Why would the federal government have a cut and hold on to only Osun state allocation?

Is/was Osun State the only ACN/APC state to be treated in such a manner by the FG ?
Why are other APC states exempted from this treatment?

Lagos state allocation was ceased by the federal goverment some years back due to local goverment creation. Why didn't Aregbesola also go to the court to stop the federal goverment from witch hunting his state, reducing only the allocation meant for the state?

Why did Aregbesola keep shot when the opposition(omisore, jelili adesiyan, ladipo) and lastly Goodluck Jonathan challenged him to speak up on the allocation given to the state?

The so called reduction is being used to service the debt owed by aregbesola's administration fyi!
