The crisis at the University of Lagos took a new twist on Thursday with the resignation of its Pro-Chancellor, Dr. Wale Babalakin (SAN).

A media aide to the suspended Pro-Chancellor of UNILAG, Mr Mikail Mumuni, confirmed the resignation of Babalakin as the institution’s chairman of Governing Council and Pro-Chancellor.

Mumuni, in a phone call to our correspondent, said, “It is true. Dr Babalakin has resigned from UNILAG.”

The resignation came a few hours after the SVP headed by Prof. Tukur submitted its report to the Minister of Education, Mallam Adamu Adamu.


Babalakin’s resignation dated September 2020 was addressed to Adamu and entitled: ‘Letter of resignation’, said there were too many vested interests in UNILAG case, who were not approaching the issues objectively.

The letter reads, “I would like to thank the President of the Federal of Nigeria, President Muhammadu Buhari for giving me the opportunity to serve as the Pro-Chancellor of the University of Lagos (the “University”) from May 2017 till date.

“I am also grateful that I was considered fit to be the Chairman of the Federal Government Negotiation Team on the Agreement reached with university unions in 2009, from January 6, 2017 till date. I equally want to thank you sir, for your role in recommending me to the President.


“Recent events have made my position in these two offices untenable. I led the Governing Council of the University to remove the Vice-Chancellor of the University from office for amongst other reasons:

a. Corruption and financial recklessness;

b. Forgery;

c. Complicity in the collapse of the University library and planned cover up;

d. Deliberate policy of wrongfully concealing information;


e. Depriving the Faculties in the University of funds;

f. Concealing and distorting finances of the Internally Generating Units of the University;

g. Undermining the academic process and seeking to appoint a Professor by fiat;

h. Siphoning of the University’s funds through dubious contract awards;

i. Undermining the office of the Registrar;

j. Failure to follow due process in organizing the University’s convocation ceremony; and


k. Sponsoring or acquiescing in the unconstitutional actions of the Academic Staff Union of Universities (ASUU), University of Lagos chapter.

“Sir, it is noteworthy that all the Federal Government Representatives who are the independent members on the Governing Council voted for the removal of the Vice-Chancellor.

“After calm had been restored in the University, the Visitor acting within his powers, set up a Presidential Visitation Panel to review the actions taken by Governing Council. The Vice-Chancellor (who had been removed from office) and myself were told to recuse ourselves for the duration of the Visitation Panel. I find it difficult to understand how a non-executive Chairman of a Governing Council could be requested to recuse himself during the visitation


“The Vice-Chancellor could only recuse himself if he were still in office. Implicit in this position is that the Vice-Chancellor was acknowledged as still being in office despite his removal.

“The terms of reference of the Visitation Panel clearly indicated to any discerning person that the Visitation Panel was empanelled to exonerate the Vice-Chancellor and implicate the Pro-Chancellor. For easy reference, the terms of reference of the Visitation Panel are:

a. To review the report of the Council sub-committee on review of expenditure of the University of Lagos since May 2017 and make appropriate recommendations after affording all those indicted an opportunity to defend themselves;

b. To examine the steps taken by the Council leading to the removal of the Vice Chancellor, Professor Oluwatoyin Ogundipe, and ascertain whether due process was followed as stipulated in the Universities (Miscellaneous Provisions) (Amendment) Act, 2003, and the principle of fair hearing adhered to;

c. To determine whether the process (if any) leading to the appointment of the acting Vice Chancellor for the University was consistent with the provisions of the enabling Act;

d. To make appropriate recommendations including sanctions for all those found culpable by the special visitation team on the allegations contained in the report as well as other subsequent actions arising therefrom; and

e. To make any other recommendations that will assist the government to take decisions that will ensure peaceful, stable and effective administration of the University.

“As stated earlier, the Vice-Chancellor was removed for various reasons and not just as a result of the findings contained in the Dagari Report. Items (b) and (c) were directed at the Pro-Chancellor and Governing Council. Unfortunately, those items deal with the interpretation of the laws of the land. The appropriate forum to determine the laws of the land is a court of law or a judicial tribunal. It cannot be determined by academics of a different discipline no matter how distinguished. These terms of reference are ultra-vires the Visitation Panel as constituted.

“The membership of the Visitation Panel is simply inappropriate in the circumstance. How can a committee of Vice-Chancellors determine the culpability or otherwise of the actions of a Pro-Chancellor and a Governing Council? On the face of it, it is simply wrong!

“Furthermore, the Vice-Chancellors on the Panel were drawn from relatively smaller universities who are not likely to have a comprehensive understanding of the procedure contained in the University of Lagos Act (as amended). Even Vice-Chancellors of state universities were included. As Chairman of the Federal Government Negotiation Team, I know the challenges faced with the administration of state universities.

“I only appeared before the Panel out of my very great respect for you, Sir. My training as a lawyer revealed to me very clearly, that the Panel was inappropriate for the assignment. During my appearance, I made it very clear that I was appearing in protest and the Panel, as constituted, could not determine the issues before it.

“The active participation of the staff of the Ministry of Education in the Panel and their contributions throughout the sittings especially the hounding of witnesses who came to testify against the Vice-Chancellor was enough to show very clearly that the technocrats in the Ministry had a defined agenda. Their obvious agenda was to humiliate the Governing Council. Sir, fortunately there is a verbatim recording of the proceedings of the Visitation Panel, and you may wish to direct objective persons to listen to the recording.

“I am particularly relieved by the comment of the Chancellor of the University, His Royal Highness, Alhaji (Dr) Abubakar Ibn Umar Garbai Al Amin El-Kanemi CFR on the situation in the University. In a letter dated 15th September 2020 and addressed to your good self (which I was copied), His Royal Highness stated thus:

“I have discovered that there are too many vested interests in this matter, who are not approaching the issues objectively. For this reason, I strongly advise that the Visitation Panel should not submit any formal report to the Minister that may hinder my ability to deal with the issues comprehensively”

“I have served the university system in Nigeria with my heart and intellect. Amongst other offices, I was:

a. Pro-Chancellor, University of Maiduguri (2009 – 2013);

b. Chairman, Council of Pro-Chancellors of all Federal Universities (2009 – 2013);

c. Chairman, Federal Government Implementation Team of the 2009 Agreement (2009 – 2013);

d. Chairman, Federal Government Negotiation Team of the 2009 Agreement (2017 till date);

e. Pro-Chancellor, University of Lagos (2017 till date).

“These were made possible by a system that provided resources and also ensured proper monitoring of the resources. The educational system in Nigeria requires more funding but most importantly, it requires prudent management of the limited resources. It was my determination to ensure that the limited resources of the University of Lagos were properly utilized that motivated me to lead the Governing Council to take the decisions which the Governing Council took.

“In all these positions that I have held, I did not receive any remuneration. Specifically:

a. I did not receive any sitting allowance.

b. I did not receive any tickets or travel allowance.

c. I did not receive or use any official car.d. In the University of Maiduguri and University of Lagos, I did not allow the institutions to provide me with food or drinks. I paid for every right or privilege that was conferred on me.

e. Even when I travelled to the United Nations Educational, Scientific and Cultural Organisation (UNESCO) on behalf of the Federal Government of Nigeria, I paid for my ticket and my expenses.

f. I did not obtain any contract from the education sector in my relative long sojourn in the sector.

“My motivation for my actions is that I had the best education that an intellect could provide in Nigeria and abroad. It is my fervent desire that every Nigerian should have the sort of opportunities I had.

“I remain very grateful to all the members of the Federal Government team on the Governing Council of the University of Lagos, namely:

a. Alhaji Ali Hussein;

b. Rev. Yomi Kasai;

c. Dr. Bayo Adaralegbe; and

d. Dr. Saminu Dagari.

“It would be very difficult to find a group of more selfless persons than these individuals. It is acutely hurtful that I am leaving before achieving our goal of sanitizing the University of Lagos, and turning it to a reference point in Africa and the world, rather than the unenviable poor position it now occupies. Unfortunately, I must stand by principle. In a situation where my employers believe that the actions I took may not be right, the appropriate thing to do is bow out in honour.”

senior civil servant in Niger state has been arrested for illegally placing his brother on federal job payroll for 11 years.
Mohammed Ndanusa was arrested in Minna, Niger state after he was found to have smuggled his brother’s name in government’s payroll, since 2009.

Ndanusa, who was working for the Ministry of Health collected the brother’s salary for about 11 years, until the bubble burst on Tuesday.

He even arranged to promote the brother several times, from Grade Level 10 to Grade level 14.

Ndanusa’s brother Tanimu, was all along a motorcyclist in Minna and was not qualified to be on the level, his brother crookedly arranged in his name.

Ndanusa’s 11 year-fraud was busted when he asked the “Okada-rider” brother, Tanimu Ndanusa to appear for screening.

The Niger State government is at present embarked on a physical verification of all civil servants.

According to P.M. News, when Tanimu Ndanusa appeared before the panel, he did not come with any certificate. And he could not even speak, like a senior civil servant on Level 14.

Members of the screening committee were stunned and called the police to arrest him.

The two brothers, Mohammed Ndanusa and Tanimu Ndanusa have been arrested by the police, and Mohammed Ndanusa has since confessed to the crime.

Ndanusa confirmed that he fraudulently employed his brother on grade level 10 in 2009 and subsequently promoted him three times to grade level 14 till date.

Usman, said that the suspect would be charged to court as soon as investigation is concluded.

The minimum interest rate on savings account has been reduced to10% of MPR (Monetary Policy Rate) from 30% of MPR effective September 1 2020.

In era of increasing inflation and "devalued" Naira this is a further erosion of the earning capacity of the average Nigerian battling with the reduced economic activity as a result of the Covid-19 pandemic.

Billionaire Harry Ayoade Akande towers above many of his contemporaries, particularly because he has been in a warm embrace of fame for many decades.

Beyond his famed status as a successful businessman, he has also remained very relevant owing to his uncommon brilliance, a quality that has endeared him to many across the globe.

The Agbaoye of Ibadan, who set out to pursue his dreams quite early in life, had served as a business advisor and consultant to many other businessmen, including governments of several nations.

The world-class businessman in the past has scored many firsts in the nation’s business climate to the envy of many of his competitors.

Indeed, he would have scored yet another first in 2005, as the South African retail store, Shoprite, had several meetings with his company, AIC Limited, and agreed his company would be the exclusive operator and manager of its brand across West Africa, except Ghana where the Shoprite brand was already established.

Consequently, there were a series of business meetings between Akande’s representatives and Shoprite Checkers first in South Africa on April 16, 1998, and then at Akande’s office on Victoria Island, Lagos on May 27, 1998.

Shoprite was also said to have flown in representatives who were shown possible locations for retail stores at some locations, including Lekki Roundabout, Trade fair Complex and Lagos National Theatre, Iganmu.

But when the South African retail giant was ready to commence operations in Nigeria, it allegedly sidelined Akande’s AIC and incorporated another company, Retail Supermarkets Nigeria Limited, and began using the new entity to operate in Nigeria, thereby breaching agreements between them.

The billionaire was upset and this led to a prolonged legal battle with Akande securing a 2018 major victory against the South African retail group for breaching a contract between both parties in Suit No LD/488/2010 —AIC Limited (Claimant) v Shoprite Checkers (PTY) Ltd of South Africa and Retail Supermarkets Nigeria Limited (Defendants).

However, Shoprite owners appealed the judgment, while the Ibadan, Oyo State-born billionaire secured another victory in May 2020 at the appellate court.

Though the three-man panel of Court of Appeal, Lagos Division, didn’t agree to Akande’s cross-appeal, demanding 50 percent of $92.3 million as loss of profit he suffered due to the incorporation of Retail Supermarkets Limited, it unanimously affirmed the judgment of a Lagos High Court that awarded $10 million (N4.7 billion) damages against Shoprite Checkers (PTY) Limited.

When Mxolosi saw a Tecno W2 smartphone in a store in Johannesburg, South Africa, he was attracted to its looks and functionality. But what really drew him in was the price, roughly $30 — far less than comparable models from Samsung, Nokia, or Huawei, Africa’s other top brands.

“They’re very attractive and appealing to your eyes,” Mxolosi, who asked for his last name not to be used to protect his personal safety, told BuzzFeed News. “Honestly, I was a Samsung fan but I said, ‘Let me try this new product.’”

It was another sale for Transsion, the Chinese company that makes Tecno and other low-priced smartphones, as well as basic handsets, for the developing world. Since releasing its first smartphone in 2014, the upstart has grown to become Africa’s top handset seller, beating out longtime market leaders Samsung and Nokia.

But its success can come at a price. Mxolosi, an unemployed 41-year-old, became frustrated with his Tecno W2. Pop-up ads interrupted his calls and chats. He’d wake up to find his prepaid data mysteriously used up and messages about paid subscriptions to apps he’d never asked for.

“It was expensive for me, and at some point I ended up not buying data because I didn’t know what was eating it up,” he said.

He thought it might be his fault, but according to an investigation by Secure-D, a mobile security service, and BuzzFeed News, software embedded in his phone right out of the box was draining his data while trying to steal his money. Mxolosi’s Tecno W2 was infected with xHelper and Triada, malware that secretly downloaded apps and attempted to subscribe him to paid services without his knowledge.

Secure-D’s system, which mobile carriers use to protect their networks and customers against fraudulent transactions, blocked 844,000 transactions connected to preinstalled malware on Transsion phones between March and December 2019.

Secure-D Managing Director Geoffrey Cleaves told BuzzFeed News that Mxolosi’s data was used up by the malware as it attempted to subscribe him to paid services. “Imagine how quickly his data would disappear if the subscriptions were successful,” he said.

Along with South Africa, Tecno W2 phones in Ethiopia, Cameroon, Egypt, Ghana, Indonesia, and Myanmar were infected.

"Transsion traffic accounts for 4% of the users we see in Africa. Yet it contributes over 18% of all the suspicious clicks,” Secure-D Managing Director Geoffrey Cleaves told BuzzFeed News.

It’s the latest example of how cheap Chinese smartphones take advantage of the world’s poorest people. Current security concerns about Chinese apps and hardware have largely focused on potential back doors in Huawei’s 5G equipment. More recently, people have focused on how user data collected by TikTok could be abused by the company and the Chinese government. But an overlooked and ongoing threat is the consistent presence of malware on cheap smartphones from Chinese manufacturers and how it exacts a digital tax on people with low incomes.

A Transsion spokesperson told BuzzFeed News that some of the company's Tecno W2 phones contained the hidden Triada and xHelper programs, blaming an unidentified “vendor in the supply chain process.”

“We have always attached great importance to consumers’ data security and product safety,” they said. “Every single software installed on each device runs through a series of rigorous security checks, such as our own security scan platform, Google Play Protect, GMS BTS, and VirusTotal test.”

The spokesperson said Transsion did not profit from the malware, and they declined to say how many handsets were infected.

Michael Kwet, a visiting fellow of the Information Society Project at Yale Law School who received his doctorate in South Africa, called the idea of Chinese-made phones extracting data and money from people living in poverty “digital colonialism.”

“If you have no disposable income, you're basically left with people preying on your data,” he told BuzzFed News. “The problem we have here is that we don't have a rational business model for a digital society.”

Though it’s largely unknown outside of Africa and in developing countries, Transsion is the fourth-biggest handset maker in the world, behind Apple, Samsung, and Huawei, but it’s the only manufacturer in that group to exclusively focus on low-income markets.

The need to keep costs low opens the door to malware and other vulnerabilities, according to Cleaves. “A fraudster is able to take advantage of that desire for a low price by offering their [hardware or software] services, even at loss, knowing that they can recover the costs through this ad fraud,” he said.

Secure-D previously discovered preinstalled malware on Alcatel phones made by TCL Communication, a Chinese handset maker, in Brazil, Malaysia, and Nigeria. It also exposed how Chinese technology preinstalled on cheap smartphones in Brazil and Myanmar robbed users with fraudulent transactions.

“In many cases it’s [a consumer's] first smartphone and the first time these people have access to the internet,” Guy Krief, a board member of Upstream Systems, the UK company that operates Secure-D, told BuzzFeed News. “The data eaten up by the malware — that’s a very important part of their income.”

Kenneth Adu-Amanfoh, the executive director of the Africa Cybersecurity and Digital Rights Organization, said Chinese phones with preinstalled malware have become a major threat on the continent.

“You have all these wonderful features for cheap, but there is a hidden cost,” he told BuzzFeed News. “There are a lot of Chinese phones that have malware installed on it.”

“At some point I ended up not buying data because I didn’t know what was eating it up,” said Mxolosi, who had to shut down a café he was running due to the coronavirus. South Africa has the fifth-highest number of cases of COVID-19 in the world, according to Johns Hopkins University.

Learning that his smartphone had been stealing his money felt like yet another hardship. “Poor people are getting even more poor. People are going hungry,” he said.

People in the United States are also being exploited. Earlier this year, Malwarebytes, a security service, found preinstalled malware of Chinese origin in two phones offered to citizens with low incomes as part of the US government’s Lifeline program, which provides subsidized phones and mobile data. Both phones were made by Chinese companies.

Nathan Collier, a senior mobile malware analyst at Malwarebytes, said cheap Chinese smartphones are a security risk to people with low incomes around the world.

“It seems like we’re seeing the same story over and over again where there’s a cheap phone made from China with Chinese malware on it that gets in the hands of people who can’t afford a pricier phone,” he told BuzzFeed News. “Having preinstalled malware right there in your phone when you turn it on out of the box is gross and nasty.”

Collier researched Triada and xHelper and said they were “the first malware [he’s] even seen where a factory reset doesn’t take care of it. That’s a game changer.”

Typically, malware like Triada and xHelper requires someone to be tricked into installing it on their phones, rather than it coming straight from the factory. It’s often used to deliver invasive ads that send money back to whoever controls the malware. But it can also be used to install apps that subscribe the victim to paid services via monthly billing or prepaid data — siphoning cash directly from the phone’s owner.

Transsion said it created a fix for Triada in March 2018 after reports identified its presence on W2 smartphones. Transsion said it also shipped a fix for xHelper in late 2019. In both cases, phone owners needed to download the fixes and update their phones.

Cleaves said Secure-D has continued to block transactions related to Triada and xHelper on Transsion phones into April this year, though at a lower volume than before.

“Although xHelper appears to have entered a dormant stage, we have no reason to believe it's gone away,” he said. “There’s no reason to believe that the perpetrators behind that malware are just going to give up. They’ve got this extremely virulent malware sleeping on millions of devices, and it’s just a matter of time before they strike again.”

Mxolosi said he had no idea which company made his phone. He was surprised and disappointed to hear it was a Chinese company.

“Oh god. That means the Chinese are just ripping us off left, right, and center,” he said, comparing his malware-riddled smartphone to designer knockoffs made in China that flood South Africa. “We are getting [counterfeit versions] of clothing that are made in the US. They come in and make them with bad quality.”

Mxolosi said he was planning to buy another Tecno phone until BuzzFeed News informed him of what was wrong with his W2. Now he is looking for other options.

“Now I would never,” he said. “That device would make me spend more on that phone. So why should I go for that while we’ve having problems with money?” ●
