How/where can I buy PayPal funds at a cheaper rate?

Get a paypal account, link Grey to it, buy paypal funds at cheaper rates, withdraw through Grey and use their virtual card. That's what I do.

My short review about Kigali, Rwanda:

Nice and organized place. They are quite conservative. Understatement. They are very conservative.
