After apling since june 2017 .i got a message yesterday and i was refused.i need help on what i can do .The reason for my refusal is attached here

I need help on this .after waiting for like 6 months .i got a message today

.i submitted my application in june through the online root,was called for biometrics,did that.in october i got a mail from cuc that they were on the decision stage and since then tgey have only be replying every month with a mail that there as not been any update on my application.The school resumed jan 3.its been more than five months since my application.what can i do please
