Not all the time. PMB of APC was reelected in 2019. Weeks after, when the gubernatorial election was held, Seyi Makinde of PDP won the election against an APC man, bayo Adelabu in Oyo, an APC state, also Bala Muhammad of PDP displaced MA Abubakar of APC, a sitting governor.
That was when the electoral law wasn't as strong as the one, newly signed.

I believe our electoral process will evolve with time, provided INEC is ready to do their best. Politicians will always frustrate the process.
