The administration of President Muhammadu Buhari is to reinburse state governments for the claims of over-deduction for external debt service arising between 1995 and 2002 as a result of first line charge deductions from the Federation Account Allocation Committee (FAAC). The state governments made the submission to the federal government in respect of the debt service deductions having to do with the Paris Club and multilateral debts. Some states were said to have been overcharged when Nigeria reached a final agreement for debt relief with the Paris Club in October 2005. The president however directed that the claims be subject to verification by the Debt Management Office (DMO). To this end, the ministry of Finance announced that a team was established and given the mandate to scrutinise and reconcile the available records. The brief for the team was also extended to include a review of interim payments made under previous administrations. Festus Akanbi, spokesperson to Kemi Adeosun, the finance minister, said in a statement that work has commenced to resolve each state government’s claim and that the exercise is expected to take approximately 12 months. “The exercise will be thorough, including a complete reconstruction of records dating back to the period in question,” the statement said. The statement said the federal government had reached a conditional agreement to pay 25 percent of the amounts claimed subject to a cap of N14.5 billion to any given state with the balance to be revisited when fiscal conditions improve. Where possible, such payments would be made to BVN linked accounts and verified. “Due to the fact that reconciliation is still on-going and the final outcome might show an under or overstatement of claims, an undertaken has been signed by state governors, declaring that in the event the amount already paid exceeds the verified claim, the surplus would be deducted directly from the State’s monthly FAAC allocations. “The total amount approved by the president is N522.74 Billion and is to be paid in batches. The first batch of N153.01 Billion is currently being processed for release to 14 State Governments. “The release of these funds is intended to support the fiscal stimulus programme of the President Muhammadu Buhari led administration to provide direct stimulus through Government spending. “It is particularly aimed at boosting demand at consumer level and reversing the slowdown in economic activity.” Source Http://tunexclusive.com

Kogi : Governor Yahaya Bello threatens to sack
deviant commissioners
The Governor of Kogi State, Mr Yahaya Bello, has
threatened to sack any commissioner who is not in
tune with his administration’s new direction agenda
to move the state forward.
Governor Bello gave the warning while addressing
reporters after an unscheduled visit to the
Government Day Secondary School, Adankolo in the
state’s capital, Lokoja.
The governor, who was at the school for an on-
the-spot assessment, said it was deplorable for
any commissioner not to be abreast of the
challenges confronting their various ministries and
agencies
Governor Bello and the commissioners were
supposed to have an emergency council meeting,
but Mr Bello came in later and asked them to
accompany him somewhere for a visit.
The convoy went through some routes which made
it difficult for anyone to guess where the
governor was going, before they finally arrived at
the Government Day Secondary School amidst
cheers from the students who immediately noticed
it was the governor.
It was, however, a shock for the management who
never expected him.
Arriving at the school, Governor Bello walked
straight to the principal’s office.
The principal, Momoh Umoru, wasted no time in
telling him some of the problems the school is
encountering at the moment. The picture painted by
the principal did not, however, go down well with
Governor Bello who sounded tough to his
Commissioner for Education, Mr Sunday
Tolorunleke.
After talks with the principal the governor went
to the accountant’s office to see how funds given
to the school is spent.
He, thereafter, met with all the staff, telling them
his intention on the visit. The governor also
promised to pay all outstanding salaries before
December ending.
Some of the teachers reacted to the visit which
they said was first of its kind since the school
was established in 1983.
Osang Moses, who hails from Cross River State
but served under the National Youth Service
Scheme in Government Day Secondary School in
2011/2012, was given an automatic employment by
the governor.
After the inspection, Governor Bello sounded a
warning to members of his aides, saying he would
sack anyone who does not conform with the
policies of the government aimed at making the
state better.
Expert said the visit was timely and hailed his
decision to sack commissioners who are found of

Nigerians have condemned the country’s military over the demise of another top soldier who was killed by Boko Haram terrorists in Bita on their way to Yola in Adamawa state. The soldier, identified as Lieutenant Colonel BU Umar, had about three weeks ago, taken over the 114 battalion which he was leading until he met his end. The Army has already denied knowledge of the occurrence through its spokesperson Colonel Sani Kukasheka Usman, who said he was unaware of Lt Col Umar’s death. But Nigerians are livid as the demise of the young Colonel is coming only weeks after the exit of Abu Ali, another top army commander who was killed in an ambush by the terrorists. Some Nigerians are of the opinion that the Nigerian army are the ones killing their soldiers, while some believe that the lives of the soldiers are not as valuable to the Nigerian government following the reports that the Islamist sect bought more sophisticated weapons with money they got from Chibok girls ransom. Idris Yusuf Idris, one of those who commented on the story after it was published on the social media, wrote:“Hhhhhhmmmm pls naij news,point of correction,don’t say boko haram killed another top army commander,instead,just say,army kill another commander,i don’t know wot kind of dirty politics is being played in nigeria.” Political science graduate, Philip Chinedu Onwuegbule, was also livid when he saw the report, claimed that it is only in Nigeria that politics is being played with human lives as he cited the US elections where there was no report of a life being lost even when the person whom many expected to win, lost the polls. “Is only in Nigeria I discover that they can play politics with human life, look at the election in USA no single life was lost.
