They don’t carry guns or apprehend suspects, but the 33 members of Troy Citizens on Patrol are putting a real dent in crime, police say.

Graduates of the Troy Citizens Police Academy, an eight-week program that explores all facets of police work, can join the Troy Citizens on Patrol after they complete about two hours of additional training, explained Troy police officer Janice Pokley, who coordinates the program, which began in 2011.

Those who attend the Troy Citizens Police Academy must successfully pass a background check.

“We already know these people,” Pokley said of the volunteers.

“Some volunteers do two hours a month, some do 20,” Pokley said. “We suggest five hours a month.”

Volunteers use their own vehicles and are given magnetic stickers to place on their vehicles while they are on patrol.

“We advise them on areas where crimes have occurred, descriptions of suspect vehicles and suspects,” Pokley said. “If they see anything, they call it in and report it. They’re extra eyes and ears on the street. We really feel they deter things.”

She noted that they patrol city parks and have seen young people disperse when they see the COPs.

“Residents like it,” Pokley said. “They (volunteers) go through the neighborhood, and the residents feel a sense of security.”

COPs also help in the front lobby of Troy Police Headquarters. They pitch in for the Troy police open house, the Police Memorial Day and Shop With a Cop, where police shop for Christmas gifts with disadvantaged youth.

COPs assisted in the Patrick Mikes Sr. murder investigation and went to Montrose County in August 2012 to help police search a cornfield for the body of the victim.

“We walked in the cornfields and looked in ditches,” said Conrad Kruzman, a retired school principal who has volunteered with COPs since it started. “We were very flattered to be asked to do that.”

He said he patrols from 14 Mile to Square Lake and Dequindre to Rochester two to three hours each week, 52 weeks a year. He also keeps an eye on Athens High School.

“I’ve been doing this for so many years that I know what looks suspicious. If I go through a neighborhood and see people walking in between houses, they’d better be wearing a badge. If I see people parked in a no parking zone or burning leaves, I report it. Our prime directive is to observe and report.

“They (police) encourage us to patrol with our windows down so we can hear what’s going on, like a loud party or drag racing,” Kruzman said.

Kruzman said he really feels like he is part of a team as a COP volunteer. He said the police arrive within two to three minutes of him calling in an incident.

COP volunteer John Avery was a member of the first Troy Police Academy.

“We are free to pick our own patrol areas, but a lot of us tend to patrol in areas near to our homes,” he said in an email. “Besides driving the main roads, most of us swing through the schools, parks, church lots, business lots, etc. Many times, the Troy Police Department will email a notice that some type of crime has been occurring in a certain area of the city and ask us to spend some patrol time in those areas.”

“As far as my favorite part of our duties, I would say that as a longtime Troy resident, having the opportunity to assist our Police Department in some ways is a great motivating factor,” he said. “The group of COP volunteers are a good group to work with, and all of us have the same goal of trying to help our Police Department continue to keep Troy one of the safest cities in the country.”

He said the program allows them to feel like they are a small part of the Police Department.

“This was a big factor in my participation. My grandfather was a part of the Detroit Police Department, my father was a Royal Oak Police officer and my youngest brother was a 29-year veteran of the Troy Police Department. After I retired from General Motors Design Center, I was looking for some volunteer opportunities, and when the COPs program came along, it made it possible for me to continue in a small way our family legacy of police work.”

The Troy police will offer the next Troy Citizens Police Academy in the fall of 2015.

Antipas Harris, from the Urban Renewal Center at First Presbyterian Church Norfolk starts this segment off by telling viewers about Clergy Patrol, an innovative initiative which has pastors in Norfolk, VA riding along with police officers. Chief of Police in Norfolk, Chief Larry Boone, says that Norfolk- population 250, 000- is a city that is diverse, has a thriving downtown and is home to the worlds’ largest naval base. Chief Boone started Clergy Patrol in Norfolk, VA to bridge the gap between community members and the police. Chief Boone tells viewers that he has seen that even when a fragile community may have issues with trust of police, there are often no issues with Pastors and Clergy members. Antipas Harris tells us, clergy members are able to connect with a community’s spirituality in moments of crisis. This is an amazing opportunity to reconnect with individuals and members of the community in which a pastor may not otherwise come in contact. Chief Boone was proactive in having faith leaders partner with Norfolk Police and create relationships, as Pastors have influence and are leaders in their communities, says Antipas Harris. Chief Boone tells us that he also wanted Police and Clergy members teaming up to patrol streets, so that Clergy members could see what police officers experience. This program builds relationships between the police and Clergy members, helps individuals in crisis and also places Clergy members in the neighborhoods that surround their churches. Clergy may provide words of comfort or prayers, in the wake of an incident, or community unrest for police and citizens. Chief Boone says that community engagement is very important in the city of Norfolk. Chief wants to be ahead of feelings and incidents that have occurred in our nation, such as Ferguson and Baltimore. He wants to build authentic relationships with citizens. Antipas Harris says that Clergy Patrol is a profound opportunity to bare witness in the public square, which allows the church to be seen as looking outward (and not just looking inward.) We need more Pastors to get involved, says Dr. Harris, to be leadership that is visible in the community, not just in the church. The ultimate goal of Clergy Patrol is to strengthen the relationships with the citizens of Norfolk through the combined reach of police and clergy, Chief Boone said.

Dorothea of Denmark and Norway (November 10, 1520 – May 31, 1580) was a Danish, Norwegian and Swedish princess and an Electress of the Palatinate as the wife of Elector Frederick II of the Palatinate.

From the looks of her paintings, she was a black woman. A Moor, or Moorish looking woman.

“It is pertinent to note that the advent of satellite broadcasting has continued to pose a serious challenge to our traditional cultures, religious values and our identity as a people.

Our youths are now being deceived by the international media with values that are at variance with our culture and the teachings of our religion. What is happening in the Nigerian society is a result of international influence and urbanization.

As people move from villages to the cities, they are detached from their ancestral authority, parents, chiefs, and others. Anti-social behaviors that used to be tackled are no longer tackled all because of modernization; essentially, people are destroying themselves,” he added.
