You want to know how?

It all boils down to the alleged suspect's first and last name coupled with the language he speaks and the part of the country he comes from.

If the above wasn't the case, tell me how the conman successfully navigated one and every of the offices that should have spotted him as a phoney and raised an alarm. I really don’t understand what you are getting at, someone said this man was aware and you are just say riddles. I would have listed the modalities needed for an agency to open an account with the CBN. You just don’t go there and say open an account for me. You go to the accountant general office where they will do a lot of investigations before sending your request to CBN who will also go to the accountant general office to confirm the necessary investigation was done before the request was sent to them. Not all of us here are jobless. We know the inner workings of government cause we do business with them. When they say they had a CBN account and the agency doesn’t exist, we all laughed cause we know what you need to pass through before getting an account in CBN.

I don’t see any issue here, go to court and under oath, tell the whole world the dirty things Obi did in secret and provide evidence while doing so

Once an incident is detected, certain steps are taken to respond to it. This response includes minimizing its impact and performing the root cause analysis of the incident. If i hacked your email for instance, you shouldn't be asking why i was able to send emails to your clients. You should be asking how you were hacked and trying to make sure it doesn't continue.

Don’t make it look as if government officials are stupid, hacking of email and getting in the government budget and into CBN and even getting waivers to recruit staff are not the same thing. Someone inside the house already opened the door for an outside to come in. And it was not the gateman that had this kind of access.
