If you had lived in the United States, Which is a 100x more complex than Africa, Yet they still strive, you would know that Africa’s problem, is created by Africans, for Africans.
The US is not as complex as Nigeria, it's people are only divided by the two main parties. Africa needs a reshuffle according to borders. In Europe, countries are made up of people from the same or similar ethnic groups i.e they are largely homogeneous. Same goes for most Asian countries like South Korea, Japan, China and others. Peace is needed for progress to take place. If childbearing limits or family planning laws are established in Nigeria today, the south might follow suit but the north will reject it violently as they do with education. That is a major cultural difference. Tribes are always bickering at each other and the larger ones tend to oppress the smaller ones.

Whether military or civilian, it doesn't really matter. What matters is the mindset of the citizens of the country. Nigeria is a country with somuch contradicting cultures. Such a country is bound to fail. Imagine putting a crocodile and a hippo in a pond and expecting them to go along with each other just fine, it will turn to a bloody disaster. Africa needs to redraw it's borders along cultural similarities or else everything we do will simply return back to square one within a very short time. These current borders were drawn by colonial powers for their own benefit e.g the amalgamation of Nigeria was done to fund the financial deficit in the northern colony. Asian countries like Singapore, Taiwan, Korea left unions to prosper even the USSR had to break up for the Baltic states to develop. Ireland left the UK just because it was Catholic as opposed to protestantism in UK. The earlier the AU learns this, the better for the continent and it's people.

It's not entitlement mentality except it is what you're looking for. Countries depend on each other for development and no country is alone. The chief reason Nigerians are leaving their country is because the leaders are bad. The same reason is why Nigeria isn't having a lot of tourists and visitors like SA, Egypt, Rwanda etc.

France doesn't care anymore at least not as much as they used to. They have been revamping their approach to Africa as of recently and withdrawing military personnel slowly but steadily due to sino-russian interest in the continent but it seems too late unfortunately.
