Section 9 )3) of this law requires every employer to maintain a Life Insurance Policy in favour of an employee for a minimum of 3 times the annual total emolument or pay of the employee

They have the life insurance inplace for every worker, but haven't paid the premium

Let's not leave the substance and start pursuing the shadow. An issue has been raised here, security operatives gave their lives for this nation, civil servants died in service, and the nation has not done anything for the families they left behind.

Wether apc states are owing donkey years of salaries, it didn't justify this.

He should tell his oyo and osun state apc governors to pay the over 12months pensions arrears they are owing pensioners in their states and okorocha too should pay the over 24month pension arrears he is owning pensioners . A national leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, has accused president Goodluck Jonathan of using money meant to insure the lives of security men, especially those fighting Boko Haram in the North Eastern part of the country to bribe Nigerians for his reelection.

Tinubu, a former governor of Lagos made this claim at an APC campaign rally in Amuwo-Odofin Local Government Area of Lagos state.

The APC chieftain called on Jonathan to apologise to Nigerians over his failure to fulfill any of the promises he made in 2011.

According to him, “Jonathan never says to Nigerians, I am sorry. Today, he cannot pay insurance for the life of the soldiers and the police who are working in danger.

“They have concentrated money in bribing people. The exchange rate is very high and he says he wants to make vehicles for Nigeria.

“Majority of Nigerian youths are looking for jobs. Six years ago, he appealed to Nigerians that he had no shoes and because of that people voted for him. The President has spent six years in office and he is yet to do what he promised Nigerians.

“He has failed in the area of power and that has affected many small and medium scale businesses. Today, they are asking for people to pay for electricity they don’t use. That is double jeopardy; money for diesel, money for electricity failure. Can we allow that one to continue? We need change.” said Tinubu.

Tinubu advised Nigerians against voting based on ethnicity, tribe or religion.

“If a government has been there for 16 years and you don’t see progress, you must move out of that government; send them away. Enough is enough. Failure is not part of us.

My dad passed on since 2010 in active federal civil service, five years now federal government is yet to pay compensation through group life insurance,

Today here I am sitting on the ground, hungry, very hungry, aside from the light breakfast, I have not eaten since morning.

Thinking how to send my younger brother money for school fees, just yesterday mum called me that she didn't have a dime on her.

I am calling on all the widows and children of deceased Federal civil servants and police to join me on a hunger strike till federal government pay up their responsibilities.

Calling on all federal government workers to join in putting pressure in the government on this matter. God forbid if something should happen to you tomorrow, is this how your dependants would be treated?

This is not fair at all, turn on the tv and see how much is wasted daily just for election.

For those that do not know,
Section 9 (3) of the Pension Reform Act 2004 (The Act) requires every employer, to which the Act applies, to maintain Life Insurance Policy in favour of the employee for a minimum of three times the annual total emolument of the employee.

When will this country ever get things right?..my dad ,a police officer passed away around June 2011,we have only accessed his RSA contribution while we are still expecting his accrued rights and group life assurance benefits.i completed d documentation around may last year with first guarantee pensions after which pencom placed us on batch 34.as at August last year when we received his outstanding contribution,pencom was paying batch 27.surprisingly,when I called customer care at pencom I was informed they were just processing batch 29 for d next payment.that means from August last year to date they have only paid 2 batches.one wonders how long it will take before it finally gets to batch 34..please I was thinking d accrued rights and group life will b paid simultaneously, do I need to go to d office of d head of civil service to process d group life?..I've been to d police head quater at Ikeja to make a complaint, they referred me to my dad's PFA and didn't mention anything about d office of d head of civil service. With respect of group life for police, I don't think head of civil service is in charge. I heard police pulled out from head of civil service last year to handle their group life by them self. What Im not sure is if it applies to those from 2011.

We are planning on leading a protest to the ministry of finance to tell them to release the money for the group life insurance. For Gods sake, families should not have to wait this long to get paid . How do they expect people affected to survive?

Section 8(1) says "Where an employee dies, his entitlement u ser the life insurance policy maintained under Section 4(5) of this Act shall be paid by an underwriter to the named beneficiary in line with Section (57) of the Insurance Act.
What they are saying is that in 2010 the government didn't pay premium on time that year, so the government is taking responsibility for the deaths that occurred during the time because of the no premium no cover policy.

You need to write a letter to ARM Pension, copy PENCOM, and copy any of your lawyer friend also. The letter you will send to ARM pension has to be by DHL, so that it will be properly receipted for. Afterwards, you can do a reminder letter to PENCOM and copy ARM pension. I am sure they will listen to you from experience. Let me know if you need more clarifications.
Thanks for the reply, pencom said they are not in charge of the group life, it's been handled by the office of the head of civil service of the federation. We have been waiting for them. They finally said that we would be paid by last December, but they are waiting for permission from ministry of finance.

As we speak now, all the widows of deceased civil servants waiting for the group life money since 2010, are coming to Abuja. We are planning a very big protest to draw attention to the situation.

REQUIREMENTS TO PROCESS DEATH BENEFITS UNDER THE PRA 2014. Medical Certificate of Death/Cause of Death; Certificate of Registration of Death (if available); Police Report (if death is by accident); Letter of Administration or Will submitted to Probate; and Declaration of Wish/Evidence of Nomination of NOK, Means of identification of NOK (Drivers license, National ID and International Passport). However, if the letter of Administration took time, is it the fault of the PFA or PENCOM? If your Dad died under the new scheme, you are entitled to 3 years of his monthly salary as the insurance benefits, including asides the amount in the RSA and the ACCRUED RIGHTS which he qualify for; if he started working for government before you 2004.
After submitting all the documents to ARM pension it took me another eight months of waiting befor I traveled to Abuja myself to submit the documents streight to pencom.

They paid the accrued right, but now five years after my dad passed on, I am still expecting the group life insurance.

The families of Federal Government workers and police officers who have lost their lives since the beginning of this year have been denied insurance cover by underwriting firms.

Investigation revealed that the underwriters took the decision because of the failure of the Federal Government to pay the premium for the insurance cover of the concerned people this year.

Officials of some of the life underwriters, who spoke to our correspondent on the issue, said relatives of fallen police officers and federal workers had been demanding payment of claims.

Our correspondent, however, gathered that the cover for the current year had not been renewed by the government since December 2014 when the last cover elapsed.

According to the underwriting firms, the Federal Government ought to have paid them N6bn and N3.5bn as premiums for the insurance cover of the civil servants and the police officers respectively since December last year, but that has not been done.

They said the insurance cover of the police officers and federal workers would only commence the day premium was paid and compensation would only be paid to the families of those who lost their lives after the premium payment.

Without insurance cover, the underwriters said the workers and security agents would not be motivated to put in their best at work and in the fight against insurgents, because of the uncertainty that their dependants would be taken care of if they lose their lives.

Available records showed that claims paid on the lives of policemen lost to terrorist attacks by the Boko Haram insurgents and armed robbery attacks had continued to raise the underwriters’ life claims portfolio.

Section 50 of the Insurance Act, 2003 states, “The receipt of an insurance premium shall be a condition precedent to a valid contract of insurance and there shall be no cover in respect of an insurance risk unless the premium is paid in advance.”

The Director-General, Nigerian Insurers Association, Mr. Sunday Thomas, said the ‘no premium, no cover’ policy was part of the provisions of the Insurance Act, and that both the government and private sector employers must adjust to it in order for their workers to enjoy insurance cover.

“For the group life, the government seems to be adjusting to the regulation because now, the cover now commences from the date of premium payment. When the premium has not been paid, if anybody should die between the date the last contract expired, the government will take responsibility for it because there must be order in it,” he said.

In 2008, the Federal Government commenced the implementation of the group life insurance cover for its entire workforce.

The Office of the Head of Civil Service of the Federation used to manage the scheme for all federal employees until the Nigeria Police Force and other security agencies broke away to individually manage their workers’ insurance schemes.

In 2013, the NPF was granted autonomy to manage its own insurance separate from those of civilians and other security agencies.

The underwriters are worried that while they have made known to the different Ministries, Departments and Agencies the ‘no premium, no cover’ policy, they have yet to get the premium even after the expiration of the last insurance cover.

Dear madam,

Pls I will like to know what is happening with the group life insurance policy for federal civil servants.

The families of those who lost their fathers, mothers and relatives in active service since 2010 has still not been paid. Madam put your self in their shoes, it's not easy.

The GLIP emanates from the Pension Reform Act, 2014, which states, “Employers shall maintain life insurance policy in favour of the employee for a minimum of three times the annual total emolument of the employee.”

The scheme is to provide compensation for all federal civil servants who die in service.

The untold hardship some widows have passed through, the stories of children who could not go on with their education cannot even be told without shedding tears.

IN punch news paper dated 20nd January it says federal government is set to pay 6 billion naira as group life premium.
