concerning the application for Returning Resident status (SB-1); do i submit the originals or photocopies of the required and necessary documents.
(e.g form I-551, green card, airline tickets, boarding passes, passport stamps, school records, utility bills, etc.)

1. Where do i pay the $275 application fee ?
2. Will photocopy of the needed documents suffice (e.g photocopy of form I-551 or green card) ?
2. For "Proof that prolonged stay in Nigeria was for reasons beyond the applicant’s control" what kind of documents could i submit to support this fact?

The first step would be for your mother to apply for Returning Resident status (SB-1), but it is difficult to qualify for that. She can send us an e-mail for more information at LagosIV@state.gov.

VisaOfficer:
Your mother has been outside the United States for more than a year. Thus, she has abandoned her Legal Permanent Resident status, and the petition she filed for you is invalid. She herself would need a visa to return to the U.S., if she ever intends to do so.

(Just a note for anyone else in this situation: We do check these things, so it's in everyone's best interest not to attempt to conceal them at the interview.)
