Recapitalised banks The CBN set a high bar of ₦500 billion for international banks and ₦200 billion for National banks. Crucially, this must be "paid-up capital", banks cannot count their saved profits (retained earnings) toward this goal. These banks are recapitalised: Access Bank, Zenith Bank, GTBank, UBA, First Bank and Fidelity: These banks have crossed the N500 billion finish line and have secured their international licence. The Daramola Family of Bolorunpelu Onigbedu Village in Ibeju-Lekki, Lagos State, has issued a statement in response to recent claims by Lagos-based real estate firm ATCO Homes, concerning a disputed land transaction in the area. In the statement made available to journalists, the family rejected allegations of irregularities in the land sale, describing the company’s position as inaccurate and misleading. According to the family, a publication attributed to ATCO Homes’ Group Managing Director and Chief Executive Officer, Mr. Bartholomew Egbochie, alleged that the Daramola family altered the coordinates of a parcel of land sold to the company by executing a Deed of Rectification without ATCO’s consent. Responding to the allegation, the family’s spokesperson, Alfa Falilu Daramola, maintained that the family had acted lawfully and transparently in all its dealings. He said ATCO Homes acquired about five acres of land through one of its representatives but that no payments were made directly to the current head of the family, Pa Ismail Olayiwola Daramola. The family further claimed that ATCO Homes had attempted to extend its land boundaries beyond what was originally purchased, describing the development as a case of encroachment. They added that petitions and correspondence had been sent to the Lagos State Land Bureau, the Office of the Attorney General, and the Registrar of Titles to clarify their position and to prevent what they described as administrative mix-ups regarding land coordinates. The Daramola family also alleged that ATCO Homes petitioned the Economic and Financial Crimes Commission (EFCC) over the dispute, leading to the arrest of 83-year-old Pa Daramola. In a protest letter dated October 30, 2025, sent through their legal representatives at Dominance Legal Chambers, the family urged the EFCC to treat the matter as a civil issue rather than a criminal one. “The EFCC must not allow itself to be drawn into a purely commercial land dispute between private parties,” the letter stated in part. "No one was left behind," as both young and old, men and women, were attended to by our doctors. As part of CBOF’s child and maternal health initiative, we are constructing an ultra-modern Child and Maternal Care Center in the Amuwo-Odofin area of Lagos. We have already held an elaborate groundbreaking ceremony to flag off this multi-million naira project. Under the Education and Scholarship program, CBOF has built schools, provided scholarships to students, and distributed educational items, including free computer systems. One of our many projects is the Toldel Nursery and Primary School located in the Ikorodu area of Lagos, which currently has over 90 pupils enrolled. Aside Toldel, we have also built two additional schools. The second school is Wasimi Junior High School in Maryland, which features a complete block of classrooms, auditoriums, and staff rooms. This facility was commissioned by the representative of the Lagos State Ministry of Education in 2021. The third school was constructed in Makoko, in the slums, and was donated to Christ Embassy and the Chris Oyakhilome Foundation to help local children access free education. Additionally, we donated computers and air conditioners last year (2024) to the National Immigration Service Passport Office in Ikoyi. To empower women, we provided free sewing machines and grinding machines. Additionally, over 200 women received 50,000 naira each to learn skills in soap making, zobo production, and various drink-making techniques. This funding was intended to help them purchase raw materials to kickstart their businesses. Recently, on Wednesday, July 23, 2025, the school held its sixth graduation ceremony for students transitioning to secondary school. Parents, teachers, and students expressed their deep gratitude to the founders for their relentless efforts in providing less privileged children with access to completely free private primary education over the past six years. The couple's efforts extend beyond the primary level. They are committed to building a free secondary school for graduates of Toldel Nursery and Primary School. Additionally, they offer scholarships for deserving students whose families cannot afford higher education, covering costs all the way up to the university level. DUBIOUS TACTICS SOME OMOONILE NOW USE TO DEFRAUD LAND BUYERS IN LAGOS In a discussion with Dr. Oyeleke Ajiboye, the CEO of Efficacy Development PLC and a leading real estate expert in Lagos State with over two decades of experience, valuable insights were shared regarding land purchases. He highlighted the tactics used by land grabbers and certain "Omoonile" (local landowners) who falsely present themselves as customary landowners, deceiving individuals and leading them to lose their hard-earned money when purchasing property, particularly in areas under government schemes and those subject to government acquisition, as indicated in the 1993 acquisition gazette. Dr. Oyeleke explained that the Lagos State Government has historically acquired large tracts of land in Ibeju-Lekki for public interest purposes, including urban development, housing schemes, schools, and hospitals. This acquisition is grounded in the Land Use Act of 1978, which entrusts control of urban land to the state Governor. A significant portion of land in Ibeju-Lekki was acquired through Official Gazette No. 20 Vol. 26, published on May 13, 1993, revoking occupancy rights for approximately 823.0 km² of land extending from Maroko eastward to the Lagos Lagoon, Lekki Lagoon, and Omu Creek. This gazette notification serves as the legal foundation for the government’s acquisition and revocation of occupancy rights. The acquired land encompasses areas excluding established villages, towns, and settlements in Eti-Osa and Ibeju-Lekki Local Government Areas. The government’s acquisition prioritises public interest, promoting the development of low, medium, and high-income housing, schools, hospitals, and private estate developer schemes. Dr. Oyeleke noted that lands under government acquisition are divided into two categories: "Global Acquisition," which refers to land that does not have a specific government purpose yet and may later be released via excision or ratification; and "Committed Acquisition," which designates land for specific public projects (e.g., infrastructure and housing schemes). Land in committed acquisition zones cannot be sold or developed by individuals, communities, or companies. Purchasing land in these zones is risky and may lead to demolition or loss of investment. It is important to recognise that some Omoonile often claim customary ownership of these lands. However, the Land Use Act of 1978, particularly Section 21, has diminished customary titles by requiring the Governor or Local Government’s consent for any alienation, which includes transfers, assignments, or mortgages of customary rights of occupancy. This effectively replaces the absolute traditional ownership of land with a statutory or deemed right of occupancy, thereby reducing the traditional control that existed under native law and custom—this is known as the "abolition of freehold titles." Nonetheless, in Lagos State, original native landowners retain the right to land ownership, but they no longer hold the right of occupancy. The government typically conducts an expropriation of land, releasing portions of land within government-controlled areas to recognised indigenous communities, private individuals, or families. The Land Use Act allows communities to apply to have some of their ancestral land returned to them through a process known as excision. After land acquisition, the government intends to compensate landowners by providing them with excised and gazetted land. However, one deceptive tactic used by some landowners involves selling land beyond the boundaries that the government has assigned to them or established. Another deceptive strategy used by land scammers is selling government land under acquisition to unsuspecting buyers. When the government intervenes, these buyers often request refunds or reassignment, realising they purchased land that wasn't owned by the seller. The documents they possess do not actually cover the land sold to them. Facing potential accusations of fraud, which is a criminal offence, these scammers might quickly file a lawsuit to drag the matter into court while they explore other illegal ways to resolve their fraudulent transactions. They often claim ownership through customary rights and insist they are contesting the issue with the government. This complex situation usually prevents innocent buyers from pursuing criminal charges against these perpetrators, as the scammers claim the matter is in court and ownership is contested. Additionally, these scammers may exploit law enforcement agencies to intimidate buyers and undermine their cases, even though law enforcement, particularly the police, is typically prohibited from interfering in land disputes that are civil matters meant for resolution in court. They might also apply for an interim injunction to restrict legitimate owners and delay justice, further complicating the situation. Judges familiar with these tactics often reject such applications and order expedited hearings to prevent undue suffering for the rightful owners. Despite court orders, these scammers continue to challenge decisions, wasting the time of the courts, the government, and legitimate investors. This enables them to deceive those who unwittingly purchased government-owned land. Such tactics have become common among individuals involved in land fraud. Most court cases today revolve around land disputes or individuals challenging the government, even when their claims are baseless. A visit to various law enforcement agency offices would reveal that many cases being investigated primarily involve land-related issues, tactics used to evade punishment for selling illegal land. Ultimately, the innocent buyers, unaware that they acquired government land, can find themselves in court for years, waiting for a verdict on an injunction that continues to prolong the process. Meanwhile, the legitimate investors suffer from unnecessary delays, as scammers intentionally frustrate the judicial process to extend their claims. In some instances, they may hire thugs, and the mere presence of these individuals can escalate matters into police issues. There have been reports of violent incidents, including fatalities on-site, as well as the disturbing act of placing an unclaimed body from a mortuary at the location to fabricate a murder scene. A perpetrator might then claim that a family member was killed on the property, involving an unclaimed body. These horrific tactics are often unknown to the police but are crucial for the public to understand. When buying land, regardless of how appealing or trustworthy it may seem, it is essential to approach the process cautiously, as there are individuals who engage in unscrupulous behaviour. Many people who are purchasing land are unaware of the challenges faced by the government and its allottees. I was personally introduced to a plot of land in a strategic location, but after praying with my wife and discussing it with a senior mentor, I chose not to buy the property. Shortly after my decision, someone was killed on that land. The owner, whose money is now tied up in the investment, is facing numerous difficulties and potential financial losses. The judiciary and law enforcement should protect real estate investors. This situation serves as a wake-up call for society to address these issues, including the justice system, law enforcement, and the general public. To curb the actions of land grabbers, two measures could be effective. First, if individuals know that land-related court matters in Lagos State will be resolved within three months, they may reconsider their tactics. They would understand that they have a limited timeframe to either recover their investment or find an alternative solution. Secondly, any legal matters involving government land allocation should be directed to the Ministry of Justice or the Anti-Land Grabbers Committee before approaching the courts for intervention. This is the current state of the industry, which is causing many stakeholders to lose confidence. Developers and others with interests in the sector are beginning to withdraw, as no one wants to take unnecessary risks.

Taraba State Government Accused Of Allegedly Detaining Journalist Unlawfully The Coalition of Journalists of Conscience, CJC has demanded the immediate release from detention of its member, Oloye Ayodele Samuel- the publisher of Taraba Truth and Facts and CEO of Rock FM 92.3 Jalingo. The group is calling on the Nigerian Police Force, the Commissioner of Police Taraba State Command and the Taraba State Governor, Arc. Darius Ishaku to kindly honour the court ruling and free Ayodele Samuel. In a statement, issued and signed on Thursday in Lagos by the group’s General Secretary, Mr Akinwale Kasali said Ayodele Samuel was on Tuesday November 29 illegally remanded at the Taraba State Police Command despite Meeting bail conditions. The statement said, “Ayodele Samuel was arraigned at a magistrate court in Jalingo, presided by his lordship, Garba S. Garba on a two count charge of defamation and injurious falsehood. “The charges were filed against him by the Gov. of Taraba State, Darius Dickson Ishaku, through the office of the Attorney General of the state. “It comes as a reaction from nurtured grievance over a publication on page 5 of the Taraba Truth and Facts Newspaper, dated September 17, 2022 with the title "Taraba for Sale". “The publication alleges a possible sale of the Taraba state-owned Mambilla Beverages Company and state properties, including the liaison office in Abuja. In which similar publications had appeared on other prominent Nigerian media prior to the publication on Taraba Truth and Facts without rebuttal.” According to the Statement, Ayodele Samuel had at the court pleaded not guilty to the charges and his counsel applied for bail successfully, which the magistrate had described as ordinary bailable cases. The bail conditions were ten million naira fee, two sureties resident in Jalingo having landed properties worth five million naira each. There were about 12 persons willing to surety instantly, including two pastors but only two would have to help fulfill the bail conditions. Subsequently, the bail conditions were met but it is quite unclear how the publisher has been remanded, but what is certain is the treacherous abuse of power by the state government. Now, the Magistrate Court Registrar is saying the case file has being transferred to the State High Court, which obviously is a plan to frustrate the bail process and remand the innocent media entrepreneur further at the custody of the Taraba State Police Command long enough to satisfy Governor Ishaku’s thirst for oppression. “Our investigation revealed that the State High Court intend to foot-drag the hearing of Ayodele’s case and keep him in detention even beyond December. “We are calling on the Attorney General of the Federation, the Inspector General of Police, Nigerian Police Force, Nigerian Union of Journalists, NUJ to wade in to forestall this daylight attack on press freedom and of course the right of every Nigerian to live and do business legally anywhere in the Country. “Prior to the arraignment Ayodele Samuel had honoured two police invitations over separate petitions from the Taraba state government and has conducted himself with regard for law.
