The Lagos state government has deliberately allowed these touts to thrive because they use them during elections to rig and intimidate opponents not knowing the havoc they are causing to the image of that state.
All the beautiful infrastructures being put in place in that state would mean nothing if those thugs are not permanently taken care of.
Lagos will continue to be a cesspit of everything bad so long as those people continue to roam free causing mayhem everywhere.

You don't know how powerful these guys are. America is the strongest country in the world both militarily and economically. No nation on earth comes close by a mile.
