Minister of Information and Culture, Alhaji Lai Mohammed on Wednesday openly disowned the N398 million being part of the budget estimates by his ministry meant for the purchase of computers.

Speaking at a budget defence. Session before the Senate Committe on information, Mohammed noted that the total sum of N398 million proposed in the budget for the purchase of computers was strange to him.

Reacting to questions on the N230 million and N168 million voted for the purchase of computers for the News Agency of Nigeria (NAN) and the Film and Video Censors Board, the minister said he was not aware.

“No, that is not possible. That was definitely not what was proposed, this cannot be,” the minister protested! even as an official of the ministry noted that only N5 million was proposed for the item in the original budget of the NFVCB.

But the Chairman of the Committee, Senator Eyinnaya Abaribe said, “The difference between N5million and N168m is huge.”

Managing Director of NAN, Ima Niboro also expressed shock at the N230m for the purchase of the same item as captured under “Capital Votes” in the 2016 budget of NAN.

A member of the committee, Senator Ben Murray Bruce had also expressed misgivings about the fact that little or no attention was paid to the core functions of the Ministry and parastatals under it at a crucial time when Nigeria was at war in the North East.

“I want to ask passionately that they (Ministry/ parastatals) re-submit their budget, taking care of the North East because people are dying. This is not the question of spending more recklessly, I appeal that the budget be resubmitted, taking care of their needs in the North East; it is very important”, Bruce said.

Recalling that during the Civil War, radio was a very effective way of communicating with the public, the Senator added that this should also be employed in the war in the North East.

He said. “It would have made more sense for the information budget of the Army to be given to the Ministry of Information to equip these stations manned by NTA and FRCN used by the military as a source of communication.

“For instance, if there is going to be an air raid in a particular area, we can warn the citizens to stay off that particular area. The media can be used like when Buhari did in 1983 for War against Indiscipline, War Against Corruption, so National Orientation should use the medium that we have.

“NTA is a phenomenal network, it has more assets than any station in the whole of Africa today, NTA must be worth 400 million dollars in the open market today.”

Bruce noted that Nigeria is in a state of war as such it was important that national orientation should be in the fore front, followed by NTA and FRCN to be led by the Minister working with the military to guarantee that innocent lives are not lost.

Bernard Jenfa Adedayo was one of the priests ordained by the Bishop of Nnewi, Rev. Hillary Okeke, at the Saint Georges’ Catholic Church, Orifite, Anambra State, after a rigorous training that lasted almost 17 years. That day climaxed his childhood ambition of becoming a servant in God’s vineyard. He was posted to the Catholic Church Assumption, Ijebu-Ode, Ogun State shortly after the ordination.

The enthusiasm to carry the gospel beyond the dry lands of Ijebu-Ode pre-occupied his young mind. And so, from village to village, he went like a humble servant, proclaiming the good news.

However, this excitement was short-lived when the young priest got his first baptism of fire as some alleged members of a renowned cult group kidnapped him. This firebrand Catholic priest eventually became a guest to kidnappers in a forest that was home to reptiles and carnivorous animals.

‘How I was abducted’

Sometimes, Adedayo was assigned to conduct mass outside his base. One day, in the course of such assignment, a group of persons walked up to him.

“They said to me: ‘ Father, we would want you to join our group’ . I asked them which group, as I only knew of the Association of Sacred Heart of Jesus and Immaculate Heart of Mary, Saint Anthony of Padua, Legion of Mary, and the Charismatic Renewal of Nigeria. But they said theirs was none of these and walked away,” he narrated.

“After some time, another group accosted me. But, this time, they introduced themselves as members of a secret cult. They said: ‘ We want to work with you and, as time progresses, we would make you one of our patrons.’ My response to their request was polite but firm. I asked them what light had got to do with darkness, and told them that we had nothing in common, so we could not work together. That reply marked the beginning of a battle that almost took my life. They threatened to kill me. Though they almost succeeded, God delivered me from their hands. The reason for their failure was obvious because my life is not in the hands of men but in the hands God.”

On the day he was abducted, the reverend father was rounding off a mass in a nearby village when five hefty men, armed with assault rifles, approached him, bundled him into a vehicle and zoomed off.

“All entreaties to allow me install the Blessed Sacrament fell on deaf ears. Again, I made on appeal to them to allow me pack some of my personal effects all to no avail. Perhaps they thought that any attempt to give me a breathing space might lead to my escape. And so, they zoomed off,” the priest stated.

“We eventually got to an uncompleted building in a forest. For one long silent night, I was with them in a place I didn’t know. After a while, one of them gave me a clue as to why I was kidnapped when he said, ‘ Father, you have proved to be very stubborn and I don’t know why.’ All through the night, I was meditating and it was in the middle of this that one of them walked up to me and said, ‘ Father, say your last prayer because you are going to die now.

“Well, I knelt down with my eyes closed and called on the name of the God to let His will be done.

Another member of the gang asked: ‘ But what did this man do to warrant his death?’ Yet another gang member responded: ‘ Our business is not to debate his destiny but to kill him and nothing more.’ The argument went on and on. They started showing their might over one another.



Walk to freedom

“ When eventually I opened my eyes after my prayers, there was nobody in the house except me. Just then, the Lord ministered unto me: ‘ What are you waiting for? Stand up and go!’ I stood up, left the room and trekked a long distance before I could find my bearing. It was indeed a miraculous experience. The Lord took me from their hands. I was able to locate my way from the forest without molestation from animals or evil-minded human beings.”

After that horrifying experience, the Superior General of the Vincentian Order in Nigeria thought it expedient to re-assign Adedayo to another parish in Enugu Diocese. He was there for almost two years before he was deployed to a parish in Lagos.

Adedayo, who recently clocked five years in priesthood, said there is always a challenge in every human endeavour, adding that priesthood is not an exception. “When Christ gave us his life,” said the priest, “he did not eradicate all the troubles but rather gave us the courage to confront these obstacles.”

An author, he recently launched a book, entitled, “His Love Is Grace’, while working on other projects designed to help propagate the faith.

“We trust God for so many things. We have some projects in mind and I know God will help us to actualize them,” he said.

The 160-page book is about man’s salvation based on God’s gratuitous gift of grace. Adedayo expressed optimism that the book will boost the faith of Christians.

Some military officers are grumbling over alleged alteration of the Harmonised Terms and Conditions of Service (HTACOS) contained in the Armed Forces Act.
Some of the aggrieved professionals in the military said that several medical doctors, engineers, lawyers, chartered accountants and architects had allegedly resigned from the three services: Army, Navy and Air Force.

The officers, who did not want their names published for fear of being punished, said, because of the bad impression some people had about the military in the past, coupled with alleged poor remuneration, the Armed Forces Council, drawing its powers under the Armed Forces Act, authored a document known as the Harmonized Terms and Conditions of Service (HTACOS) to attract graduates to the force.

“The HTACOS reorganized the ranks of the Armed Forces and drew up clear equivalents among the rank and file in the three services (the superior officer ranks were never an issue)”, the officers said in a document obtained by Sunday Vanguard.

“Importantly, the HTACOS introduced incentives to lure the professional class into the Armed Forces. Before then, the three services had their individual arrangements: the Army Council, the Navy Council and the Air Council were each responsible for the administration of their respective spheres of influence.

“However, these were haphazard and proved to be of doubtful efficiency. Then the Armed Forces Council decided that it was better to have uniformity and thus took out time to thrash out policies and regulations that apply to all the services in equal force; hence, the coming of the Harmonized Terms and Conditions of Service.

Incentives

“The HTACOS set out some incentives to make a career in the Armed Forces an attractive prospect for professionals.” The aggrieved military officers further explained, “Whenever the Armed Forces advertise vacancies and request applications from the public, they dangle carrots before prospective applicants who are professionals.

“This they do by stipulating a higher age limit at which medical doctors, lawyers, chartered accountants, architects and holders of doctorate degrees in fields relevant to individual services can enter any of the services through the Direct Short Service Commission.

“While the age limit is 27 years for ordinary graduates, it is 30 years for professionals. This is obviously in recognition of the fact that professionals spend more years to qualify to practice their disciplines than their ordinary-graduate colleagues.

“By Chapter 5, Article 3 of the HTACOS, professionals joining any of the services through the Direct Short Service Commission will be commissioned in the same rank with their colleagues who are ordinary graduates.

“However, the former will enjoy two years’ seniority over the latter. This balances out what would have amounted to a Greek gift under the higher age limit entry. How? Every rank in the services has a run-out date, the maximum date at which its holder must retire if he is not promoted.

“For instance, the run-out date for a Lieutenant in the Army is 39. If he is not promoted to Captain by that age, he will be compulsorily retired. Thus, the higher age limit entry level for professionals brings an officer closer to his run-out date and exposes him to the risk of premature retirement.

“An officer who joins the service at the age of 30 has only nine years to make the rank of Lieutenant while his ordinary-graduate colleague has twelve. Thus, the two years’ seniority given to the professional class extends their run-out date to eleven years and accordingly cushions the negative effect of entering the services at a higher age limit.

Critics

“A lot of professionals poured into the armed forces as a result of these incentives, and have since moved through the ranks. However, the policy is not without its critics.
“The critics mostly comprise officers already in service who feel miffed that the two years’ seniority given to their juniors propels the former to become their mates, sometimes even their seniors. It is possible that it is these same persons who have inspired this about-face by the leadership of the armed forces.

“The HTACOS, currently in force, is the 2012 (Revised Edition). Recently, the three services wrote letters to their officers enjoying the two years’ seniority in which they notified the officers that their seniority had been withdrawn.

“They also published their respective seniority lists reflecting the said withdrawal of seniority. Curiously, this action is not backed by any law. The new policy clearly flouts the HTACOS which is an instrument authored by the Armed Forces Council under the power of delegated legislation.

“The Armed Forces Council is established by Section 4 of the Armed Forces Act with no less a personality than the President of the Federal Republic of Nigeria and Commander in-Chief of the Armed Forces as its Chairman.

“The Minister of Defence, Chief of Defence Staff, Chief of Army Staff, Chief of Naval Staff and Chief of Air Staff are members. The HTACOS, being a delegated legislation, has the force of law and cannot be departed from at will. Interestingly, Paragraph 1 of the certification page states as follows: ‘This HTACOS Officers 2012 (Revised) has been reviewed to ensure uniform implementation and it supersedes the previous HTACOS (2007). The contents are to be strictly observed on all occasions and interpreted reasonably and intelligently, with due regard to the interest of the services . . .’“The proper thing for the management of the Armed Forces to do is to review the HTACOS to remove the two years’ seniority for professionals joining the services. But even then, it cannot affect officers who are already enjoying the privilege.

“This is because the HTACOS cannot be made to apply retroactively. As Section 6(i) (b) and (c) of the Interpretation Act, stipulates: ‘The repeal of an enactment shall not – (b) affect the previous operation of the enactment or anything duly done or suffered under the enactment; (c) affect any right, privilege, obligation or liability accrued or incurred under the enactment.”

Faulting the action of the three services, the officers said, “By their action, the leadership of the Armed Forces has unlawfully pushed officers closer to their run-out dates. And by reducing their seniority, a lot of officers are now on ‘borrowed’ ranks. “This is because without the two years’ seniority factored in, many of them would not be due for promotion to their current ranks. What this means is the absurdity that an officer, say a Lieutenant Colonel, affected by this action, is, in reality, a Major.

Demoralised

“Disincentivised and demoralized, several officers in the three services have since resigned so that the services run the real risk of eventually starving themselves of the services of these professionals that they had paid odds over for.

“The policy somersault or policy reversal is not only illogical and ill-timed but also without any legal foundation. At a time the country is reeling from the violent work of insurgents, the action couldn’t come at a worse time. “The officers and men of our armed forces have an onerous task on their hands waging the war on terror. They surely do not need the distraction of having their ranks tampered with. It is an irresponsible thing for anyone to contemplate, let alone do. “The Armed Forces are created by law and must operate in conformity with the law. The HTACOS is the only document that regulates the command, retirement, payment of retirement benefits, promotion and discipline of officers and men of the three services of the Armed Forces. It is a sacred document indeed and ought to be treated as such.
“Unfortunately, the authorities of the Armed Forces are not doing this at the moment. What this means is that it is at the mercy of the whims and caprices and can be violated any day the authorities feel so inclined.

“A serviceman could get his rank yanked off with no justification, have his benefits halved or quartered or be thrust into some other unsavoury situation that he never signed up for. “This will not only threaten but effectively jeopardize the livelihood and careers of tens of thousands of our servicemen and their dependants who put their lives on the line everyday in defence of our nation. “It is a scary thought, and one that continues to send shivers down the spines of not just officers but also the rank and file of the armed services. The HTACOS is essentially a contract between the armed forces and its officers. “It is inconceivable that anybody will deign to conduct the affairs of the Armed Forces in flagrant violation of its clear and elaborate provisions.”

Crime / Woman Flees With Fiancé’s N295.5m After Drugging Him by ugonwanneokoye: 8:44am On Jan 28, 2016
A 46-year-old woman, Victoria Alaegbu, has been accused of using charm on her fiancé, Prince Hillary Unachukwu and running away with his $1.5 million (N295.5 million).

Alaegbu was said to have administered a noxious chemical substance on Unachukwu last December in Ikoyi, Lagos. The substance knocked him out between 8pm and midnight and gave Alaegbu time to steal the money and lock Unachukwu inside the house.

Unachukwu woke up when the charm wore off and shouted for help.

Alaegbu was later arrested by the police. She was arraigned yesterday at an Igbosere Magistrates’ Court in Lagos on a five-count charge of conspiracy, attempt to kill, stealing, unlawful detention and possession of fake document.

Prosecuting Sergeant Nicholas Akpene said the defendant locked Unachukwu up inside his apartment with a padlock.

The prosecutor also alleged that the defendant had a SIM card with number 07087773669, which was not registered in her name and address.

The registration of the SIM card was done with intent to commit fraud, he added.

Alaegbu denied the charges.

Magistrate S. K. Matepo granted her N5 million bail with two sureties in the like sum.

She ordered that the sureties must swear to an affidavit of means and show evidence of tax payment. One of the sureties should be a relation of the accused.

The case was adjourned till February 10 for mention.

Last Tuesday, the police arraigned Unachukwu’s 22-year-old security guard, Isaac Onoja, for conniving with unknown persons to steal the $1.5 million.

Onoja, from Benue State, had claimed that some unknown armed men forcibly entered the premises and tied him up before stealing the $1.5m from the complainant’s room.

The police in Lagos Tuesday arraigned a Redeemed Christian Church of God (RCCG) pastor, Felix Fadare before an Igbosere Magistrates’ Court.

He was arraigned before Magistrate A.O. Awogboro for conspiracy, obtaining under false pretence and stealing.

According to the police, the cleric who ministers at the Fuller’s Field parish, Ajah, had conspired with Adeola Ajidahun to defraud a certain Kehinde Ola of N30 million under the guise of selling some plots of land at the Lekki Re-setlement Scheme.

While Ajidahun had been previously arraigned following a petition to the Special Fraud Unit (SFU) of the Nigeria Police, Fadare, was docked Tuesday.

It was alleged that the defendant had brandished fake documents to convince the victim, who unknowingly paid for a land that belonged to another family.

The police alleged that the culprits had defrauded one Tony Ezeoke of N10 million, who was sold a parcel of land mapped out by the government as access road.

In the course of investigation, it was discovered that Fadare had acted as estate agent and had allegedly defrauded many people.

But when the charges were read to him, Fadare pleaded not guilty and was admitted to bail in N5million with two sureties in like sum.

Magistrate Awogboro ordered that the sureties must show evidence of tax payment for three years and adjourned the matter till February 3.

Business / FG Imposes N50 Stamp Duty On Bank Customers by ugonwanneokoye: 10:29pm On Jan 19, 2016
THE Federal Government through the Central Bank of Nigeria, on Tuesday, imposed stamp duty of N50 on bank customers for money received into their accounts.Consequently, bank customers will henceforth pay N50 stamp duty for money received into their accounts via electronic transfer, cash and cheques.

This order was contained in a circular to all Deposit Money Banks and Other Financial institutions titled, Collection and Remittance of statutory charges on receipts of Nigeria Postal Service under the Stamp Duties Act”.

The CBN stated, “As part of efforts to boost its revenue base, the federal government of Nigeria is exploring revenue opportunities in the non-oil sectors especially taxes and rates. It is in recognition of this fact that banks and other financial institutions are enjoined to support government’s revenue drive through compliance with the provisions of the Stamp Duties Act, LFN 2004 as reinforced by the court judgement in Suit No FHC/L/CS/1710/2013. In this regard, the CBN pursuant to the provisions of its enabling laws, hereby issues this circular to all DMBs other financial institutions:

“With immediate effect, all DMBs and other financial institutions shall commence the charging of N50 per eligible transaction in accordance with the provisions of the Stamp Duties Act and Federal Government Financial Regulations 2009, that is, all receipts given by any bank or other financial institution in acknowledgment of services rendered in respect of electronic transfer and teller deposits from N1, 000 and above;

“For all avoidance of doubt the following receipts are however exempted from imposition of stamp duties: payments of deposits or transfer by self to self whether inter or intra bank; and any form of withdrawals/transfers from saving accounts;
It should be noted that these charges are only payable by receiving accounts;

“Each DMB shall open an account designated as NIPOST Stamp Duties Account into which all charges collected shall be paid. The balances in such accounts shall be transferred monthly by the DMBs to CBN NIPOST Stamp Duty Collection Account No. 3000047517;

“Other financial institutions shall remit their Stamp Duty collections to any DMB of their choice.”

A 70-year-old pastor, Mr Caleb Oluwafisibe, on Tuesday pleaded with an Ojo Customary Court in Lagos to dissolve his 41-year -old marriage to his wife, Titilayo, because he was sex starved. The pastor, who ironically appeared in court wearing a polo T-shirt which had the inscription ‘peace’ at the back, told the court that he was already practicing a celibate life, even as a married man.
“Since I married my wife in June 1975, it’s been marriage and separation in two phases because any situation was determined by what I could offer. “We were living well until 1998 when things became tough with me. We separated from 1998 to 2006, when my church transferred me out to the East,’’ he said. According to him, my wife had a negative influence on my children as we had divergent views on their welfare and training. We always clashed because of them.
He said that his wife refused him sex from 2006 till date and that forced him to practice a life of celibacy, in order to keep his vows as a man of God. “I even had a special prayer for my wife for three years to see if God would intervene in the difficult situation and change her personality,’’ he said. Oluwafisibe, therefore, pleaded with the court to separate their union, so he could move on with his life.
The wife, Titilayo, however, debunked the husband’s allegation, saying he was treating her without any tender consideration as a wife. “He calls himself a pastor yet he does not have regard for his family. He has really caused so much division among our children,’’ she said. The Court president, Mrs Veronica Willoughby, in her remark urged the pastor to reconsider his prayer of dissolution, as a man of God.
“As a pastor, you should seek peace and not separation. I will give you a second chance to go back and reconsider your intention. “You have both failed in the training of your children by using them as a point of disagreement. Your children are your collective responsibilities,’’ she said. Willoughby then adjourned the case till Feb. 16, to give the couple some time to reconsider their intentions.

Nnewi—Second son of 1st Republic Senate President, Late Abyssinia Orizu, Prince Orji Orizu has challenged any Nigerian, native doctor, any child or agent of a native doctor and anybody connected to any native doctor in or outside Nigeria to come out and speak that he has visited, patronized or been seen in the house of any native doctor anywhere in or outside Nigeria.
Prince Nwafor-Orizu gave the challenge while addressing newsmen in his house in Nnewi, following allegations by Rev. Fr. Chidozie Chilaka, aka ‘Jesus Network,’ of the Catholic Diocese of the East (Orthodox Catholic) during his weeklong crusade at Nigeria Science and Technical College Nnewi, that Prince Orji Nwafor Orizu was responsible for the misfortunes of his uncle’s wife, Mrs. Elizabeth Orizu and those of her children.
The Mbaise-born and Isiala Mbano, Imo State, based evangelist had allegedly called out one Mrs. Orizu, Prince Nwafor-Orizu’s uncle’s wife, during his crusade in Nnewi and told her that she had been under a spell from Prince Nwafor-Orizu.
The priest allegedly told the woman that all her daughters’ broken marriages were caused by the legal luminary, promising that he would nullify curses inflicted on them by the former first Republic Senate President’s son.

Dear Sir,

Having read some of the reactions to my earlier comments on the Davido, Momodu saga, I feel compelled to make the following clarifications:

I have never met any of the Adelekes before, and it is highly unlikely that we will ever meet, since we belong to totally different social circles. However, we share in common the fact that we are Omo Oduduwa, so our destinies are linked. I therefore have a duty to come to their defence if the need arises.
My conclusions are based on the fact that Davido’s version of events is coherent and compelling, whereas the Momodu version makes no sense.
I am a father and a grandfather. If it is true that little Imade’s health problems originated primarily from her mother’s alleged drug problems, there is room for a lot of concern about allowing the child to remain in the vicinity of this kind of person.
Also, if it is true that the child has ALREADY in the past been taken to Dubai for emergency treatment and brought back safely to Nigeria without any input or contribution from the Momodus, there is no logical reason for the Momodus to now raise a hue and cry when the baby is about to be taken to Dubai again for further treatment by her biological father, who has all along been fully responsible for her upkeep and care.
It is purely sentimental and irrational balderdash to say that it should be compulsory for a mother who does not hitherto appear to have played a positive or useful role in her child’s upbringing to accompany the child for a repeat visit to a hospital in Dubai where the child has ALREADY been treated in the past in her absence by competent medical personnel, with no adverse repercussions. Why would this lady’s presence now be compulsorily required in Dubai if the child is to be taken there for further treatment by her biological father, who has already successfully done so in the past?
I stand to be corrected, but there is no evidence so far that Mr. and Mrs. Dele Momodu have ever contributed in any way to little Imade’s care and upbringing in the past, be it in cash or in kind. What then gives them a right to intervene in her life at this point in time?
That can only be a matter of playing to the gallery! I rest my case.

Twenty four hours after President Muhammadu Buhari allegedly withdrew the N6.08 trillion 2016 budget presented to a joint session of the National Assembly on December 22, 2015 to amend some figures, some ranking Senators appear divided over the matter.
In separate remarks yesterday, some Senators told National Assembly correspondents that the president’s action was in order. Others sharply disagreed and maintained that the President had no right to withdraw a document that has already been submitted to the National Assembly for consideration.
Chairman of the Senate Committee on Works, Kabiru Gaya insisted Buhari’s action was in order. “I do not think it has been withdrawn but whatever the case is, the figure of the entire budget will not change. Mostly, there are adjustments of priority projects. So, if the figure under the subhead is not defined, then he has the right to readjust it and bring it back to us. The adjustment can also be done even while we are still discussing the budget.
“Once the main figure does not change, it is possible to make adjustments. If we are cutting 30 per cent from the National Assembly budget, then, it has to be done, pro rata. We must cut across 30 per cent across the agencies, the ministries, and all other government parastatals. There is duplication of figures like purchase of computers. When all the duplications are discovered, it is necessary to take them out,” Gaya said.
Senate Leader, Senator Ali Ndume, in his remarks, vehemently maintained it was impossible for the president to withdraw the budget. “It is impossible to withdraw the budget. It is not a document that you can just write and say you are withdrawing it,” he argued.
Continuing, he added: “The budget proposal has been laid at a joint session of the National Assembly and cannot just be withdrawn like that. Budget proposal is not a document that is sacrosanct. You can adjust, it and this is why it is before us. During the budget defence, it can be adjusted, if need be.”
Special Assistant to the President on National Assembly Matters ( Senate), Senator Ita Enang, maintained he was not aware of the budget withdrawal .
“To my knowledge, the budget, as laid by Mr President on December 22, 2015 is still with the National Assembly and has not been withdrawn.”

Police arrest man, 22, over alleged rape of toddler

LAGOS—Policemen attached to the Alakuko Divisional Police station have arrested a 22- year-old Ganiu Amusa, for allegedly raping a five-year-old boy, (name withheld) in Lagos State.
Vanguard learned that the bubble burst after the toddler innocently complained that his anus was hurting.
It was gathered that the victim informed his mother Mrs. Adenike Ejigbo, that his anus was hurting him and when his mother asked him when he started having the pain, he said since the time Ganiu Amusa had sex with him through the anus.
Mrs. Ejigbo reported the matter at Alakuko Police Station where the Divisional Police Officer, Superintendent of Police, Ajayi Abayomi, ordered investigation into the matter leading to the arrest of Ganiu Amusa.

THIS information will interest people living with diabetes. The next time you are served a plate of rice, it is advisable to eat the fish or meat before the rice. Japanese researchers say they have established that eating fish and meat before rice can help control blood sugar in people with diabetes because it slows down the stomach.

On a plate of rice, experts say you should eat the fish or meat first.
Now whether or not you agree with this finding, researchers at the Kansai Electric Power Medical Research Institute are convinced that dietary therapy focusing on the sequence of food intakes may lead to diabetes prevention and treatment.
In a three-day research project involving 12 patients with type 2 diabetes and 10 healthy people, the group monitored changes in blood sugar levels four hours after the subjects had meals in which rice was consumed either first or last.
When boiled mackerel and grilled beef were eaten 15 minutes before rice, their sugar levels were about 30 percent and 40 percent lower, respectively, compared with when they ate rice first.
From their findings, eating fish and beef first promoted the secretion of incretin, a gastrointestinal hormone, which slowed stomach motility and thus the rise in blood sugar. Several other studies note that vegetarian and vegan (no meat, fish, eggs, dairy, or honey) diets help prevent, control, and even reverse diabetes.
It is expected that this technique may become even more effective if vegetables are eaten ahead of fish, meat and rice.
Ordinarily, fish just happens to bring the added benefit of heart-healthy omega-3 fatty acids but previous studies say fish intake may increase type 2 diabetes risk by increasing blood sugar levels. However, diabetics are known to gain control of their blood sugar levels by following approved dietary guidelines and recommendations.
As a rule, moderate consumption of all food items including meat and fish is key. The recommendation is to check blood sugar as directed by the healthcare provider.

LAGOS—A Lance Corporal of the Nigeria Army was among eight persons arrested by the Inspector General of Police Special Intelligence Response Team, SIRT for allegedly supplying arms and ammunition to robbers in Lagos.
Among those the gang allegedly supplied arms were those robbers who raided commercial banks in Lekki, Ikorodu, Festac and Agbara areas of Lagos and Ogun State, where they carted away large sums of money, recently.
It was gathered that the suspects were picked up at various locations in Lagos, Ogun, Oyo and Borno states, reseptively, by the SIRT operatives, led by CSP Abba Kyari, and officials of the Defense Intelligence.
Six automatic pump action rifles, a pistol and some cartridges were recovered from the suspects.
Sources close to the SIRT disclosed that the army corporal who was picked up at his duty post in Maiduguri, Borno State, by men of the Defense Intelligence, is currently undergoing interrogations at the Defense Headquarters, Abuja.
Vanguard gathered that a member of the gang, who was arrested recently by the SIRT operatives, confessed during, interrogations that his gang received large supplies of arms and ammunition, from the soldier, who was posted to Borno State, to fight the Boko Haram sect .
A source further disclosed, that the soldier, would conceal weapons within food items heading to Lagos from Borno and the robbers who were also involved in pipeline vandalism Pipeline at Ikorodu and Ijegemo areas of Lagos, would credit his bank account upon receiving the weapons.

Budget financing: No shaking, he says

AMID concerns over the dwin­dling fortunes of the economy, President Muhammadu Buhari at the weekend assured that de­spite the fall in oil price, mea­sures taken to block revenue leakages would ensure enough cash to fund the 2016 N6 trillion budget. The President presented the national budget to the joint session of the National Assem­bly last Tuesday in Abuja.

He said anybody convicted in the $2.1billion arms deal would forfeit his/her property to the Federal Government.

According to him, Nigeria is not poor, but noted that the prob­lem had been leadership which did not take seriously the need to curb corruption.

Speaking on BBC Hausa ser­vice on Christmas eve, he said by the time his government blocks all the leakages, there would be enough fund to run the country despite the fall in oil price.

His words: “Remember dur­ing the campaigns, we said Ni­geria is facing three things and nobody disputed that assertion. Firstly; there was widespread insecurity, war in the North- East, while the country’s oil was being stolen at random in the South. Secondly, there is mas­sive unemployment, 62 per cent of the nation’s population are youth from the age of 35 years downward; most of them are un­employed, including those who went to school and those who did not, that is a serious problem.

“Therefore, it has become necessary to restore peace and create employment. That is why we are returning to agriculture and mineral resources. Thirdly, bribery and corruption are basi­cally suffocating the country. If we don’t kill these monsters, this country would go down.

“That is why those who stole monies meant for arms pro­curement and shared the fund among themselves are being arrested and are being shown documents, so that they would be asked to refund the money or face prosecution; we would use those documents to prove what they stole, collect all the assets acquired from the proceeds and then jail them,” he said.

He regretted that his govern­ment inherited N1.5 trillion do­mestic debt, saying that when foreign debt is added, it totals about N2.2 trillion.

“It is generally believed that a fish begins to rot from the head; once the head is rotten, the whole body is also rotten. We have tried to remove all the heads of the organisations, and most of the lieutenants have been changed.

“A lot is happening in this government that people do not appear to understand; many per­manent secretaries of ministries have been changed; we used to have 42 ministers, now we have 36 because the Constitution re­quires that each state of the fed­eration must have a minister; we used to have 42 ministries, now we have 24.

“Everybody knows Nigeria is not a poor country, we are rich, and we have human resources, the problem had been that lead­ership did not take seriously, curbing corrupt tendencies,” he said.

On the N5,000 the All Pro­gressives Congress (APC) -led government promised to pay the poor and vulnerable people, he said it is not possible for every­body to benefit from the gesture.

He explained that the Federal Government will collaborate with the states and local govern­ments in effecting the execution of the programme.

“At the local government level, almost everyone knows each other. It would be easy to identify those to give who would go into trading and how to get it back. It would be like a cooperative and we all know how it operates.

“Also, state governments would identify those who have capacity to employ more people and all we need to do is to em­power them. Our people already know how to go about imple­menting these modalities to create employment for the citi­zens”, he said.

On the December deadline for defeating Boko Haram, President Buhari said his gov­ernment may not achieve full success at the end of the month, but noted that if people would be fair, they would know that the Nigerian Army has basically met the deadline .
