Blue3k: It's the most immediate solution to the states budget issues. They can't wait on federal government to adjust the allocation formula. States debt profiles are growing much faster than the revenue generation. Its the same at the national level really. This is also why the budgets are always tiny compared to other countries like egypt and south Africa especially when u factor in population.
