pls guys,i need more and how can i get the attention of those i name up there.

I have a web idea conceive for the nigeria teenagers and youths but little knowledge in programming(html and css) which i learnt during my service year(finished oct. 2015) before moving back home.I couldnt continue cos we dont have light for most part of the day and no money for monthly subscription.
So I conclude to get other people involve(possibly a web,andriod developers) and we sought for investor(s).
pls,what's the best way to go about this in order to protect my interest(even minister of info. was accussed of ......lolz).Thanks In Advance For your contribution.
