It said that if there was a need to exceed the five per cent threshold of the previous year’s revenue, recourse must be made to the National Assembly for approval. Yesterday’s approval was sequel to the presentation and consideration of the report by the Senate Special Committee on Ways and Means chaired by Senator Ibrahim Gobir, APC, Sokoto East. Ways and Means are loans or advances given by the Central Bank of Nigeria, CBN, to the Federal Government to cater for short-term or emergency finance to fund delayed government expected cash receipts. Beneficiaries of the N22.7trn fund In his presentation, Gobir said some of the beneficiaries of the funds are the office of the Accountant-General of the Federation, Ministry of Foreign Affairs (ECOWAS national unit), Nigeria Bulk Electricity Trading, Azura Power West Africa, Niger Delta Power Holding Company, and Accugas Limited. The expenditure was approved after a forced closed-door session that lasted for one hour. President of the Senate, Ahmad Lawan, called for a closed-door session to calm the nerves of aggrieved lawmakers, who had vehemently opposed the passage earlier in January. The Ways and Means report slated for consideration on Tuesday was dropped, and the matter was not slated in yesterday’s Order Paper before it was considered and approved by the senators. Begin recovery of ways and means loans, Senate urge FG Having approved the sum, the Upper Chamber urged the Federal Government to begin the process of recovering the portion of the Ways and Means given as loans to state governments because further deferment of repayment of the loans by the states would not be healthy for the economy. It said that the Federal Government through the Ministry of Finance, Budget and National Planning should expedite action on repayment of the loans through treasury bills and bonds. No more unapproved ways and means However, the Senate warned the Federal Government that the National Assembly would not condone future increases in Ways and Means without seeking the approval of the National Assembly. Presenting his report, Gobir said after critical analysis and review of submissions made by the Ministry of Finance, Budget and National Planning; and the CBN, the Special Committee finds as follows: “The Ways and Means balance was initially N19,326,745,239,660.20 as at 30th June 2022 but later grew to N22,719,704,774,306.90 as at 19th December 2022 as a result of financial obligations to on-going capital projects and additional expenditures which include domestic debt service gaps and interest rate; “That the Senate on Wednesday, 28th December 2022, approved the sum of N819, 536,937,813 of the one trillion naira additional request made by Mr President, leaving an outstanding balance of N180, 463,062,187 is the accrued interest on the sum; “That the House of Representatives earlier approved the additional one trillion naira Ways and Means Advances requested by Mr President to enable the smooth implementation of the supplementary budget; that part of the Ways and Means monies were given to State Governments as loans to augment budgetary shortfall in the various states; “That most of the requests for funds for an increase in Ways and Means were made to Mr. President on the need to finance the budget due to revenue shortfall. Such requests were either made by the Hon. Minister of Finance, Budget and National Planning or the Central Bank Governor. “That the Federal Government as a result of revenue shortfalls occasioned by the COVID-19 pandemic and low oil prices, relied heavily on the Ways and Means to finance its budget deficit to keep the country working for the people; that the monies received by the Federal Government were actually used for funding of critical projects across the country. “That due to the serious shortfall in Government Revenue, the Federal Government in order for the economy not to collapse, was compelled to borrow repeatedly from the CBN, exceeding the five per cent threshold of the prior year’s revenue as stipulated by the CBN Act, 2007; and “That the Federal Government through the Ministry of Finance, Budget, and National Planning has concluded plans to convert the CBN loans to tradable securities such as treasury bills and bond issuance.” Lawan faults FG’s ways and means the process In his remarks after the approval, Senate President Ahmad Lawan, who noted that the Ways and Means Advance was a global practice, however, faulted the process adopted by the executive arm of government which failed to carry the National Assembly along while accumulating the huge amount of loans. Lawan added that the Senate had to pass the Ways and Means Advances so that the federal parliament would be able to consider and pass the 2022 Supplementary Budget still pending before the two chambers. His words: “I don’t see any National Assembly standing against any infrastructure development like the building of roads and bridges among others. It is therefore very important that before the executive incurred this kind of huge Ways and Means Advances, it should, as a matter of must, seek the approval of the National Assembly. “Where for whatever reason an emergency happened, it should not take them this kind of period before a request is sent to the National Assembly for approval. “We have to pass these Ways and Means Advances because we don’t want the government to be shut down. •Commences sampling today The National Agency for Food, Drug Administration and Control, NAFDAC, said it will commence random sampling of Indomie noodles, including the seasoning, from the production facilities. This is coming on the heels of the recalling of indomie noodles by Taiwan and Malaysian authorities, following the discovery of ethylene oxide, a cancer-causing agent. Announcing this in a statement, the Director-General of the agency, Prof. Mojisola Adeyeye, who explained that the compound of interest was ethylene oxide said, already, the Director of the Food Lab Services Directorate has been engaged and has started working on the methodology for the analysis. Adeyeye said: “Indomie noodles have been banned from being imported into the country for many years. It is one of the foods on the government prohibition list. It is not allowed in Nigeria, and therefore not registered by NAFDAC. “What we are doing is an extra caution to ensure that the product is not smuggled in, and if so, our post-marketing surveillance would detect it. We also want to be sure that the spices used for the Indomie and other noodles in Nigeria are tested. “That is what NAFDAC Food Safety and Applied Nutrition, FSAN, and Post Marketing Surveillance, PMS, are doing this week at the production facilities and in the market, respectively.” She, however, promised that Nigerians will be duly updated with the outcomes of the investigation. According to the World Health Organisation, WHO, ethylene oxide is a colourless, highly reactive and flammable gas widely used as an intermediate in the production of various chemicals. WHO, in a report, noted that findings from animal investigations, test systems, and epidemiological findings suggested an increase in the incidence of human cancer. The Military High Command yesterday dismissed the alarm raised by Kaduna State governor, Malam Nasir El-Rufai, that bandits could take advantage of the transition period on May 29 to launch bloody attacks in parts of the country. It also denied allegations of its troops supervising killings in Benue and other communities. El-Rufai had Wednesday, through his Commissioner of Internal Security and Home Affairs, Samuel Aruwan, given a stern warning against the activities of the terrorists during the period while presenting a security report in Kaduna, the state capital. The governor specifically called for sustained simultaneous ground and air operations across the seven frontline states in the North-West zone and Niger State which had contiguous forest ranges and were most heavily impacted by the insecurity. According to him, the operation was to prevent a dangerous lull during the transition period at the federal level which the criminal outlaws could exploit. But reacting to El-Rufai’s alarm while answering questions from journalists shortly after the bi-weekly press briefing at Defence Headquarters, Abuja, the director, Defence Media Operations, Maj.-Gen. Musa Danmadami, described the alarm as “unnecessary”. Danmadami, who recalled security advisories issued by the United States and United Kingdom, wondered why critical stakeholders had continued to make the Nigerian populace more apprehensive, insisting that the military was always ready to neutralise any threat. “Just like the general elections have come and gone, winners have been announced, people are just being apprehensive by insinuating the security situations that are not there. “You will recall that there were US advisory warnings but up until now, there is nothing to show that, and we are still waiting for the consequences. People have been predicting that this country would finish (sic) but nothing has happened.” According to him, Members of the Armed Forces and the intelligence community are working round the clock to ensure that there is peace and tranquility in the country. Speaking on the allegations of Benue youths that soldiers deployed in the state look the other way while herders maim and kill the indigenes, he said, “Anybody telling you that story is telling lies. The army will not see people coming to attack a location and sit back. In most of our briefings we tell you, most times we get information and we respond; most times before we get to that location unfortunately the people have committed their mayhem and then will disappear. “Sometimes we follow them up in pursuit operations and have an encounter with them and in the process some of them are eliminated while some people are arrested. “You may find out that it is possible that those people came in uniforms; people are carrying AK-47 all over the place. Anybody can get the uniform and wear it and disguise as a military personnel but that does not make them military personnel. Our soldiers are properly trained and we carry out our job in a professional manner. Even if it’s one soldier there, the soldier will do what is needful even if it means giving his life; so that story is totally false. He insisted that soldiers cannot be at a place of security breach and refuse to respond, adding that it is their primary responsibility to protect the life and property of every citizen of the country. “In fact, the mere fact that soldiers were even there is enough deterrent for them (terrorists) to leave that place. I can assure you of that one, and if it is not enough deterrent, when they come, they will be decisively dealt with accordingly. It’s as simple as that,” he said. The military spokesman disclosed that there were a lot of follow-up operations on a daily basis after the just-concluded general elections and people moving ammunition from one point to another to go and commit havoc are being arrested. “We are working round the clock, both the intelligence community and the Nigeria’s Armed Forces of Nigeria are working round the clock to make sure we nip these things in the bud, and if it happens, we respond to it appropriately. “So, there should be no fear; people should not be afraid that when they hand over there is going to be calamity all over the place. I can assure you that we are ready to address whatever calamity that wants to come up. We are ready for that. “People should just go about their normal duties and forget about all this apprehension people are creating unnecessarily. There is no cause for alarm; everything is under control,” he added. He also called on intelligence agencies to quickly expose those funding militant groups and, by extension, terrorism. The DDMO added, “Funding of militant groups, there are a lot of schools of thought as per who is funding terrorism in Nigeria. The application entitled “Freedom of Information Act Inquiry over Bola Ahmed Tinubu’s Guinean citizenship” sought to obtain information on the passport which has been trending online. The application reads in part: “The Freedom of Information Act 2011 of the laws of the Federation of Nigeria is an Act to make public records and information more freely available, provide for public access to public records and information, protect public records and information to the extent consistent with the public interest and the protection of personal privacy. “On the basis of the above-mentioned subject, I write to obtain detailed information on the attached document attached below which has been trending online for some time. “According to the document, Nigeria’s president-elect, Bola Ahmed Tinubu is a citizen of Guinea, besides being a citizen of Nigeria. “Can you kindly clarify the said issue to enable me provide accurate information to the reading public? “I will appreciate your doing in line with the Freedom of Information Act.” Responding, the Embassy of the Republic of Guinea stated that “the diplomatic passport is issued only by the Presidency of the Republic.” It, however, failed to “confirm the authenticity of this passport.” The Embassy wrote: “We inform you that in the Republic of Guinea, the diplomatic passport is issued only by the Presidency of the Republic. “Therefore, we regret that we cannot confirm the authenticity of this passport. “To find out more, we invite you to send us an official request via the Nigerian Ministry of Foreign Affairs, accompanied by a copy of the passport in question that we could send to the competent authorities in Guinea to verify whether the person concerned has benefited from the Guinean nationality.” In reaction, News Band informed the Embassy that its “response was more of a smokescreen than a response”. The applicant averred that it does not behoove on him to approach Guinean Government through the Nigerian Ministry of Foreign Affairs since “it is clear that issuing passports is an internal affair, hence, has nothing to do with my country’s Foreign Affairs”. He maintained that he has already sent a copy of the passport in question as an attachment to the email, asking: “Do you expect me to go and collect the original from the purported holder, Bola Ahmed Tinubu, who is currently “resting” in France?” He reminded the Embassy that since he made no mention of “diplomatic passport” but the fact that the Embassy went ahead and confirmed that the passport in question is in circulation and that it is indeed a diplomatic one “is in itself an affirmation of some sort”.
