Nigerian banks borrowings from the CBN Standing Lending Facility (SLF) skyrocketed (YoY) by 737% to N2.3 trillion in April 2021 from N274.65 billion in April 2020. This is according to the CBN latest Monthly Economic Report for April 2021. As a result of this jump, CBN profits from the SLF increased by a massive 381% over the period, to N1.33 billion from N270 million in April 2020. However, during the review period, banking system liquidity fell by 67%, from N440.78 billion in April 2020 to N146 billion in April 2021. What the report is saying According to the reports, “Activities at the standing facility windows showed a predominance of the lending window over the deposit window with applicable rates for the SLF and SDF at 12.5% and 4.5% respectively. “The recourse to standing facility resulted in a net lending of N2.18 trillion, due to tight liquidity in the banking system. “Total request for the SLF in April 2021 was N2.3 trillion (made up of N1.5 trillion direct SLF and N759.06 billion intra-day lending facility converted to overnight repo). “Daily request averaged N135.45 billion in the 17 transaction days with total interest earned at N1.33 billion. “Total SDF granted, during the review period, was N118.94 billion with daily average of N7.00 billion in the 17 transaction days. Cost incurred on SDF in the review month stood at N0.23 billion.” On the issue of liquidity, the report stated that: “Banking system liquidity took a downward turn and caused an upsurge in money market rates in the review month. The decline in the banking system liquidity was as a result of provisioning and settlement of foreign exchange and CBN bills purchases, as well as Cash Reserve Requirements (CRR) debits. “Nevertheless, repayment of matured securities and fiscal disbursements to the three tiers of government moderated the liquidity condition in the banking system. “Consequently, the average net industry liquidity position in April 2021 declined by 43.3% to N146.59 billion, compared with the N258.71 billion recorded in the preceding month.” https://nairametrics.com/2021/09/23/bank-borrowings -from-cbn-skyrocketed-to-n2-3trillon-in-april-a-whopping-727-jump/ |

Buhari said the inclusion of the Ministries of Finance and Petroleum in the board of the two agencies may bring some complications in some decision making especially on issues of staff related matters. “They already have constitutional responsibilities of either supervision or inter-governmental relations. “They can continue to perform such roles without being in the board. It is also important to note that administratively, the representatives of the ministries in the board will be Directors, being the same rank with the Directors in the institution. “This may bring some complications in some decision making especially on issues of staff related matters,” Buhari said. Buhari also sought the lawmakers’ approval to exempt Executive Directors of Nigerian Midstream and Downstream Petroleum Regulatory Authority from being subjected to Senate confirmation process. He said the PIA “has made provision for 7 Departmental Heads in the Authority to be known as Executive Directors. Their appointment will also be subject to Senate confirmation. This category of Officers are civil servants and not political appointees. “The Senate is invited to note the need to exempt serving public officers from the established confirmation process for political appointments. This will ensure effective management of the regulatory institutions through uniform implementation of public service rules for employees of the Authority. Kano State Public Complaint and Anti Corruption Commission (PCACC), said it has seized two trucks of maize suspected to be contaminated with mycotoxins at Dawanau grain market in Kano metropolis. The Acting Chairman of the Commission, Mr Mahmoud Balarabe , stated this at a press conference on Friday in Kano. Balarabe said the Commission had also sealed a warehouse stocked with suspected poisonous maize at the market and arrested two persons in connection with the circulation of the harmful grain. He said the Commission received an intelligence report on Sept. 16, at about 8:00 pm that some unknown persons supplied poisonous and expired maize to the market. “Dawanau is the largest in grain market in West Africa, we don’ t know where the grain will go. “We mobilised our operation department to intercept the trucks conveying the grain. “We also sealed a store where the toxic and expired maize kept at Dawanau market,” he said. According to him, preliminary analysis showes that the expired maize is black in color, adding that each bag is about 90 per cent toxic and only 10 per cent non-poisonous. He said that the maize was being supplied to a company where it would be processed for human consumption. Balarabe said that Commission would meet with leadership of the traders association in the market while investigation into the case continued. He reiterated the comitment of the Commission to check circulation of unwholesome farm produce and substandard products in the state. The Chairman urged the people of the state to provide credible information to the Commission and other security agencies on unwholesome products and activities to protect public health. Corrective leadership. Nigeria needs corrective leadership in 2023. No government has it all figured out. While a government may perform superlatively on infrastructure development, it could be a spectacular wreck on security and managing diversity. Progressive leadership is corrective leadership. It is expected that every succeeding administration should surgically address the malignant afflictions and infecundity of the preceding government. Insecurity and corruption were staples under the former administration. The Buhari administration rode on a messianic chariot to revise these malefactions. But these problems are still much alive today. In fact, they have been compounded by mass disaffection and ethnic tensions. Nevertheless, the government has raked in some significant dividends in infrastructure development and in whittling down brazen corruption. So, for Nigeria to make progress, succeeding governments must be corrective where there are performance cavities and consolidatory where there are winnings. A government may not be all egregious – if we look through uninvolved bifocals. Where we seek to only find faults, we will definitely find them, and where we apply ourselves to observe from both sides of a crystal ball we become illumined to see unprejudiced. In 2023, Nigeria needs a government that will better manage the country’s diversity, retool the economy, deal conclusively with insecurity, and build on the burgeoning infrastructural records of the Buhari administration. But most importantly, heal the bruised and battered national umbilicus. 2023 should be for national healing. As I said in ‘Nigeria needs a president in 2023 – not Igbo, Hausa or Yoruba’ on February 2, 2021: ‘’Nigeria needs a doctor. Yes, the country needs a carpenter. It also needs a builder and an architect. If we are all desirous of healing from nearly six years of hate-slinging, recriminations and animosity, why are we not having conversations around a ‘healer president’ in 2023 – a Nigerian president who will mend the broken and possibly put humpty-dumpty together again? Why are we having conversations on the primordial – ethnic origin and religion? Have we not suffered enough for our poor choices driven by atavistic proclivities? ‘’While we are fixated on ethnic origin and religion as the primary basis for choosing the next president, we lose sight of the fundamental yardsticks of leadership – antecedents, competence, credentials, achievements, verifiable records, and tested abilities. Yes, there are people with these qualities in every ethnic group in Nigeria, but my concern is that these qualities are not emphasised in our electoral process and conversations. Rather the premium is on the ethnic and religious identity of who must be president. ‘’We cannot rise as a country if we do not rise above our ethnic and religious biases. When we go to hospital, do we seek to determine the ethnic origin of the doctor before getting treatment? When we want to have our cars fixed, do we care if the mechanic is Igbo, Hausa or Yoruba? In these instances, we are much more concerned about getting expert solutions to our health and auto challenges. So, why are we fixated on ethnic origin and religion when it comes to the office of the president – a leadership position that can make or ruin our lives and future? ‘’Just as we would not want to compromise our health by seeking ethnicity instead of competence in getting treated, we should not compromise our future by accentuating ethnicity and religion instead of competence, antecedents, and proven records for leadership positions. When the combustible emulsion of ethnicity and religion becomes the benchmark for leadership, then failure is certain. We will fail as a country again and again if we continue on this primrose path. ‘’The conversation should be on the ‘’Nigerian president’’ in 2023, a leader who is not defined by his ethnic and religious bearings; a healer, unifier, commander-in-chief and consoler-in-chief. Nigeria needs healing. Nigeria needs a president who will openly declare in words and in deeds – ‘’I am for every Nigerian, regardless of ethnic origin, religion or political affiliation.’’ People with leadership ichors dot the Nigerian landscape. They are in every group and zone. No region is more endowed than the other in leadership stuff distribution. We can have a great Nigerian president from the north; we can also have a fantastic one from the south. Candidates for leadership are in profusion here. I understand that power must be sensitive to diversity; hence the mantle must be orbital. When a section of the country has had its turn, another should have a go at it for the sake of inclusion, justice and fairness. This is only natural. While I agree that power at the centre should orbit, I strongly believe that premium must be on the content of any candidate. Nigerians should judge any candidate by his antecedents. If there is anything we have learnt lately, is that antecedents matter. Any candidate who claims he can fight corruption, but his antecedents say otherwise is obviously a defective product. We should not also discount rumours about any candidate; we should rather probe those gossip and speculations. As regards political candidates in Nigeria, sometimes in idle talk and tittle-tattle is eternal truth revealed. The Chief Medical Director(CMD) of the University of Calabar Teaching Hospital (UCTH) has disclosed that the tertiary health institution has performed its first open heart surgery on Wednesday, September 15, 202, being the first to do so in the South South region of the country. Prof Ikpeme, who made this known in Calabar, Thursday, in a press statement, said the patient “had received a mitral valve replacement following about six and a half hours of surgery.” “This has been the culmination of two years of hard work, determination, sacrifice, vision and focus at different levels of our hospital. And we must offer sincere gratitude to God and all who worked to make this happen. “It is the guiding principle of this management to work quietly to achieve the vision and mission of our hospital and reposition her appropriately in the comity of tertiary health institutions in Nigeria. We have driven this agenda by focusing steadily on the 3R mantra and refusing to be distracted.” Explaining how the feat was achieved, the CMD said said, “the MOU for Open Heart Surgery Missions was signed with the VOOM Foundation sometime in 2015/16.” According to him, “Things went quiet until the MOU was reviewed with the Foundation in July/August 2019 and UCTH made a commitment to actualize the programme & domesticate open heart surgery in our hospital. After two years of sacrificial hard work, doggedness, critical planning and determination against many odds, here we are today. “We have had to construct a new Theatre Suite using in-house Engineering and Technical teams, we had to create a multidisciplinary Heart Surgery Team; we had to clear 2Nos 40ft containers from Onne Port, Port Harcourt and invest in equipment worth millions of Naira (Heart-Lung machine, Heater-Cooler interexchanger system, cell savers, High end Anaesthetic Machine, high end monitors, Defibrillator with Internal pads, ventilators, digital mobile x-ray system, etc. Hours of work went into this project. “As far as I know, we are the first Tertiary Health Institution in South-South Nigeria to accomplish this, and join a group of very few elite centres nationwide. The Police Public Relations Officer, Lagos State Command, CSP Adekunle Ajisebutu, has narrated how men of the Command rejected a N500,000 bribe allegedly offered by suspected cultists. This was contained in a statement on Thursday titled, ‘Armed Robbery Suspect, Cultist Nabbed; Arms, Ammunition Recovered’. Ajisebutu said, “Two suspects have been arrested for offering bribe to the police to secure the release of the two suspects and pervert the course of justice. “While Adariku Sunday ‘m’, 34, resident of 66, Henry Smith Close, Abidjan GRA, Ajah offered the sum of N400,000 bribe in cash to secure the release of the robbery suspect, Folorunso Akeem, (m), 43, offered the sum of N100, 000 cash to secure the release of the suspected cultist. “Determined to ensure justice through thorough investigation, the uncompromising police officers in charge of the case rejected the bribe. “While commending the professionalism and uncompromising act of the police officers, the Commissioner of Police (Hakeem Odumosu) admonishes other police officers to emulate the incorruptible ones.” Ajisebutu said Odumosu directed that the case should be transferred to the Command’s Tactical Team for further investigation and prosecution. President Muhammadu Buhari says N300 billion has been disbursed to farmers while 1. 6 million poor and vulnerable households are currently benefiting from the Conditional Cash Transfer programme. The president revealed this while virtually declaring the 14 th Annual Banking and Finance Conference of Chartered Institute open of Bankers of Nigeria in Abuja on Tuesday . According to him , some of the various initiatives embarked upon to boost agricultural trade in Nigeria include the Anchor Borrowers Programme. He stated that the Central Bank of Nigeria had made more than N300 billion available to over 3. 1 million smallholder farmers of 21 different commodities . He said the commodities included Rice , Wheat , Maize, Cotton, Cassava, Poultry , Soybeans , Groundnut , Fish , cultivating over 3 . 8 million hectares of farmland. “ It is on record that 80 % of rice consumed in Nigeria is now produced locally, ’’ he said. He added that the National Social Register of poor and vulnerable Nigerians had 32. 6 million persons from seven million poor and vulnerable households identified , imploring bankers to play a stronger role in improving livelihoods. “ From this number, 1 . 6 million poor and vulnerable households , comprising more than eight million individuals are currently benefiting from the Conditional Cash Transfer program , which pays a bimonthly stipend of N10, 000 per household, ’’ he said . President Buhari said the National Social Investment Programme was biggest in Sub -Sahara Africa and one of the largest in the world. To further strengthen recovery and enable more Nigerians, President Buhari said , last year , he approved the establishment of InfraCo Plc , a world-class infrastructure development vehicle, wholly focused on Nigeria , with combined debt and equity take-off capital of N15 trillion. He said the company was being managed by an independent infrastructure Fund Manager . “ The Solar Power Naija project was launched in April 2021 with the aim of delivering five million off-grid solar connections to Nigerian households. “ In May 2021, the Rural Electrification Agency announced the planned deployment of solar -powered grids to 200 Primary Health Centres and 104 Unity Schools nationwide . “ Under the Family Homes Fund Limited , Social Housing programme incorporated by the Federal Government of Nigeria , more than two thousand hectares of land with title documents have been issued by 24 states with the capacity to accommodate about 65, 000 new homes. “ The Central Bank of Nigeria is providing a N200 Billion financing facility , with a guarantee by the Federal Government , ’’ he said. He urged the bankers and financial institutions to leverage on the abundant business opportunities to grow the economy. President Buhari implored financial institutions to play a stronger role in making sure the Nigerian Small and Medium Enterprises were fit for purpose, with support in the full implementation of the “ Agreement ” . “Indeed financial intermediary could not be any more relevant than at a time like this . “We need you, the banks to drive value creation by developing new technologies, scaling payment infrastructure to serve the diversified economies expected to benefit from this Agreement,’’ he noted . He said technological innovation was also important in the modern business terrain, noting that most transactions now take place online given the advent of the“ Internet of Things”. The president stressed that as the nation continues to progress towards the next frontiers of digitization, it must harness all opportunities while being mindful of the inherent risks. “ For example , the protection of data is now of utmost importance to provide users with more secure access to the online space,’’ he said. President Buhari said the Covid-19 pandemic changed everything in the world, from interaction, work, communication to general lifestyle. The Synagogue Church of All Nations, SCOAN, has officially named the wife of late Prophet Temitope Balogun, aka T.B Joshua’s wife, Evelyn, as the new leader of the church. SCOAN said the church activities would be under the guidance of God and leadership of Mrs Evlyn Joshua. In a statement on its verified Facebook page, SCOAN urged members and followers to pray for Mrs Evelyn as she takes on her new role. According to the statement: “Good Morning. We thank you for all your prayers and your love for the ministry since the glorious home call of our dear father, servant of the Most High God, Prophet T.B. Joshua. “We thank you for keeping the faith. It is now God’s appointed time, to the glory of God, for The SCOAN to soldier on with the divine assignment under the guidance of God and the human leadership of Mrs. Evelyn Joshua. “We urge you all to join us in prayers as we wish for God’s guidance and divine wisdom in her new God ordained role. Mrs. Evelyn Joshua will shortly address the teeming members of The SCOAN and Emmanuel TV Partners who have waited so long for this new phase in the Great Commission.” Meanwhile, there have been reports of leadership tussle in the church following the death of TB Joshua. The Federal Government has insisted that no doctor or health worker is being owed salary. Chris Ngige, the Minister of Labour and Employment, said the Federal Government pays the salaries of doctors and health workers when due. He stated this during a meeting of the presidential committee on salaries with the Joint Health Sector Union (JOHESU) in Abuja on Tuesday. The minister said the explanation became necessary to address the members of the National Association of Resident Doctors (NARD). NARD members are currently on strike over alleged salary irregularities. However, Ngige said: “NARD goes about telling Nigerians that the government is owing them salaries, and as well not taking the problems in the health sector seriously. But this is not true. It is incorrect “No doctor, nurse, pharmacist or any other health worker, including the driver, is owed a monthly salary. Government pays as and when due. “The truth is that NARD fails to tell Nigerians that their colleagues who are owed salaries are the ones illegally recruited. The Nigerian National Petroleum Corporation’s (NNPC’s) Group Managing Director, Mele Kyari, has stated that Nigerians and interested investors will be able to become shareholders in the company within the next three years. According to him, plans are already on the way as stipulated by the recently signed Petroleum Industry Act to issue its Initial Public Offer to investors. The NNPC boss disclosed this on Monday during an interview on Bloomberg TV Global Financial News. Kyari during the interview also said the signing of the PIA means NNPC would now operate in line with the Companies and Allied Act. “Unfortunately, shares to the public would not be sold by 2022 or 2023 due to certain bottlenecks that had lingered over the years but we will be in the position to consider any IPO in three years’ time; that is the provision of the law,” he told Bloomberg TV. “When you want to get ready for IPO, you need to do things different. You need to get your books correct; you need to recapitalise; you need to shape your portfolio and many more things that you have to do until you get IPO ready. “Surely, it is not what we will do in 2022 or 2023; probably the earliest consideration will be in three years’ time.” You will recall that President Muhammadu Buhari last week declared a profit of N287 billion for NNPC in 2020, with a remark of first time in 44 years. However, a fact check by Ripples Nigeria reveals that the president’s and NNPC management’s claim of the corporation’s first profit in 44 years is false, as the corporation actually made a profit in 2017. On the development of the profit declared, the GMD continued, “Obviously this company is changing very fast and on the fast lane. We just declared profit for the fiscal year 2020. “We are not getting ready for the IPO tomorrow; that is not exactly, that is not the situation. IPO really means this company is going to be profitable, it has a long trajectory, it has a short-term view of how things can be done better to align with the best practice in the industry. “We are trying to see how we can relax the existing framework for energy transition that is ongoing all over the world. “Every country is adjusting its portfolio by doing things differently in a better way and obviously in the long run, this is going to be a very great company and great companies always go for IPO. “So, this is not something that we are going to do tomorrow. Obviously not. The Federal Government has enrolled 711 Ministries, Departments, and Agencies (MDAs) on the Integrated Personnel and Payroll Information System (IPPIS) platform. The Accountant-General of the Federation, Ahmed Idris, disclosed this at a training for IPPIS Role Players in the South-West held on Monday in Lagos. Idris, who was represented by the Director of Consolidated Account, Office of the AGF, Mr. Salawu Zubairu, said the number enrolled was out of over 1,000 MDAs in the country. The AGF said his office would not relent on its mandate until all government employees are migrated into the IPPIS platform. He said: “ IPPIS is one of the key reform initiatives of the Federal Government. It provides a platform for payment of personnel emoluments and maintains a database for information and actions on the government’s workforce. ”This position underscores the resolve by the Federal Government to evolve permanent solutions to hitches that may be observed in the operations of the policy. “This training, which is in line with this resolve, is meant to keep IPPIS role players abreast of operations of the policy, to enhance their capacity to take full ownership of their respective payrolls, and efficiently discharge their responsibilities in the centralised platform. “In introducing the IPPIS into the country’s public service, the government seeks to entrench transparency and accountability in the management of the payroll system. “Prior to introduction of the IPPIS, the manual payroll system that was in operation made it impossible to determine the number of personnel in MDAs , that were paid salaries, due to non-availability of necessary data.” https://www.ripplesnigeria.com/nigerian-govt-enrolls-711-mdas-on-ippis/ |
