown the effectiveness of Western weapons in the hands of Ukrainian forces; and the Pentagon has regularly held briefings on developments in the war.

But despite the flow of all this news to the public, American intelligence agencies have less information than they would like about Ukraine’s operations and possess a far better picture of Russia’s military, its planned operations and its successes and failures, according to current and former officials.

Governments often withhold information from the public for operational security. But these information gaps within the U.S. government could make it more difficult for the Biden administration to decide how to target military aid as it sends billions of dollars in weapons to Ukraine.

U.S. officials said the Ukrainian government gave them few classified briefings or details about their operational plans, and Ukrainian officials acknowledged that they did not tell the Americans everything.


Of course the U.S. intelligence community collects information about nearly every country, including Ukraine. But American spy agencies, in general, focus their collection efforts on adversarial governments, like Russia, not current friends, like Ukraine. And while Russia has been a top priority for American spies for 75 years, when it came to the Ukrainians, the United States has worked on building up their intelligence service, not spying on their government.

The result, former officials said, has been some blind spots.

How much do we really know about how Ukraine is doing?” said Beth Sanner, a former senior intelligence official. “Can you find a person who will tell you with confidence how many troops has Ukraine lost, how many pieces of equipment has Ukraine lost?”


Even without a complete picture of Ukraine’s military strategy and situation, the Biden administration has pushed forward new capabilities, like the rocket artillery systems President Biden announced last week. Ukraine is awaiting the arrival of more powerful Western weapons systems as both sides in the war suffer heavy losses in the eastern Donbas region of the country.

Pentagon officials say they have a robust process for sending weapons in place, which begins with a request from the Ukrainians and includes a U.S. assessment of what kind of equipment they need and how quickly it can be mastered.


Some European agencies say it will be difficult if not impossible for Ukraine to reclaim the land that Russia has taken since it invaded in February, but U.S. intelligence agencies are less pessimistic, officials said. Still, there are cracks in Ukraine’s defenses, and questions about the state of Ukraine’s military forces and strategy in the Donbas have created an incomplete picture for the United States.


Avril D. Haines, the director of national intelligence, testified at a Senate hearing last month that “it was very hard to tell” how much additional aid Ukraine could absorb.

She added: “We have, in fact, more insight, probably, on the Russian side than we do on the Ukrainian side.”

One key question is what measures Mr. Zelensky intends to call for in Donbas. Ukraine faces a strategic choice there: withdraw its forces or risk having them encircled by Russia

In recent days, Ukraine has provided more information. On Sunday, Mr. Zelensky visited the front lines and called the fighting in Sievierodonetsk — a city that is key to controlling Donbas — “extremely difficult.” He has also acknowledged that as many as 100 Ukrainian soldiers a day are dying and described how Russia has taken a fifth of the country.

Tories’ 1922 Committee is to decide on whether the party wants the embattled leader to remain in power

Sir Graham Brady, the chair of the British Conservative Party’s 1922 Committee, has announced that the threshold has been reached for a vote of confidence in the leadership of Boris Johnson. It has been scheduled to take place on Monday evening.

There will be a two-hour window for voting, with results announced at a point of time yet to be determined, a statement outlined. Brady said the results will be available “shortly” after the ballot closes.

At least 15% of Tory MPs, or 54 people, have sent letters to Brady expressing their lack of confidence in Johnson’s leadership. This triggered the vote under party rules. If he survives, Johnson would be immune for one year to another attempt by party members to unseat him.

Brady declined to tell journalists when exactly the threshold had been reached, stating that some MPs had said in their letters that he should consider the quorum effective after the end of the Queen’s Platinum Jubilee celebrations.

Number Ten welcomed the development, saying a confidence vote would “end months of speculation and allow the government to draw a line and move on.” Johnson has previously stated that he didn’t believe his involvement in ‘partygate’ warranted his resignation and said that abandoning his position now would be “irresponsible.”

Ukraine’s ambassador to Germany, Andrey Melnyk, on Sunday blasted the lack of heavy arms supply from Berlin to prop up Kiev in its fight against Moscow, accusing German authorities of refusing to supply even “old” hardware to the country.

German government cynically refuses to supply us even with old Leopard-1 tanks and Marder IFVs,” Melnyk stated in a social media post, branding such behavior a “disgrace that would go down in history.”

The remarks came a day after the chairman of the Ukrainian parliament, Ruslan Stefanchuk, visited Germany, apparently to rally support for deliveries of heavy arms. Speaking ahead of a meeting with German Defense Minister Christine Lambrecht on Friday, Stefanchuk said that the speedy “supply of the most modern equipment to Ukraine” would help to bring “common victory” over Russia closer.

I do not rule out receiving submarines from Germany, because we are ready to become the eastern defense frontier for the whole of Europe,” Stefanchuk stated. Later in the day, he reiterated Kiev’s expectations that Germany would provide it with both Marder armored vehicles and Leopard tanks, which Dmitry Kuleba, Ukraine’s top diplomat, described last month as Kiev’s “dream.”

Melnyk has repeatedly attacked German leadership over the purported lack of support from Berlin for Ukraine in the ongoing conflict with Russia. He also launched a bitter personal attack on German Chancellor Olaf Scholz over his refusal to visit Kiev to show solidarity with Ukraine.

Germany has failed to supply Poland with battle tanks after Warsaw depleted its own stocks to send heavy equipment to Ukraine, Polish President Andrzej Duda told Germany’s Die Welt newspaper on Tuesday on the sidelines of the World Economic Forum in Davos.

Poland has “weakened” its own military potential by using its own stocks to supply Kiev with “a large number of tanks,” Duda said, adding that Warsaw had expected support from NATO and Berlin in particular.

Most of Poland’s tanks are German-made Leopards, the president explained, adding that Berlin earlier promised to replace military hardware delivered to Ukraine.

"Germany promised to deliver these tanks to us. You have not kept that promise. And, frankly, we are very disappointed about this," Duda told the paper. The president also rebuked Berlin for supposedly not doing enough to support Ukraine.

First of all, it is Germany itself that should help Ukraine. Ukraine needs this help urgently,” he said, adding that Poland stepped in with heavy equipment deliveries because other nations were reluctant to make such commitments.

The president did not clarify how many Polish tanks have been sent to Ukraine and when the deliveries took place. Berlin has so far not commented on Duda’s accusations.

Ukraine, which has been locked in a conflict with Moscow since Russia launched its military offensive in late February, has repeatedly asked Western nations for military aid, particularly heavy weaponry. Western powers have supplied Ukraine with small arms, anti-tank and anti-aircraft weaponry, as well as munitions and fuel, but have so far been reluctant to send in heavy equipment such as tanks or aircraft.

Berlin previously struck several swap deals with Eastern European nations aimed at supplying weapons to Ukraine. In late April, Germany and Slovenia agreed on a deal that saw Berlin substituting Soviet-made battle tanks Slovenia sent to Kiev.

"Those who conceived this war want only one thing – to remain in power forever, live in pompous tasteless palaces, sail on yachts comparable in tonnage and cost to the entire Russian Navy, enjoying unlimited power and complete impunity.

"To achieve that they are willing to sacrifice as many lives as it takes. Thousands of Russians and Ukrainians have already died just for this."

Western countries have triggered a global food crisis by imposing the severest sanctions in modern history on Russia, the Kremlin have claimed.

"Russia has always been a rather reliable grain exporter," Kremlin spokesperson Dmitry Peskov said.

Russia and Ukraine together account for nearly a third of global wheat supplies.

The United Nations has said 36 countries rely on Russia and Ukraine for more than half their wheat imports, including some of the poorest, among them Lebanon, Syria, Yemen, Somalia and Democratic Republic of Congo.

Last week, UN Secretary-General Antonio Guterres said that he was in intense contact with Russia, Ukraine, Turkey, the United States and the European Union in an effort to restore grain exports from Ukraine as a global food crisis worsens.

Russian President Vladimir Putin, the Kremlin said, also agreed with the United Nations assessment that the world faced a food crisis that could cause famine.
