I do not think the poisoning is deliberate. This is because if a cow goes into someone's farm to graze and the farm has been fumigated against pests and other diseases, the cows can be victims. Herdsmen must therefore prevent their cows from eating from people's farms in order to avoid eating poison from fumigation.

I don't know what to make of this write-up, it subtly tries to invalidate the true reason why the former minister was sacked (He didn't resign, that's bureaucratic mumbo jumbo) and at the end it tries to suggest what they want us to believe is the reason.
