And the so called IGR Lagos brag about comes from this local levy
I don't think this person lives in Lagos, or if you do, you clearly don't pay attention to the altercations between drivers and agberos. Because then you'd know that there is no legitimate charge to the money they collect; it is pure extortion. Daylight robbery, with threats of vandalism to back it up.

And as for your earlier point, yes there are indeed parks around Nigeria that don't have agberos, because I've lived in places outside of Lagos. And these parks run fine without touts harassing drivers for owo load every five minutes. You don't see them hanging around every road corner in Ibadan waylaying drivers and threatening to rip off their wipers or side mirrors. It's only Lagos that is different.

Agbero - in simple English Bus Conductor

Agbero goes to the Motor Parks, call passenger for drivers, collect money for the drivers, load goods in the boot and gets paid per trip

Some of them collect hackney permit for Local Government after buying tickets from LGA, they resell it at parks
But are they really needed? Other states don't have them, yet their transport systems work fine.
