PHP Is Just A Scripting Language That Is Interpreted By Your Server. I Don't Think It's Right To Say The Language Is Hackable. You Web Application Though Could Be Hackable Depending On The Loopholes You Leave. So I Would Say It All Depends On Your Algorithm.

It depends-->
for Java you would need an IDE like Eclipse.
Then you are advised to practice daily atleast 2 hours.
I recommend Java the complete reference with video tutorials. Use vogella online resources and many others. Just research on the language you want to learn.
