The Central Bank of Nigeria, CBN, has said that fuel subsidy removal, lower import bills and increased external debt servicing obligations could pose downside risks for the growth of external reserves by 2024/2025.

CBN disclosed this in its Monetary, Credit, Foreign Trade and Exchange Policy guidelines for fiscal years 2024/2025.

However, the apex bank projected an overall positive economic growth for the period based on continued policy support to the agriculture and oil sectors, reforms in the foreign exchange market, and the effective implementation of the Finance Act 2023 and the 2022-2025 Medium-Term National Development Plan (MTNDP).

The apex bank stated: “The outlook for Nigeria’s external sector in 2024/2025 is optimistic, on the expectation of favourable terms of trade, occasioned by sustained rally in crude oil prices and an improvement in domestic crude oil production.

“The positive outlook is supported by the sustenance of crude oil price, propelled by the decision to cut production, and gains from capital flows and remittances.


“However, lower crude oil earnings, fuel subsidy removal, rising import bills and increased external debt servicing obligations could pose downside risks for the accretion to external reserves.
“In addition, the sustained monetary policy tightening by central banks across advanced economies increases the risk of capital outflow.”

On Nigeria’s output growth, CBN said: “Nigeria’s output growth is expected to maintain a positive trajectory in 2024/2025.

“The growth prospects are dependent on continued policy support in the agricuture and oil sectors, reforms in the foreign exchange market, and the effective implementation of the Finance Act 2023 and the 2022-2025 MTNDP.


“The risk to the outlook is still tilted to the downside, characterized by significant headwinds such as rising energy prices emanating from lingering effects of the Russia Ukraine war, and the persisting security and infrastructural challenges, which could undermine the growth outlook in the short to medium term.


“Domestic prices are expected to remain elevated through 2024/2025, on the back of spillovers from global supply constraints, and exchange rate pass-through.


“More so, the persisting security and infrastructural challenges could exacerbate inflationary pressures.
“The performance of the fiscal sector is expected to remain on a positive recovery trajectory in 2024/2025.
“This outlook is contingent on the effective implementation of the Finance Act 2023 and restructuring of key revenue-generating MDAs to boost non-oil revenue.

“However, low domestic crude oil production, growing public debt, lingering insecurity, global economic slowdown, and the Russia-Ukraine war, could pose significant downside risks to fiscal operations in the short-to-medium-term”.

Analysts express divergent views


Commenting on the impact of fuel subsidy removal on external sector, Clifford Egbomeade, Public Affairs Analyst/Communications Expert, said: “The removal of subsidies typically leads to higher fuel prices, and given Nigeria’s heavy reliance on refined petroleum products, this can significantly increase the cost of fuel imports, thereby raising the demand for foreign exchange. As a result, external reserves may come under pressure due to the increased use of foreign currency to cover these higher import bills.


“Additionally, the resulting inflationary pressures could affect the broader economy, driving up the cost of goods and services, and potentially leading to tighter monetary policies. Public discontent over rising fuel prices may also disrupt economic activities, particularly in transport and logistics, further straining foreign exchange earnings.

“However, in the long term, the removal of subsidies could help the government reduce fiscal deficits, redirect spending towards infrastructure, and improve investor confidence. While the short-term risks to external reserves are real, careful management of the transition could pave the way for stronger fiscal health and more stable reserve growth in the future.”

Also commenting, Ayodeji Ebo, Managing Director/Chief Business Officer, Optimus by Afrinvest, said that contrary to the CBN’s assertion, the fuel subsidy removal would increase the accretion to external reserves.
He stated: “In my view, the removal of fuel subsidy should increase the accretion to the external reserves given that the NNPC currently deducts from source. “This will stop any deductions and increase the FX remitted to the CBN.”

DOES the Bola Tinubu administration have an effective and coordinated security strategy for taming the chronic killings and abductions? Since its inauguration in May 2023, the administration has logged a pathetic security record.

A new report by Amnesty International awoke Nigeria to this catastrophe: in Tinubu’s first month in office, attackers killed 123 persons. Unfortunately, the figures keep cascading.

Beacon Consulting, a security management firm, said 13,346 people have been killed, and 9,207 have been abducted in the 667 of the 774 LGs since Tinubu’s inauguration.

From May-December 2023 – eight months after taking office – 5,802 deaths and 2,754 abductions were recorded. These figures worsened in 2024 when 7,544 were killed while 6,453 were abducted from January-September. These crimes were attributed to terrorism, banditry, and herders’ attacks on farmers.

Over 150 persons were slaughtered during the last Christmas Eve in Plateau State. Bandits kidnapped 287 schoolchildren in March in Kuriga, Kaduna, and demanded N1 billion ransom.

More than 300 had been abducted a week earlier in the same village. No fewer than 10 people were killed and 160 abducted in coordinated attacks by bandits in May in Kuchi, Niger State.

Major massacres have occurred in Benue, Niger, Zamfara, Yobe, Kaduna and Yobe states in this period.

Nigeria has become an insecure space where even internally displaced persons are kidnapped in droves. In March, Boko Haram captured more than 400 people in three IDP camps in Gamborou-Ngala, Borno State.

These damning reports put the lie to the claim by Inspector-General Kayode Egbetokun in July that crime rate is declining in the country.

Despite the introduction of the National Identification Number, abductors use mobile phones to call their victims’ families to collect ransom and post their activities on Instagram without being apprehended.

Of the N28.77 trillion 2024 budget, N2.03 trillion was allocated to defence, up from the N1.38 trillion earmarked to the sector of the N21.83 trillion in the 2023 budget. The disproportionate difference between the defence budget and crass insecurity is inexplicable. It raises the question of how effectively the security budget is being implemented.

There is a dearth of equipment such as radios, walkie-talkies, and phones. Police officers use their money to buy these equipment and uniforms.

Nigeria has 371,000 police officers securing 230 million people. This is grossly inadequate. Sadly, two-thirds of the paltry number is allocated to the VIPs. Shockingly, police officers are guarding clergies, musicians, and union leaders (read touts), even as communities are abandoned to be killed by criminals.

Governor Aminu Masari lamented in 2020 that only 30 police officers manned 100 villages in Katsina.

These killings will not go away without strong political will and a change in security strategy.

Nigeria has become a big den of kidnapping and an expansive theatre of killings since the incursion of insurgency. Despite the humongous allocations to defence, the country lost 53,135 to violence during the eight years of the immediate-past Muhammadu Buhari administration.

Despite the intervention of the security agencies, the insecurity still overwhelms their efforts. This calls for technology to secure the country’s vast space and people. The government must urgently do something about the porous borders being exploited by non-nationals to engage in arms proliferation, killings, and abduction.

The extant central police structure is not working. Nigeria should practice true federalism, as the other 24 federal jurisdictions globally. Therefore, the government must urgently implement the state police recommendation to ensure the effective security and safety of the people by their people who know their terrains.

The security agencies must engage in improved collaboration to put the heat on the non-state actors. The police should employ more hands. The government must adequately fund the police.

The intelligence units in the military, the DSS, and the National Intelligence Agency should drive intelligence.

The Bishop of the Catholic Diocese of Sokoto, Matthew Kukah, has stated that President Bola Tinubu did not sign a peace accord when he was a presidential candidate in 2023.

Kukah, one of the conveners of the National Peace Committee headed by former Head of State General Abdulsalami Abubakar, made this known on Sunday in Benin City during the Edo Election Security Townhall.

According to the clergyman, the committee can’t force any presidential candidate to sign the peace pact, which has become an electoral ritual in the last decade.

Kukah asserted that the failure of political parties and their candidates to sign the peace accord sends a wrong signal to Nigerians, which the opposition can easily exploit.


He said, “The National Peace Committee, what we do is not in the Electoral Act, it’s not law; it’s moral. You can’t compel people to fall in love or love their neighbour.

“If you go back to the 2019 election, the presidential candidate for the PDP, Alhaji Atiku Abubakar, was not there to sign the Peace Accord. And, of course, the opposition went to town, which is what it ought to be, and the next day, he (Atiku) turned up to sign.

“What is also very interesting is that the current president, when he was a presidential candidate, did not sign; it wasn’t our fault that the political opposition didn’t take advantage of it.


“It’s a pity, but we are not going to take anybody to court for not signing the Peace Accord. The only thing it does to you as a candidate is that it sends a wrong signal which can be very easily exploited by the opposition.”

The presidential candidate of the Labour Party (LP) in the 2023 elections, Mr. Peter Obi, has flayed the Presidency over what he described as a futile attempt to cast him in bad light using the American Presidential election.


Obi who spoke through his Media Office, in a statement titled: “Why desperate OBI traducers are kissing the dust?”, signed by his Spokesman, Ibrahim Umar, in Abuja, on Sunday, said desperate propagandists along with their presidential enablers were indulging in the distortion of facts all in a bid to destroy his impeccable image.

Umar said, “For these traducers, it would be a huge omission for a day to pass without finding something to negatively link Obi within the media space, if he and his family members are not being arrested imaginarily (a kite being flown to test waters?), he is being wickedly accused of sponsoring violence or twisting his public appearances in a manner to suite their dubious motives.

“Perhaps the most laughable of such delusions is the Presidency’s effort to ridicule Obi by dragging his name into the United States of America, USA electioneering process, by scandalously linking him with the Republican Party Candidate, Donald Trump.

“We are very much aware of the motive behind these ridiculous comparisons, which is their uncanny way of currying favour so undeserved from the Democrats.

“Nigerians who mused about the derisory and facetious comparison have tried to ask: ‘Will your calling Peter Obi ‘a Trump’, translate to or mean that Tinubu is Harris’?

“Every discerning mind who wants to compare Obi and Tinubu and attempts to equate them with the two American Presidential candidates, Trump and Harris, knows too well the similarities and parallels in terms of morality, transparency, good-standing antecedents and people-focused policies.

“The Presidency by indulging in such clever-by-half comparisons, which are intended to discredit Obi, merely brings to the fore the glaring weaknesses of the incumbent administration and their crassness and inability to discern the realities and especially the pains and pangs their actions and policies foisted on the nation in the past year.

“ Nigerians are not so gullible to be fooled by such empty propaganda.


“It’s even ironic that the spin doctors of a leader who since the early campaign days into over a year as President has remained disturbingly aloof and seemingly incapable of presenting himself and his policies to Nigerians through the media, and who has continued to evade public accountability, are trying to malign Obi who has easily emerged in all ramifications as the most visible, focused and articulate political personality in this dispensation.


“Obi remains a man who has not only become the conscience of the people but also their hope for a new and egalitarian Democracy.

“Rather than strive to market and justify their rusty and anti-people deleterious policies that have put Nigeria and Nigerians in the most horrendous, conditions, they have resolved to convey misleading accounts of our Principal’s activities just to distract the credulous public.

“While we understand the frustration of selling a bad product in a competitive market, the FairPlay rule demands that you don’t de-market the good product by forcefully associating it with the ugly product.

“We know the intention of these trolls and spin doctors, who have also gone ahead to provoke our Principal’s massive supporters across the country and diaspora by twisting his recent media interview to insinuate that he is ready to be Vice President to anyone.

“But that fallacy could not be true of a man who has repeatedly stated in various forums that he is not desperate to be President but desperate to see Nigeria work.

“Such plebian conduct that is utterly devoid of integrity, remains the height of mischief from propagandists, who are envious of the rising profile of our Principal.

“Finally, POMR wishes to plead with Nigerians especially the Obidients within and outside the country and across all the political parties to remain undistracted in their aspiration and desire to see a new Nigeria that is P0ssible.”

Marketers have demanded direct access to Premium Motor Spirit (petrol) from the Dangote refinery, criticising the firm grip of the Nigerian National Petroleum Corporation on the market.

The National Publicity Secretary of the Independent Petroleum Marketers Association of Nigeria, Chinedu Ukadike, said the market should be open for all in line with the willing-buyer and willing-seller commitment earlier made by the corporation.

The NNPCL had last Saturday said it was not the sole off-taker of products from the Dangote refinery, adding that the refinery was free to sell its petrol to any marketer.

But a week after the statement, the Federal Government announced that the company would be the sole buyer of petrol from the refinery.

At a press briefing in Abuja on Friday, the Minister of Finance and the Coordinating Minister of the Economy, Wale Edun, noted that interested marketers would have to buy the product from the national oil firm through its trading company.

The minister, represented by the Executive Chairman of the Federal Inland Revenue Service, Dr Zacceus Adedeji, also announced that the Dangote refinery would commence the distribution of petrol to marketers on Sunday with an initial 25 million litres per day.

He said, “I am glad to announce that all agreements have been put in place, and the loading of the first batch of PMS, as already announced by NNPC, will commence on Sunday, September 15, 2024. And from October 1, NNPC will commence the supply of crude oil to the Dangote refinery to be paid in naira.

“In return, Dangote refinery will supply PMS and diesel of equivalent value to the domestic market to be paid in naira. But for now, PMS will only be sold to NNPC. NNPC will then sell to various marketers.”

Reacting, Ukadike said the market should be liberalised.

“It should be open for all in line with the willing-buyer and willing-seller comments made by the NNPC. We are also looking at how to build our logistics and come up with our price,” he stated.

Also, the National President of the Petroleum Products Retail Outlets Association of Nigeria, Billy Gillis-Harry, raised concerns over the risks of creating a new domestic monopoly in the oil and gas sector.

Gillis-Harry said, “Right now, even on Saturday, that business (petrol) is going to start rolling out tomorrow (Sunday), we don’t know what the price might be. Nobody has informed us about anything; we are not aware of what the government is doing.

“We don’t know any of the pricing templates yet or the matrix that will bring about the pricing template. We have been asking Dangote or anybody that is in charge of this transaction to be transparent, but somehow, we have not got any of that information.

“We are about to leave NNPC monopoly from importation and now we are also going to have that in a domestic environment, that portends danger for the industry.”

It has become evident, insecurity, especially in northern Nigeria, has become an instrument and a malevolent playbook for political actors. Events in the preceding weeks painted gory pictures of despair, sorrow, tears and blood. This however seems to reinvent the long held notion of conspiracies and intrigues bordering on the touchy subject and even the very concept of insecurity — state sponsored and the heinous activities of non-state actors.

Three critical and significant events shaped the discourse on insecurity in the region, lately .The gruesome killing of Sarkin Gobir and the renewed valour and intrepidity of terror kingpin, Bello Turji; and the gruesome massacre of about a hundred hapless farmers in Yobe State by ISWAP.




The high ranking Sarkin Gobir was abducted around Sabon Birni, a notorious, yet known enclave of bandits/terrorists. After spending weeks in captivity, and inability to have ransom paid for his release, in spite of a video of him soaked in blood, pleading, a week earlier, he was summarily executed with his body yet to be released.

For Bello Turji, the self-acclaim Fulani emancipator, he has been having a field day in his protective fortress in the forests of Zamfara. His daily upload of obnoxious videos on social media, brazenly challenging Nigeria’s security is an all time low, in the fight against insecurity.


Many factors are in play and the situation is getting more precarious and grim. For instance, in its latest report, the Global Peace Index ranked Nigeria 146th out of 163 countries with a score of 2.712, with regards to level of insecurity. While among sub-Saharan African countries, the country was ranked 39th out of 44 countries examined. Why the spike in the level of insecurity? In every conflict and insecurity levels, there exist in abundance casual factors — natural, social and man-made.

For the most part, in Nigeria, both factors are in play, but insecurity fueled by conflict entrepreneurs remain the major reason the conflict would go unabated.

Recall, in 2018, former President Muhammadu Buhari-led federal government paid a whopping $495 million dollars for the purchase of 12 new A-29 Super Tucano fighter jets from the United States. Owing to the sophistication of these beasts, one had expected a speedy end to all conflicts across the country.

The Super Tucano fighter jets were thought to be game changers which would alter the course of these conflicts. In fact, it became a bragging right and centre of discourse of the Buhari administration. The then Minister of information, Mr Lai Mohammed was quoted to have said, “The success of the military against terrorists and bandits would be sustained, soliciting for Nigerians support for the military”.


Curiously, even the deployment of these aircrafts to the battlefield in the forests of Zamfara, Kaduna and other bandits’ strongholds became a political issue. The debate then was the existence of a specific clause in the purchase or contractual agreement where the aircraft was to be used on terrorists alone. This prompted the government to pass a legislation which declared or branded bandits as terrorists.

Years gone past, the efficacy of these fighter jets are yet to be felt. They are known for precision and efficiency; the question is, why the snail-like approach in putting them to proper use to degrade the bandits/terrorists? If anything, they had been emboldened. The Turji’s of this world had grown more (liver), to borrow from a popular Nigerian parlance. The question remains, what is the state of these Super Tucano fighter jets, which had costs us a substantial amount of money? Had other countries with similar challenges had access to just a few of these jets, the story would be different in their quest to eliminate such terrorists.

Whether we admit, or deny, the fact is, there exist what appears to be parallel authority governing most states across northern Nigeria. Bandits/terrorists’ taxation system is effectively in place. It has been institutionalised. Several communities pay different taxes and levies.

We can’t invest a prodigious sum, into a wasteful venture. The $495m Tucano fighter jets must be put to use. Its firepower, sophistry and precision must be unleashed on those running a parallel authority. The bandits/ terrorists must be crushed, finally. The onslaught must be intense. That would send a signal the government is serious about bringing to an end, all hostilities in the north and across the country.

Bandits have attacked Kurfi General Hospital in Kurfi local government area of Katsina state, shooting a watchman and abducting four women, including the wife of one of the health officials on duty.

A reliable source from the area told our reporter that three of the bandits who entered the hospital around 10:45am unarmed, later engaged the guardsman who intercepted them to inquire about their mission at the hospital.

Whey they started arguing, the watchman quickly went and locked the hospital gate, unknown to him that other armed members of the attackers were outside.

They jumped over the wall fence and shot the watch man in the stomach. It was thought that he had died but was later given first aid and rushed to a hospital in Katsina” the source said.

Daily Trust gathered that the attackers had wanted to abduct one Mustapha Hamza who is a casual staff of the hospital on duty at the time, but he luckily escaped but unfortunately his wife, who accompanied him to the hospital, was abducted in the process.

Mustapha is an anastasia nurse and he was on call at the time to attend to a woman who would undergo a surgery.

“Usually, his wife would follow him when ever he is called because she would not be comfortable staying back home alone. And that was how she fell victim in the attack,” a source who craved anonymity said.

Kurfi was hitherto more or less a fortified town as bandits hardly gained access due to activities of local vigilante group supported by some well-to-do members of the community.

However, that fortification was broken with the collapse of the vigilante group, with some residents blaming it on political differences of some highly-placed individuals in the area.

Not long ago, a nursing mother was abducted with her twin children and the third one who is not more than four years old.

A resident of Kurfi told Daily Trust that the mother and twin children were released by their captors after the payment of N3.5m.

However, the young boy, fondly called AK, is still in captivity as the bandits have asked for an additional N1.5m for his release.

Another resident of Kurfi blamed some of the recent attacks on informants who migrated to the town when it was safer.

Though there is no official statement from security agencies, the Kurfi council chairman, Mannir Shehu Wurma, confirmed the attack, assuring that the council is on top of the situation.

During Spaces session on Wednesday, Devakumar V. G. Edwin - Vice President, Dangote Industries Limited revealed key insights into the challenges facing the Dangote Refinery and its impact on Nigeria’s fuel supply and prices:

The people of Moriki town in the Zurmi Local Government Area of Zamfara State are in fear as the deadline given them by notorious bandit kingpin, Bello Turji, to pay an imposed N30m levy expired.

But reacting to the development on Tuesday, the Chief of Defence Staff, Gen. Christopher Musa, described the bandit kingpin as a deranged person, wowing that the military would soon capture him.

The bandit kingpin, it was learnt, imposed the N30m levy on the community, following the killing of over 100 cows belonging to him by the military some weeks ago.

In a message, he sent to the community, the dreaded bandit kingpin demanded that the community pay him N30m or face his wrath.


He gave them up to Monday, September 9 but our correspondent learnt that the community had not been able to raise the funds, despite launching an appeal.

The PUNCH gathered that some people were already fleeing the town.

An indigene of the town, Sani Musa told The PUNCH on the phone that he had since last Monday evacuated his family and moved to Kaura-Namoda town.


“I am quite sure that this terrible person and his men will soon attack our community because of the non-payment of the N30m.

“We did our best to get the money but due to economic hardship, we were not able to get even half of the amount.

“I was asked to give N20,000 as my own contribution but as I am talking to you now, I don’t have the amount.

“I tried to sell my farm but nobody is interested in buying the land due to the security situation in the area.”

Another indigene of the area, Zayyanu Hassan, expressed hopelessness, saying despite the threat of attack, he was too weak, because of age and ill health, to flee the community.

“I don’t know where to go because of my age and health condition. I will remain here despite the threat from Bello Turji,” Hassan said.

According to Hassan, there are many people like him who are unable to flee the community despite the threat of attack.


Speaking in Abuja on Tuesday, the Chief of Defence Staff, vowed that the military would put an end to the imposition on levies on citizens by non-state actors, such as bandits.

Musa said, “On the issue of Turji, as I said, he is just a deranged individual who feels power, but I can bet you that it’s just a matter of time. It is a matter of time; we’re going to get him, and I can assure you that it will be within the shortest possible time. We’re going to address that issue on the issue of payment of levy (to bandits).”

The CDS said it had been found that bandits live on the money they levy on innocent citizens but said the military would end the menance.

“One, even when they get the money, they don’t have a way to use it. Two is that the money they’re getting, they know, is blood money. And that is why we all must come together to work with members of the armed forces and security agencies to deny them the ability to move freely within our communities.”

He said the support received by the bandits from residents was fuelling their activities.

Musa said, “Please do not give them any support. Do not give them information on the movement of troops because this is what is happening. Most of the area where this thing is continuing is because we have informants within the communities.”

Musa stated that the operations in the North-West have harmonised after it was reviewed.


He said, “We have reviewed the entire operation and realised that we need to harmonise our operations together. As you notice, we have Operation Hadrin Daiji and Operation Whirl Stroke, both within the Northwest region. We have seen the need for us to harmonize those operations into one operation like we did in the Northeast where you have operation Hadin Kai.

“The same thing is being done now for the North-West operation. We have one unified operation. It’s going to be called Operation Kasar Yamma, which is securing the North-West.

“Now the intention is to ensure that we synergise all our efforts in addressing the security challenges in the North-West. So now, what we are doing is that since we are harmonising the whole operation, we will come under one commander. And then the commander will be able to utilise all the equipment and troops together to ensure that we address this critically. And I think that’s the best solution we have for it. And I can assure you, all the assets that are required to do that will be done.”

He CDS appealed to the citizens to stop giving support to bandits, lamenting that locals invited the bandits to attack the troops’ armoured vehicles when they broke down.

Musa said, “The bandits intend to just show that they are present. And that’s why we’re appealing to Nigerians not to provide any support. If you remember, the last time we had this issue where our APC was, the MRAP was bogged down, and the terrorists came. It was some people who called them and told them that the troops were having issues with their vehicle and they should come around. And they came en masse. That was what exactly happened. And that’s why we’re appealing to individuals.”

Not fewer than 200 inmates have escaped after a devastating flood pulled down a prison wall in Maiduguri, the Borno State capital.

An official of the Nigerian Correctional Center in Maiduguri told SaharaReporters on Tuesday that over 200 inmates escaped from the facility after a portion of the facility's parameter fence was pulled down in the aftermath of the flood that ravaged the city on Tuesday.


The official, who spoke on condition of anonymity, disclosed that some Boko Haram commanders held at the Maiduguri New Prison were among those who escaped.

The source said, "The rain was torrential and caused terrible flood which affected our facility.

"Part of the wall of the Maiduguri New Prison collapsed and some Boko Haram commanders held in our facility have escaped with other prisoners. Those who escaped are more than 200 in all.”


"We were able to move 200 other inmates to a different facility," the officer added.

In a stark contradiction to the Borno State government's earlier assurances, the flood situation in Maiduguri took a turn for the worse on Tuesday, just four days after officials claimed to have implemented comprehensive preventive measures.

As reported earlier by SaharaReporters, the devastating flood struck Maiduguri and surrounding communities in the early hours of Tuesday, leaving hundreds of residents stranded.

The disaster has resulted in widespread destruction and displacement.

When contacted the spokesperson for the Nigerian Correctional Service, Abubakar Umar, regarding the issue, he said, "We're taking stock across the country. I can speak to the press two hours from now, so please call me in the next two hours."

A former Minister of Foreign Affairs, Prof. Bolaji Akinyemi, has urged President Bola Tinubu not to get carried away with free access to loans from the Chinese government without considering its implications on the economy.

The professor of political science gave the warning when he was featured as a guest on Sunday’s Channels Television’s Politics Today.

His caution comes two days after the President described his official engagements with President Xi Jinping and Premier Li Qiang at the 2024 Summit of the China-Africa Cooperation in Beijing, China’s capital as a ‘very good and successful.

Nigeria is indebted to five global powers namely China, France, Japan, India, and Germany.

According to the Debt Management Office, China is Nigeria’s largest creditor.

The country owes China about 84 per cent of the entire $5b debt, which amounts to over $4b.

As of a few years ago, some loans have payment plans of up to 20 years with some moratoriums of up to seven years.

But Akinyemi insisted that Tinubu cannot afford to repeat the mistakes of successive administrations in the country.

He said, “Of course, we should be very careful. That is where I was going. But don’t isolate the focus on China. There are also debts we owe the United States and some medium-power countries. What we need to do is to be careful about two things. One, we shouldn’t default on that debt.

“A month before this African-Chinese summit, Nigerian sovereign goods were being impounded all around the world at the instigation of a Chinese company. So, China is not going to serve us anything on global order. We have to be careful that we fulfill our side of the bargain, not only with China but with all the other countries that we may be doing deals with.

“It is a shame on our status and pride for our sovereign goods to be seized because we are defaulting from fulfilling our part of the agreements. This leads me to the second factor. Nigeria, as a sovereign country, needs to keep an eye on the types and content of agreements being signed by what we call the sub-nationals.”

Continuing, the diplomat affirmed that states are not recognized as entities in the international global system.

He also warned against placing corrupt persons in charge of toll collections of the projects facilitated with such debts.

“Nigeria is the sovereign entity. Therefore, it is Nigeria that will be held responsible if states default in fulfilling agreements signed and if governors come to the scene and decide to cancel agreements signed by their predecessors. We should get out of that mental thinking. The emperors in Nigeria are not the president in Abuja.

“The emperors in the political system are the governors because nobody controls them. They have the assemblies and the judges in their pockets. And yet, internationally, it is Nigeria that gets into problems. So, those are the two factors. There is a third one, which is our behaviour, our DNA. Part of the problem we are starting to run into in terms of the infrastructure projects with the Chinese is that Nigerians who are supposed to be collecting money for trips (tolls) are pocketing the money.

“They bring their own POS. And if the passengers go through the right system, get the tickets directly, and when the conductor says ‘Oh, there is something wrong with what you bought. You have to buy another ticket.’ That one is going into its pocket. How are we to refund the loan on those infrastructural projects when we have corrupt Nigerians? We tend to focus on corruption at the very top.”

Former Vice President Namadi Sambo has lamented the escalating insecurity in the North, stating that it is driving farmers away from their farms and adversely affecting the education and health of numerous families.

Sambo also expressed his support for the formation of the League of Northern Democrats, which he described as a viable platform to address the numerous challenges facing the North and the country at large.

He gave his endorsement while hosting the leadership of the League, led by its chairman, former Kano State Governor Senator Ibrahim Shekarau, at his residence in Abuja on Saturday.

He said, “It is very worrisome to note how insecurity has crippled agriculture while threatening the education and health of our children and women. This has continued to widen the net of poverty and inequality among the people of the North and indeed the entire country.”

The former Vice President, who identified with the initiative, urged the forum to rise to meet the aspirations of the people in the region.

“Irrespective of our political affiliations, we must continue to leverage our respective experiences and resources to play our part in meeting the aspirations of our people while fostering sustainable peace and socio-economic development,” he added.

The League of Northern Democrats, convened by elder statesman Umar Ardo was recently launched in a meeting attended by key Northern elites.


The group appointed Shekarau as its pro tem chairman and former House of Representatives member Emmanuel Jime as secretary, among other eminent Northern Nigerians.

In a letter of appreciation addressed to the League’s convener on Saturday, a former Chief of Army Staff, Lieutenant General Abdulrahman Dambazau, also expressed concern over the spate of insecurity affecting the North.

He said, “The deteriorating conditions in Northern Nigeria, including insecurity, banditry, illiteracy, endemic poverty, drug abuse, proliferation of arms, and the collapse of our institutions, require urgent and coordinated action.”

Commending the group’s commitment to addressing regional challenges, Dambazau stated that the League of Northern Democrats presents an opportunity to galvanise the efforts of leaders and stakeholders to reposition the North for a more prosperous future.

He also pledged to participate in any of the group’s activities aimed at addressing the region’s concerns.
Meanwhile, the League has announced plans to hold a historic summit in Kaduna in October, with Vice President Kashim Shettima expected to attend.

According to the convener, the League of Northern Democrats is not aligned with any political party or ethnic or religious affiliation.

“It was established to assist the government in tackling the myriad challenges undermining the northern states, such as insecurity, poverty, illiteracy, destitution, unemployment, and the menace of drug addiction among the youth,” Ardo noted.

Ajuri Ngelale, the broadcast journalist who made a name for himself with his eloquence and sonorous voice, did not resign as special adviser to the president on media and publicity to tend to a “vexatious medical situation” in his family as he claimed, FIJ can report.

Instead, FIJ understands, he was fired by the presidency and only allowed to publicly resign after his repeated pleas for a soft landing.

Ngelale, who was also the special presidential envoy on climate action, stunned Nigerians on Saturday morning when he announced his abrupt exit from office, citing “medical matters presently affecting my immediate, nuclear family”.

A FACE-SAVING COVER-UP

“On Friday, I submitted a memo to the Chief of Staff to the President informing my office that I am proceeding on an indefinite leave of absence to frontally deal with medical matters presently affecting my immediate, nuclear family,” Ngelale wrote.

“While I fully appreciate that the ship of state waits for no man, this agonising decision — entailing a pause of my functions as the Special Adviser to the President on Media & Publicity and Official Spokesperson of the President; Special Presidential Envoy on Climate Action, and Chairman, Presidential Steering Committee on Project Evergreen — was taken after significant consultations with my family over the past several days as a vexatious medical situation has worsened at home.”

He said he looked “forward to returning to full-time national service when time, healing, and fate permit”, and respectfully asked “for some privacy for my family and I [sic] during this time”.

But multiple highly-placed sources in and around the presidency told FIJ on Saturday afternoon that Ngelale’s exit was not triggered by a family health emergency, but rather his loss in a power tussle with Bayo Onanuga, the Special Adviser on Information and Strategy.

LONG-RUNNING FEUD WITH ONANUGA

FIJ understands that following the election of Bola Tinubu as Nigeria’s president in 2023, Ngelale did not exactly hit it off with Onanuga, largely because having been in government before Onanuga — President Muhammadu Buhari appointed Ngelale his senior special adviser on public affairs in 2019 and he served in this position until the end of Buhari’s tenure — he considered himself Onanuga’s boss.

Ngelale, 38, began his career with the Africa Independent Television (AIT) in the 2000s, while Onanuga, 67, a former Managing Director of the News Agency of NJigeria (NAN), began his career in the 1980s. There was one problem, though: while Ngelale was special adviser on media and publicity, Onanuga was the special adviser on information and strategy.

FIJ understands that civil servants found the roles confusing. This was nothing like in the Buhari administration when Femi Adesina was the special adviser on media and publicity and Garba Shehu the senior special assistant on media publicity. In the latter case, everyone knew Adesina, as SA, was senior, while Shehu, as SSA, was subordinate.

Ngelale and Onanuga both had special adviser roles; and the profolios seemed similar. However, by design, the civil service structure of the villa reported to the SA media, and that was Ngelale.

FAVOURITE OF THE PRESIDENT — AND HIS SON

“Ngelale considered himself untouchable because he had the backing of the president’s son Seyi and Femi Gbajabiamila, the president’s chief of staff,” one source who asked not to be named for fear of retribution told FIJ.

He was fired; I became aware of this on Tuesday, but I won’t rule out the possibility that it happened earlier. When he got the letter, he started to plead to be allowed to resign as a soft landing. He was eventually given a soft landing, which is understandable. News of his sacking in public would have thoroughly embarrassed not just Ngelale but the presidency too.”

Although this source expressed regrets that things eventually got to a head, they conceded that there was no other way out, given Ngelale’s unwillingness to discuss his long-drawn-out feud with Onanuga when the opportunities were presented to him.

The Ngelale-Onanuga feud was no secret in the villa, so several top appointees and cabinet members attempted to intervene at separate times; and while Onanuga was open to peace talks, Ngelale wasn’t,” the source continued.

“For example, Mohammed Idris Malagi, the minister of information and national orientation, called for talks four times. Onanuga was willing to attend but Ngelale snubbed them all, always claiming he was busy.”

BLOCKING ONANUGA’ FROM HAVING AN OFFICE

Civil servants who asked not to be named, as well as a source familiar with presidency happenings, told FIJ that Onanuga, despite being formally appointed in October 2023 “was a squatter in the presidency and did not have an office of his own until just a few months ago”.

“When Onanuga was appointed, he had no office. He was squatting in Tunde Rahman’s office,” said one of the sources. “It was just recently that he eventually got an office that belonged to either Wale Edun or Zacheus Adedeji when they were still advisers.

Rahman, the senior special assistant to the president on media and publicity, was appointed in July 2023 — three months earlier than Onanuga’s appointment. Meanwhile, Zacheus Adedeji was appointed special adviser on revenue while and Wale Edun was appointed special adviser on monetary policy in June 2023.

While Adedeji has since become the executive chairman, Federal Inland Revenue Service (FIRS), Edun has since become minister of finance and coordinating minister of the economy. Notably, all three appointments came months ahead of Onanuga’s.

These were people who had been with Tinubu for decades, unlike Ngelale, so how did Ngelale become so powerful that he got appointed earlier, blocked Onanuga from having an office to himself and all the aforementioned appointees could not fix Onanuga an office?

As written earlier, Ngelale had the backing of Seyi Tinubu and Gbajabiamila, but a third source took it even further, saying: “It was about how he got the job.”

SO, HOW?


How Ajuri ingratiated himself with Tinubu
“During the 2023 presidential electioneering, Jumoke Oduwole, the special adviser on Presidential Enabling Business Environment Council (PEBEC), introduced Ngelale to Gbajabiamila,” said the source.

“When Ngelale got there, he met Seyi. He told Seyi he would facilitate a CNN interview during which Tinubu’s presidential ambition would be discussed. Seyi thought it was impossible, but Ngelale did it. He secured the interview on CNN. He then told Seyi the time and date it would air. Seyi promised Ngelale that Tinubu would phone him if he pulled it off. Immediately after the interview was aired, Tinubu called Ngelale.

“When Tinubu won the election, Ngelale was abroad. People told him to return home but he said no; he insisted he would get his own appointment once he arrived in the country. And that was exactly what happened: Ngelale’s appointment by Tinubu was announced days after his return to Nigeria.

“Conversely, Gbajabiamila delayed the announcement of Onanuga’s appointment for at least two months. It required Chief Bisi Akande, who originally made the case for Onanuga’s appointment, to return to Tinubu for follow-up conversations. That was when Tinubu ordered that Onanuga’s appointment should be made, and that was how Onanuga came to the villa.”

THE STRAW THAT BROKE THE CAMEL’S BACK

FIJ understands that villa staff and civil servants whose work related to the president’s communication strategy noticed the tension between Ngelale and Onanuga and thought if they worked with one, then the other thought they were against him.

“This meant thework of publicising the president’s progressive policies was derailed,” said the source.

“By the way, Ngelale instructed civil servants that no statement from Onanuga could go out if he had not personally cleared it. If you speak with sources across divides, they would tell you Onanuga was the more peace-seeking of the duo. But this particular order from Ngelale to civil servants annoyed Onanuga.”

FIJ understands Ngelale’s standing with Tinubu started to plummet once it was easy to pitch to the president how Ngelale’s unharmonious relationship not just with Onanuga but with the media was hindering good publicity for the president.

“He did not have a good relationship with journalists. Ask the reporters; ask the state house correspondents. And also ask editors,” added the source.

“Many people consider him disrespectful and arrogant, even the editors. You can hardly find any important editor in Nigeria who likes or regards Ngelale.”

NGELALE, ONANUGA MUM

FIJ sent a text and WhatsApp messages to Ngelale, seeking his comments, but they were not replied. FIJ also made cellular and WhatsApp calls to Ngelale’s number, but none was answered.

When FIJ repeated the process with Onanuga, the outcome was the same.
