The Nigeria Labour Congress, NLC, and Trade Union Congress of Nigeria, TUC, yesterday, picked holes in the Senate’s approval of President Muhammadu Buhari’s controversial N22.72 trillion Ways and Means request, describing it as shocking and suspicious.

Pooh-poohing the move, TUC Secretary General, Nuhu Toro, said: “It is ridiculous and creates room for suspicion. We don’t think this is necessary, especially on the eve of this administration’s departure. This leaves us with the question of whether governance is a continuous exercise or not.”

Also, a top leader of the NLC, who spoke on condition of anonymity, sad: “For the Senate to approve such extra-budgetary spending demonstrates the continuing gang-up of those in leadership, especially the Executive and Legislature, against the masses.

“We, therefore, view this not just with disgust but also with great alarm, given the parlous state of our economy and the poor condition of living of the citizenry.”

Other approvals
Apart from the N22.72 trillion, the Senate also approved the sum of N180.463 million being supplementary budget balance and the interest accrued on the Ways and Means Advances. It said that if there was a need to exceed the five per cent threshold of the previous year’s revenue, recourse must be made to the National Assembly for approval.

Yesterday’s approval was sequel to the presentation and consideration of the report by the Senate Special Committee on Ways and Means chaired by Senator Ibrahim Gobir, APC, Sokoto East.

Ways and Means are loans or advances given by the Central Bank of Nigeria, CBN, to the Federal Government to cater for short-term or emergency finance to fund delayed government expected cash receipts.

Beneficiaries of the N22.7trn fund

In his presentation, Gobir said some of the beneficiaries of the funds are the office of the Accountant-General of the Federation, Ministry of Foreign Affairs (ECOWAS national unit), Nigeria Bulk Electricity Trading, Azura Power West Africa, Niger Delta Power Holding Company, and Accugas Limited.

The expenditure was approved after a forced closed-door session that lasted for one hour.

President of the Senate, Ahmad Lawan, called for a closed-door session to calm the nerves of aggrieved lawmakers, who had vehemently opposed the passage earlier in January.

The Ways and Means report slated for consideration on Tuesday was dropped, and the matter was not slated in yesterday’s Order Paper before it was considered and approved by the senators.

Begin recovery of ways and means loans, Senate urge FG

Having approved the sum, the Upper Chamber urged the Federal Government to begin the process of recovering the portion of the Ways and Means given as loans to state governments because further deferment of repayment of the loans by the states would not be healthy for the economy.

It said that the Federal Government through the Ministry of Finance, Budget and National Planning should expedite action on repayment of the loans through treasury bills and bonds.

No more unapproved ways and means

However, the Senate warned the Federal Government that the National Assembly would not condone future increases in Ways and Means without seeking the approval of the National Assembly.

Presenting his report, Gobir said after critical analysis and review of submissions made by the Ministry of Finance, Budget and National Planning; and the CBN, the Special Committee finds as follows: “The Ways and Means balance was initially N19,326,745,239,660.20 as at 30th June 2022 but later grew to N22,719,704,774,306.90 as at 19th December 2022 as a result of financial obligations to on-going capital projects and additional expenditures which include domestic debt service gaps and interest rate; “That the Senate on Wednesday, 28th December 2022, approved the sum of N819, 536,937,813 of the one trillion naira additional request made by Mr President, leaving an outstanding balance of N180, 463,062,187 is the accrued interest on the sum;

“That the House of Representatives earlier approved the additional one trillion naira Ways and Means Advances requested by Mr President to enable the smooth implementation of the supplementary budget; that part of the Ways and Means monies were given to State Governments as loans to augment budgetary shortfall in the various states;

“That most of the requests for funds for an increase in Ways and Means were made to Mr. President on the need to finance the budget due to revenue shortfall. Such requests were either made by the Hon. Minister of Finance, Budget and National Planning or the Central Bank Governor.

“That the Federal Government as a result of revenue shortfalls occasioned by the COVID-19 pandemic and low oil prices, relied heavily on the Ways and Means to finance its budget deficit to keep the country working for the people; that the monies received by the Federal Government were actually used for funding of critical projects across the country.

“That due to the serious shortfall in Government Revenue, the Federal Government in order for the economy not to collapse, was compelled to borrow repeatedly from the CBN, exceeding the five per cent threshold of the prior year’s revenue as stipulated by the CBN Act, 2007; and “That the Federal Government through the Ministry of Finance, Budget, and National Planning has concluded plans to convert the CBN loans to tradable securities such as treasury bills and bond issuance.”

Lawan faults FG’s ways and means the process

In his remarks after the approval, Senate President Ahmad Lawan, who noted that the Ways and Means Advance was a global practice, however, faulted the process adopted by the executive arm of government which failed to carry the National Assembly along while accumulating the huge amount of loans.

Lawan added that the Senate had to pass the Ways and Means Advances so that the federal parliament would be able to consider and pass the 2022 Supplementary Budget still pending before the two chambers.

His words: “I don’t see any National Assembly standing against any infrastructure development like the building of roads and bridges among others. It is therefore very important that before the executive incurred this kind of huge Ways and Means Advances, it should, as a matter of must, seek the approval of the National Assembly.

“Where for whatever reason an emergency happened, it should not take them this kind of period before a request is sent to the National Assembly for approval.

“We have to pass these Ways and Means Advances because we don’t want the government to be shut down. The Supplementary Budget 2022 is on hold at the moment because we could not pass the Ways and Means request.

“However, with the passage of the Ways and Means Advances today, the Supplementary budget 2022, which essentially is to rehabilitate damaged roads and bridges across the country, will be fixed.”

The National Agency for Food, Drug Administration and Control, NAFDAC, said it will commence random sampling of Indomie noodles, including the seasoning, from the production facilities.

This is coming on the heels of the recalling of indomie noodles by Taiwan and Malaysian authorities, following the discovery of ethylene oxide, a cancer-causing agent.


Announcing this in a statement, the Director-General of the agency, Prof. Mojisola Adeyeye, who explained that the compound of interest was ethylene oxide said, already, the Director of the Food Lab Services Directorate has been engaged and has started working on the methodology for the analysis.

Adeyeye said: “Indomie noodles have been banned from being imported into the country for many years. It is one of the foods on the government prohibition list. It is not allowed in Nigeria, and therefore not registered by NAFDAC.

“What we are doing is an extra caution to ensure that the product is not smuggled in, and if so, our post-marketing surveillance would detect it. We also want to be sure that the spices used for the Indomie and other noodles in Nigeria are tested.

“That is what NAFDAC Food Safety and Applied Nutrition, FSAN, and Post Marketing Surveillance, PMS, are doing this week at the production facilities and in the market, respectively.”

She, however, promised that Nigerians will be duly updated with the outcomes of the investigation.
According to the World Health Organisation, WHO, ethylene oxide is a colourless, highly reactive and flammable gas widely used as an intermediate in the production of various chemicals.

WHO, in a report, noted that findings from animal investigations, test systems, and epidemiological findings suggested an increase in the incidence of human cancer.

It also added that the report concludes that ethylene oxide should be considered a probable human carcinogen and that its levels in the environment should be kept as low as feasible.

As the tussle for the zoning of the leadership of both chambers of the National Assembly gathers momentum, report emanating from the camp of the President-elect, Asiwaju Bola Tinubu, indicates he may return to the country on Monday (today) to take charge of proceedings and give direction.

This is even as the National Working Committee of the ruling All Progressives Congress prepares to meet with the former governor of Lagos to take a position to avert a repeat of the 2015 situation that produced Senator Bukola Saraki and Yakubu Dogara as Senate President and House of Representatives Speaker, respectively.

Tinubu had on March 21 travelled out of the country to spend some time in Paris and London.

According to a statement by Tunde Rahman for the Office of the President-elect, the trip was to enable Tinubu to rest and plan his transition programme ahead of his inauguration on May 29.


The Secretary of the APC Presidential Campaign Council and a member of the House of Representatives, James Faleke, in a tweet on Sunday, noted that Tinubu alongside his wife, Senator Remi Tinubu, would land “by 2pm at the presidential wing of the International Airport.”

“My dear brothers and sisters of this unique family, I wish to inform and request of us all that anyone in Abuja and Nasarawa is invited to join in receiving our people’s President-elect and First Lady tomorrow by 2pm at the Presidential wing of the International Airport.

“Departure Time:2pm; departure venue: The Campaign Office; Accreditation time: 12pm. Buses will be provided. Only Accredited persons will be allowed at the airport for security reasons,” Faleke’s tweet read.

Also, another party chieftain and a high-ranking member of the APC Presidential Campaign Council, who craved anonymity, disclosed that Tinubu’s private jet will be hitting the tarmac of the Nnamdi Azikiwe International Airport in Abuja on Monday (today).

He said, “The report is correct. Asiwaju will be arriving tomorrow (Monday) preparation for the May 29 inauguration. He will also be meeting with the party soon to discuss the leadership of the National Assembly.”

The APC Director of Publicity, Bala Ibrahim, also confirmed that the NWC meeting may take place this week.


He, however, couldn’t confirm whether the President-elect would be in attendance.

He stated, “We are expecting the President-elect to arrive hopefully from tomorrow (Monday). I may not be sure of the exact date, but I think the NWC meeting will also take place this week after everybody must have resumed from the holiday break and their trip from Umrah.”

Earlier on Sunday, the APC announced the dissolution of its Presidential Campaign Council, which was inaugurated in October to campaign for Tinubu’s victory.

The dissolution was contained in a statement that was jointly signed by the PCC Director General, Governor Simon Lalong, and the secretary of the council, Faleke.

Lalong also applauded the President, Major General Muhammadu Buhari (retd.), for his unflinching support for the APC presidential candidate throughout the electioneering campaign.

Lalong said, “Since the campaign council began in September 2022, we have witnessed an unprecedented, relentless, and engaging mobilisation of our members nationwide and in the diaspora towards securing the majority popular votes for the Tinubu/Shettima presidential ticket.

“The journey has been a worthy one with our hard-won victory. The credit goes to all our members, particularly, the leaders and members of the various campaign directorates.

“We would like to express our deepest appreciation to President Muhammadu Buhari (GCFR), for his unwavering support and leadership throughout the campaign. We could not have achieved this level of success without his single-mindedness, commitment, and forthrightness.

“However, we have concluded that it is in the best interest of the campaign and its stakeholders for us to dissolve our council with immediate effect. This has become necessary to retune us towards the May 29, 2023, inauguration of the President-elect Asiwaju Bola Ahmed Tinubu’s administration. The process of transitioning into a new era of a Renewed Hope is underway and all our energies and activities must reflect the principles underlying this process.

“We hope that you will all continue to stay involved in Nigeria’s political process and to advocate issues that you believe in. The Military High Command yesterday dismissed the alarm raised by Kaduna State governor, Malam Nasir El-Rufai, that bandits could take advantage of the transition period on May 29 to launch bloody attacks in parts of the country.

It also denied allegations of its troops supervising killings in Benue and other communities.

El-Rufai had Wednesday, through his Commissioner of Internal Security and Home Affairs, Samuel Aruwan, given a stern warning against the activities of the terrorists during the period while presenting a security report in Kaduna, the state capital.

The governor specifically called for sustained simultaneous ground and air operations across the seven frontline states in the North-West zone and Niger State which had contiguous forest ranges and were most heavily impacted by the insecurity.

According to him, the operation was to prevent a dangerous lull during the transition period at the federal level which the criminal outlaws could exploit.

But reacting to El-Rufai’s alarm while answering questions from journalists shortly after the bi-weekly press briefing at Defence Headquarters, Abuja, the director, Defence Media Operations, Maj.-Gen. Musa Danmadami, described the alarm as “unnecessary”.



Danmadami, who recalled security advisories issued by the United States and United Kingdom, wondered why critical stakeholders had continued to make the Nigerian populace more apprehensive, insisting that the military was always ready to neutralise any threat.

“Just like the general elections have come and gone, winners have been announced, people are just being apprehensive by insinuating the security situations that are not there.

“You will recall that there were US advisory warnings but up until now, there is nothing to show that, and we are still waiting for the consequences. People have been predicting that this country would finish (sic) but nothing has happened.”

According to him, Members of the Armed Forces and the intelligence community are working round the clock to ensure that there is peace and tranquility in the country.

Speaking on the allegations of Benue youths that soldiers deployed in the state look the other way while herders maim and kill the indigenes, he said, “Anybody telling you that story is telling lies. The army will not see people coming to attack a location and sit back. In most of our briefings we tell you, most times we get information and we respond; most times before we get to that location unfortunately the people have committed their mayhem and then will disappear.

“Sometimes we follow them up in pursuit operations and have an encounter with them and in the process some of them are eliminated while some people are arrested.

“You may find out that it is possible that those people came in uniforms; people are carrying AK-47 all over the place. Anybody can get the uniform and wear it and disguise as a military personnel but that does not make them military personnel. Our soldiers are properly trained and we carry out our job in a professional manner. Even if it’s one soldier there, the soldier will do what is needful even if it means giving his life; so that story is totally false.

He insisted that soldiers cannot be at a place of security breach and refuse to respond, adding that it is their primary responsibility to protect the life and property of every citizen of the country.

“In fact, the mere fact that soldiers were even there is enough deterrent for them ­(terrorists) to leave that place. I can assure you of that one, and if it is not enough deterrent, when they come, they will be decisively dealt with accordingly. It’s as simple as that,” he said.

The military spokesman disclosed that there were a lot of follow-up operations on a daily basis after the just-concluded general elections and people moving ammunition from one point to another to go and commit havoc are being arrested.

“We are working round the clock, both the intelligence community and the Nigeria’s Armed Forces of Nigeria are working round the clock to make sure we nip these things in the bud, and if it happens, we respond to it appropriately.

“So, there should be no fear; people should not be afraid that when they hand over there is going to be calamity all over the place. I can assure you that we are ready to address whatever calamity that wants to come up. We are ready for that.

“People should just go about their normal duties and forget about all this apprehension people are creating unnecessarily. There is no cause for alarm; everything is under control,” he added.

He also called on intelligence agencies to quickly expose those funding militant groups and, by extension, terrorism.

The DDMO added, “Funding of militant groups, there are a lot of schools of thought as per who is funding terrorism in Nigeria. I’ll allow the intelligence community to do that; that is not my job to do.”

The Embassy of the Republic of Guinea in Abuja, Nigeria, has confirmed that the Guinean passport purportedly belonging to Nigeria’s president-elect, Bola Ahmed Tinubu, is actually a diplomatic passport.

The Guinean Embassy made the confirmation following a Freedom of Information application written to the diplomatic corp by News Band correspondent.

The application entitled “Freedom of Information Act Inquiry over Bola Ahmed Tinubu’s Guinean citizenship” sought to obtain information on the passport which has been trending online.

The application reads in part: “The Freedom of Information Act 2011 of the laws of the Federation of Nigeria is an Act to make public records and information more freely available, provide for public access to public records and information, protect public records and information to the extent consistent with the public interest and the protection of personal privacy.

“On the basis of the above-mentioned subject, I write to obtain detailed information on the attached document attached below which has been trending online for some time.

“According to the document, Nigeria’s president-elect, Bola Ahmed Tinubu is a citizen of Guinea, besides being a citizen of Nigeria.

“Can you kindly clarify the said issue to enable me provide accurate information to the reading public?

“I will appreciate your doing in line with the Freedom of Information Act.”

Responding, the Embassy of the Republic of Guinea stated that “the diplomatic passport is issued only by the Presidency of the Republic.”

It, however, failed to “confirm the authenticity of this passport.”

The Embassy wrote: “We inform you that in the Republic of Guinea, the diplomatic passport is issued only by the Presidency of the Republic.

“Therefore, we regret that we cannot confirm the authenticity of this passport.

“To find out more, we invite you to send us an official request via the Nigerian Ministry of Foreign Affairs, accompanied by a copy of the passport in question that we could send to the competent authorities in Guinea to verify whether the person concerned has benefited from the Guinean nationality.”

In reaction, News Band informed the Embassy that its “response was more of a smokescreen than a response”.

The applicant averred that it does not behoove on him to approach Guinean Government through the Nigerian Ministry of Foreign Affairs since “it is clear that issuing passports is an internal affair, hence, has nothing to do with my country’s Foreign Affairs”.

He maintained that he has already sent a copy of the passport in question as an attachment to the email, asking: “Do you expect me to go and collect the original from the purported holder, Bola Ahmed Tinubu, who is currently “resting” in France?”

He reminded the Embassy that since he made no mention of “diplomatic passport” but the fact that the Embassy went ahead and confirmed that the passport in question is in circulation and that it is indeed a diplomatic one “is in itself an affirmation of some sort”.

Finally, he warned the Embassy that if within the next seven (7) days, as stipulated by Freedom of Information Act 2011, he still does not receive the desired response, he will approach a competent court of jurisdiction for redress.

The Embassy is yet to respond to the latest averment.

Policemen have arrested a Point of Sale operator who reportedly went on a spending spree after N280m was erroneously transferred to his account by a commercial bank.

The POS operator identified as Alfa Rafiu was arrested by the police on Monday in Ilorin, Kwara State capital.

PUNCH Metro gathered that the suspect is a resident of the Akuji compound, the Abayawo area in the Ilorin West Local Government Area of the state.

According to sources in the area familiar with the issue, Rafiu went on a spending spree after he received the alerts in batches some weeks back.

But instead of him to draw the attention of the bank that mistakenly transferred the huge fund, he went on a spending spree.

“Rafiu bought houses, and cars and sponsored people to lesser Hajj. Although he was generous to several people in the community, some residents were surprised about his sudden wealth as a POS operator
,” one of the sources said.

It was further gathered that the bank auditors later discovered the error and sent law enforcement agents after Rafiu who was arrested and moved to Lagos.

When contacted, the state Police Public Relations Officer, SP Ajayi Okasanmi, confirmed the incident.

“His arrest was carried out by the Force Criminal Investigation and Intelligence Department from Alagbon-Close, Ikoyi, Lagos which makes it out of our jurisdiction,” Okasanmi said.

Wike said in the 42 seconds video clip: “The winner of this election, whether you like am or you no like-am, is Obi. The winner of this election is Obi.”

As his audience cheered wildly, Wike, who worked for All Progressives Congress (APC) Candidate, Asiwaju Bola Ahmed Tinubu, during the election, said: “Listen! Listen! Hold on; I’m not saying this to make you happy. I am saying the truth and nothing but the truth.”

He then added amidst applause: “He (Obi) may not have been pronounced as winner — no problem. The law will take its course.”

The event where Wike spoke appears to have taken place in the state capital, Port Harcourt, during the weekend – going by the address of the rental company that supplied the canopy for the outdoor event. It also appears to have been a Peoples Democratic Party (PDP) event as some of the face cap of some of the attendees had the inscription SIM – the pet name of the state Governor-elect, Siminalayi Fubara.

Wike’s revelation comes days after figures uploaded on the server of the Independent National Electoral Commission (INEC) showed that Obi won the election in Rivers and not Tinubu as announced by INEC Chairman, Prof. Mahmoud Yakubu.

The INEC Chairman had declared Tinubu winner of the election with 8,794,726 votes, followed PDP’s Atiku Abubakar with 6,984,520 votes, and Obi third with 6,101,533 votes.

Both Atiku and Obi rejected the results and are pursuing their cases in court.

The Association of Nigerian Private Medical Practitioners (ANPMP) has kicked against the compulsory five-year service licensing of a doctor proposed by the House of Representatives.
The association, however, said that a national emergency should be declared in the health sector as against the proposed compulsory five-year service.

The National President of the association, Dr Kayode Adesola, made the call in an interview with the News Agency of Nigeria (NAN) on Monday in Lagos.

Adesola said the proposed bill would have an adverse effect on the health sector as it was premised on the wrong notion that such a measure would solve the brain drain in the sector.


He said the proponents of the bill didn’t conduct in-depth research on the factors driving the brain drain crisis nor engaged health stakeholders on the implications before moving such a bill.

Adesola added that the bill would worsen the brain drain in the country.

He noted that medical doctors don’t need Nigerian license to practice in other countries.

“We keep saying that the health sector needs urgent attention. Our health system is not working and many Nigerians are dying because of the underfunding of the sector.

“We have teaching hospitals, general hospitals and primary healthcare centres that are dilapidated with outdated equipment.

“Political leaders are seeking medical treatment abroad while the citizens are left to suffer in a country that has one of the best doctors in the world.

“Before it was the young doctors leaving but now, the consultants are leaving. Many health workers left because of insecurity, not just poor remuneration or poor working conditions.

“Insecurity is impacting negatively on the health of Nigerians and the ability of healthcare workers to deliver services to Nigerians.

“Asides from the medical doctor that was killed at his clinic on Dec.31, 2022; two other doctors have also been killed and nothing has been done to rectify the situation,” he said.

The House of Representatives on April 6, passed for second reading a bill seeking to mandate Nigerian-trained medical and dental practitioners to practice for a minimum of five years in the country, before being granted a full licence.

The bill sponsored by Ganiyu Johnson, an All Progressives Congress (APC) lawmaker from Lagos, said the bill seeks to amend the Medical and Dental Practitioners Act 2004, to address the brain drain in the Nigerian health sector.

Rivers State governor, Nyesom Ezenwo Wike, has described as out of order the resolution of the Peoples Democratic Party (PDP) Board of Trustees (BoT) that mandated national chairman of the party, Senator Iyorchia Ayu, to make a commitment that he would resign after the 2023 elections.

The governor wondered why the BoT could not make Ayu to fulfil his initial commitment that he would resign if a northerner emerges as presidential candidate from the PDP convention.

Wike spoke yesterday at the international wing of the Port Harcourt International Airport, Omagwa, on arrival  from a brief trip to Madrid, Spain.

He was accompanied by Governors Seyi Makinde, Okezie Ikpeazu and Samuel Ortom, of Oyo, Abia and Benue States.

Faulting PDP BoT’s resolution in Ayu, he said, “To say he should make another commitment that he will resign after the elections, for me, BOT resolution is ridiculous.”

Wike noted that Ayu failed to inform the party’s national working committee (NWC) about the N1.1 billion he received on behalf of the party.

 
He also expressed mixed feelings over comments credited to PDP presidential candidate, Alhaji Atiku Abubakar, that what the North needs is a northerner, not an Igbo or a Yoruba person as next president of Nigeria.

Wike took a swipe at the PDP national chairman for the kind of responses he gave over the allegations levelled against him, saying Ayu stands indicted except proven otherwise.

He said, “Luckily for me, he (Ayu) has now mentioned that he went to the presidential candidate, Alhaji Atiku Abubakar, the Waziri of Adamawa where they discussed the issues of borrowing.

“Now, the question is, when you talk about borrowing, who approves borrowing? You must go to the National Working Committee (NWC) to say you want to borrow money.

“I challenge him to bring the records where NWC approved that the party should go and borrow N1 billion. What is the collateral?”

The governor explained that in matters of funding the party and the governors had been up to that responsibility dutifully.

He said, “It was therefore unthinkable that the national chairman would, in the guise of seeking funding for the party, opt to collect loan on behalf of the party without notifying the NWC and governors.

“Be sincere; how can you talk of N1 billion loan without the NWC mulling the idea, without the governors knowing. Then you talk about the N100 million he said he told the Board of Trustees (BOT).

“If any governor gives you N100million in order to rebuild one of the structures of the party, the Democratic Institute, let him show the minutes of the NWC where he said a governor has contributed N100 million. Let him show the account to reflect this N100 million.


“Let him also say that the N100m was in Naira or in Dollars. He said he gave it to the treasurer. I thought he would have told the world that NWC was aware.”

The Rivers governor maintained that his allegations against Ayu were categorical and it was expected that his responses should address each of the issues separately.

Wike said, “In fact, the normal thing is that once any governor or any party person has donated money to the party, you will go and tell NWC that so and so person has donated money. Let him (Ayu) show us the account where this money was paid into.

“Coming out to do a general denial is not denial. You (Ayu) must specifically deny the allegations that were made.”

The governor also asked  Ayu to mention names of those he contacted to handle the rehabilitation going on at the PDP Democratic Institute and at the national secretariat, Wadata Plaza, Wuse Zone in Abuja.

He said, “Ask him; the contracts that are going on in this Democratic Institute and that of Wadata, who is doing that contract, is it not one of his sons?
