Acquiredollars:You still did not name the site. These are a few pointers (I stand to be corrected) :- 1. Make sure they have a checkout option in your local currency for e.g Naira and not $, £ or € etc. Then you can be sure they use DCC. Some sites show you their version of currency conversion in your local currency for reference purposes. Doesn't always mean they offer that amount. 2. Lastly and most important, make sure the bank's card you intend to use allows DCC. E.g. If you use UBA for instance, the last I checked they allow checkout in DCC but at parallel (black) market rate and not what you saw during checkout. Hope this helps. |

Yes, I already said "except" one is a business account, that is the only way he can have two accounts. |
mavinc4u:Couldn't agree anymore on the MAGIC part. I travelled briefly from my usual location and also had trouble checking out. My payments were declined on the merchant's site. Called paypal and same thing over "your account is fine" and nothing wrong on their end. I signed into my account seeing a message saying I had been randomly selected for a security check and they asked me to confirm certain details. (NOTE: I had seen this message before even calling them to complain about checking out but I ignored it). Afterwards, it was verified and I could pay again once. |
dragnet:Hi dragnet, Have you used another device to try signing on to checkout on ebay? Have you tried tried making this payment with your mobile phone? Paypal doesn't allow more than one account except one is business (last I checked). If you are changing countries, they tell you to close the old one, and set up a new one in the country you may have moved to. So yeah, you can close your old one and go through the process of opening new one again but note that your old transactions would be gone and your new account treated as a fresh one. Personally, I am of the opinion we should get to the bottom of this. How much is the item you are paying for? I thought about the possibility of your bank declining the transaction, but I think paypal would have informed you over the phone call. |

Alternatively, you can have someone use their Pay-pal account to pay for your items but change shipping address to whatever location you desire.

dragnet:The Paypal customer service number that services Nigeria is actually in South Africa if I remember correctly so there is some 1-2 hour difference I think, as I have encountered similar issue. And that number or phone number peculiar to service your account is under "contact us, by phone" when you login, they also give you a one time pass-code to input when calling that phone number. If you can't login, I have used this number (US line) when I encountered challenges :- +14029357733. Clause is, the number accepts calls during US working hours. Try this one :- 1-402-517-4519 instead. If your cookies and browsing history has been cleared, has your account been verified over the $250(Naija accounts) limit? As for toll-free calls and customer service, I sent a mail telling them I am free to answer calls 24hrs daily including weekends so they call me when I encounter road blocks and they have once connected me directly to my bank's customer care service on their bill, till I sorted out the issue. Immediately afterwards, they called back to say they can see it has been successful and asked if there was anything else they could do for me. Amazingly, the call was from US at about 4am(US time) when they were sorting my challenges. |

goodguygonebad:Be more specific. Are you doing a USD or euro transaction? Are you using a Nigerian or foreign paypal account? If you operate a Nigerian Paypal account and asking the difference between a Naira Mastercard, then they are same thing as regards charges in $. Nigerian Paypal accounts run on your Naira debit cards. For instance, you use Zenith bank Naira Mastercard to make a purchase and their rate is 360/$, it's same as using a Nigerian Paypal account because you would have to attach your Zenith master card to your paypal account in order to use it. If you however want to make a € transaction with paypal, they have their own conversion from $ to £ and vice versa. They would inform you of the equivalent Euro in USD. Bottom line is paypal operates in $. If you want to be sure, load a cart in € and proceed to the checkout page on paypal (you have to sign into your paypal account). Paypal would show you their equivalent of the € transaction in $. DO NOT CLICK PAY NOW if you do not wish to checkout. When you see the $ equivalent, multiply that by your bank rate for $. |
mployer:Been doing these transactions with GTB and other banks for years now. When you make International transactions, GTB holds funds for these transactions (called blocked funds which you can see if you log onto your Internet Banking portal on a laptop/desktop). When the merchant you purchased from requests for their money, it is that day they release the funds and you are finally debited. E.g you make a purchase on Amazon on February 24th 2016 and GTB exchange rate is 299/$. The Merchant did not ship out your item till February 26th 2016 , hence requested for the funds on same 26th. On 26th, GTB's rate was going for 199/$, that is the day you would be debited at 199/$ irrespective of what the rate was the initial day of purchase. So no, they do not charge you half one day and charge the rest of it later as you said or suggested. Yes you may say their system had an error which they sent a mail claiming that was what occurred over the weekend but it's not the fault of customers and customers should be compensated measurably not punished. This is why people are complaining. There are other issues they have e.g they never informed customers of additional fees because you selected payment in Naira when shopping on sites like Amazon ( you can choose to check out in Naira). Instead people woke up to seeing unanswered debits and some kept quiet. Diamond bank on the other hand, blocked that option, so that when you call customer care, they tell you to check out in $ instead of charging extra fees. Even though Diamond charges 336/$ they went about that a better way though they are more pricey than other banks. Back to the matter, do tell, if you purchase a car on Friday from me for 2M and on Monday and I call telling you I miscalculated so I need an extra 1M, how would you feel? #There is no rule by CBN saying banks cannot charge the official rate for international transactions. |

It's possible that if it was on hold @199 on 27th and it wasn't debited that day, today they might have adjusted their rate and possibly your debit occurred today @299. For GTB, it's not the day the order was placed that determines how much they actually take from you. It's the day the merchant requests for the money that the debit occurs and at that rate for same day. |
