Politics / EFCC Set To Probe Ex-first Lady, Patience Jonathan by watchdognewsnet: 11:40am On Feb 16, 2016
Report has it that wife of a former president of Nigeria, Dame Patience Jonathan may soon be invited by the Economic and Financial Crimes Commission (EFCC) to give certain explanation on her role in the sourcing and disbursement of the huge funds spent by the Presidency two weeks before the 2015 general elections.

The money, estimated at over a trillion naira, was routed and disbursed through the Amnesty Office to some notable politicians in the Peoples Democratic Party (PDP), The Sun is reporting.

Investigators of the disbursement observed that the release of about 40 per cent of the funds was authorized by the former First Lady.

Sources disclosed to The Sun that the failure of the former head of the presidential Amnesty Programme to return to the country has obstructed investigations on how the funds were realized “because he allegedly disbursed the bulk of the money, which was not part of the funds allocated to his office.”

EXCERPTS FROM: http://watchdognews.net/25187-2/

It was learnt that the Amnesty boss who will be defending tha 14 petitions written to the EFCC against him, departed the country immediately after the preliminary investigations into the sourcing and disbursement of funds for the elections.

According to a source, “Ordinarily, he should have been here to defend himself against the petitions, but he has refused to show up. It is highly suspected that he is not in any hospital. It was all a dummy be sold to Nigerians. He left this country as soon as he sensed the EFCC may invite him to explain his role in the funds disbursement.”

Consequently, some of his aides, including personal assistants and drivers, have been interrogated on the matter. The investigating team would also want to ascertain his interest in an airline that operates in South Africa with about 12 aircraft.

Mr Wilson Uwujare, EFCC’s spokesman, could not be reached for comments on the matter before Press time.

Health / Understanding Breast Cancer (graphic Illustrations Included) by watchdognewsnet: 12:36pm On Feb 10, 2016
Breast cancer is the second most common cancer in women. Most cases occur in women over the age of 50. If you notice any lump or change to your normal breast then you should see a doctor promptly. If breast cancer is diagnosed at an early stage, there is a good chance of a cure. In general, the more advanced the cancer (the more it has grown and spread), the less chance that treatment will be curative. However, treatment can often slow the progress of the cancer.

What is breast cancer?

Politics / Pdp Openly Condenms Apc Hate Speeches In Kogi State by watchdognewsnet: 12:39pm On Oct 15, 2015
http://watchdognews.net/pdp-openly-condenms-apc-hate-speeches-in-kogi-state/

The Kogi State section of the People’s Democratic Party (PDP) has demanded that the ruling All Progressive Congress (APC) at the national level should live up to its self-acclaimed moral standing by condemning the alleged violence proposed by its candidate Abubakar Audu.

The PDP has also accused the APC of inciting violence in Kogi and Bayelsa states with a view to causing confusion and to frustrate the electoral process and possibly impede the forthcoming governorship elections in the states.

According to the Publicity Secretary of the PDP in Kogi State, Bode Ogunmola in a news conference at its former secretariat in Lokoja yesterday accused the APC candidate of openly inciting it’s members to unleash mayhem during the election on PDP members who he labelled as thugs. He noted that, “His open call for murder is criminal and we are calling on security agencies to immediately arrest and prosecute this man. We don’t accept the excuse that it is all politics as the precious lives of our members that have been lost cannot be reduced to politics.”

He said that Audu’s incitement was wearisome to them because the November 21st 2015 election was at the corner and what was even most disturbing is that this gospel of violence was coming from the candidate of the party who was a two time governor of the state and a contestant at every gubernatorial election since the creation of Kogi State 24 years ago.

So far in the two rallies held by the APC, Prince Audu Abubakar mounted the rostrum to charge APC supporters to kill those he branded as PDP thugs. The first was at the demonstration Primary School ground in Kabba on Saturday October 3rd while the most recent one was few days ago in Okene.

Also in a press statement by the National Publicity Secretary of the PDP, Chief Olisa Metuh in a statement on Wednesday said the imprints of the APC could be felt in the sudden militancy in Kogi as well as the growing cases of political violence in Bayelsa ahead of the November 21 and December 5 governorship elections in the two states respectively.

Politics / Prof Osinbajo Insists Diversificatn Is D Road-map 2 Nigeria’s Economic Recovery by watchdognewsnet: 3:04pm On Sep 18, 2015
Vice President Yemi Osinbajo while delivering a lecture at this year’s annual conference organised by Academy for Entrepreneurial Studies (AES), held at the Nigerian Institute of International Affairs (NIIA), Lagos, re-echoed the need for the country to diversify its economy, which is largely dependent on oil proceeds .

The theme of the conference was: ‘Diversification: Road-map to Nigeria’s Economic Recovery’.

Osinbajo, in his speech, assured that the President Muhammadu Buhari administration was determined to explore other sectors for revenue generation, especially now that global oil price fluctuated at will.

“At independence, the primary drivers of our economy were agriculture and mining. By the 70s, crude oil took over, making the country a virtual mono-product economy”, he said.

“For the country’s economy to maintain steady and consistent growth, other sectors of the economy must be looked into, like mining and agriculture, because the products coming from there are essentially predisposed to the vagaries and vulnerability of the global market with attendant consequences for the growth and development of the national economy.

“We cannot continue like this. We are poised to restructuring this mono-product economic structure where a recession in any of the sector will not drastically affect the economy. The failure of other sectors to grow is responsible for the unacceptable high rates of poverty, high unemployment rate, high import dependency, high cost of living and low levels of revenue”, he added.

Reiterating the urgent need for prudence in the management of financial resources, integration of economic, financial and employment policies among implementing agencies and addressing critical policy gaps, Osinbajo said “Nigeria as an emerging economy, no doubt, needs to key into the current pace of globalization through the process of diversifying its economic productive base.”

According to him, “once the economy is diversified, there would be improvement of employment generation, especially for the youth; increased direct foreign investment with opportunities for backward integration; stem the tide rural-urban migration; reversal of brain drain expected to be gained through increased diaspora investment and remittances; reduction in crime rates, social strife amongst other social pathologies in the society; improved balance of payment through increased production; enhance the development of small and medium scale industries; and improvement in costs of doing business and reduction of corruption and impunity.”

Foreign Affairs / Military Coup In Burkina Faso; President Michel And Prime Minister Zida Abducted by watchdognewsnet: 4:28pm On Sep 17, 2015
The Military in Bukina Faso has taken over the government of the country in a coup that occurred last night. This coup comes less than a month before elections meant to restore democracy in the West African country.

The Burkina Faso military in a TV broadcast confirmed that it had stripped interim President Michel Kafando of his functions and dissolved the government.

Burkina Faso was plunged into chaos yesterday night when the elite Republican Guard, a pillar of long-time former President Blaise Compaore’s regime, seized President Michel Kafando, Prime Minister Yacouba Isaac Zida, and two ministers.
The powerful presidential guard has repeatedly meddled in politics since Compaore was toppled in a popular uprising in October last year.

“The patriotic forces, grouped together in the National Council for Democracy, have decided today to put an end to the deviant transitional regime,” a military official said on RTB state television.

Politics / Buhari – I Will Not Direct That The Naira Be Devalued Further by watchdognewsnet: 12:26pm On Sep 17, 2015
President Muhammadu Buhari has disclosed that amidst the Central Bank of Nigeria’s growing struggles to keep the naira at current levels, he would not direct that the naira be devalued further.

The Central Bank of Nigeria had devalued the naira in November last year and February this year.

The nation’s revenue has been hit hard by the fall of global crude prices, and the CBN has imposed increasingly strict foreign exchange rules to save the external reserves and avoid what would be the third devaluation in one year.

“I don’t think it is healthy for us to have the naira devalued further,” Buhari said in an interview with France 24.

“That’s why we are getting the central bank to make modifications in terms of making foreign exchange available to essential services, industries, spare parts, essential raw materials and so on – but things like toothpicks and rice, Nigeria can produce enough of those,” he said.

The naira had fallen to as low as 242 per dollar on the parallel market in July, versus the official rate of 197. It has lost around 15 per cent against the dollar over the past year, with the official devaluation in November and a de facto one in February.

In June, the CBN restricted access to foreign exchange for the import of 41 items ranging from rice and toothpicks to steel products and glass.

The stringent restrictions have not gone down well with investors, who have called for a relaxation.

Last week JP Morgan threatened to remove Nigeria from its influential emerging markets bond index by the end of October, citing a lack of liquidity and the central bank’s currency restrictions.

The external reserves fell by three per cent to $30.69bn by September 14, from $31.63b a month earlier, central bank data showed on Wednesday. The reserves were down 22 per cent from a year earlier.

The CBN has been trying to support the local currency, selling dollars to bureau de change operators twice weekly in a bid to narrow the gap between the official and unofficial exchange rate.

The bank cancelled the auctions in February.

Politics / Wike Gives Reasons For Probing Amaechi by watchdognewsnet: 11:21am On Sep 17, 2015
Governor Nyesom Wike of Rivers State has on Wednesday said he will implement the recommendations of the Justice George Omereji-led judicial commission of inquiry.
Wike constituted the panel to probe the sale of Rivers’ assets and to also look into other matters concerning the management of state resources by the past administration.

Wike lamented the level of alleged financial crimes committed with impunity under ex-Governor Rotimi Amaechi, adding that the criticism against the panel will not deter him from punishing all those found culpable.

Wike, in a statement signed by his Special Adviser on Media and Publicity, Opunabo Inko-Tariah, said he was not the first to establish a commission of inquiry.
According to him, Amaechi, set up the Justice Kayode Esho commission of inquiry and added that former governor Peter Odili appeared before the panel.

He dismissed the allegations that the Omereji-led commission of inquiry was established purposely to indict Amaechi, adding that the panel was set up based on the relevant laws of the state.

“The implementation of the commission’s recommendations shall be devoid of fear or favour, affection or ill will. The refusal to appear before the panel is an admission of guilt. The allegation that the Justice Omereji’s commission of inquiry is a subterfuge to indict Rotimi Amaechi suffers from the eclipse of reasoning and poverty of logic.

“Amaechi set up the Justice Kayode Esho’s commission and when former governor Peter Odili was invited, he obliged despite the fact that Justice Esho had made some uncomplimentary remarks about a perpetual injunction concerning Odili,” Wike said.

The Governor condemned the All Progressives Congress in the state for its position on the commission of inquiry, wondering why his predecessor did not properly hand over to him.

He said, “The Omereji’s panel was set up to probe the expenditures made by Amaechi’s government, which is what any responsible government will do because the taxpayers’ money is not for one man, especially when certain financial transactions are opaque.

“It is even more important when the outgoing administration demurred to hand over or when there are no handover notes. The welter of criticisms by the APC in Rivers State is actuated by the fear of exposure. It is just hocus-pocus.

“Governor Wike inherited a hobbling economy and a suffocating treasury. He provided the life-saving machine and today, the state is recuperating. The sittings (of the panel) were not done clandestinely and all that was expected of Amaechi and his acolytes was for them to appear and prove their innocence.”

In establishing a panel of inquiry, governor Wike took a cue from President Muhammadu Buhari, “an embodiment of probity and rectitude”, who is also looking into how public funds were spent under the last administration, he added.

Dr Bukola Saraki, Nigeria’s senate president has stated that one major achievement of the 8th Senate in its first 100 days is laying the foundation to regain public trust.

He stated this while assuring Nigerians that under his leadership as the senate president, there will be a focus on making people oriented laws.

Reacting to insinuations in some quarters that the Senate has not been able to record tangible achievements, Saraki said: “We have kick-started the process of restoring public trust, such that the 8th Senate will only make people-oriented decisions.”

While lamenting the abandonment of a National Assembly television station which he claimed was built for N500m during the 7th Senate, he promised to find out why such a project that gulped a lot of tax payers’ money was abandoned.

The Senate President equally stated that the 2015 National Assembly budget would soon be made public, assuring that accountability and transparency would be upheld by his administration.

He pledged that the Senate will begin the screening of ministerial nominees once it receives the names from President Muhammadu Buhari.

“Nigerians deserve to know what is going on in the National Assembly and the NASS TV will go a long way (to ensure that). I was told that up to N500m was spent on it. Politics / Buhari Avows Fighting Terrorism, Oil Theft, And Corruption At The Same Time Is N by watchdognewsnet: 12:36pm On Sep 11, 2015
President Muhammadu Buhari has avowed that it is not easy running an administration that is waging war against terrorism, oil theft and corruption at the same time. Buhari said this as he pointed out that his regime was being challenged with the Boko Haram insurgency, oil theft, illegal fishing, oil pollution and illegal dumping of toxins in the country.

He however noted that in spite of the difficulties being faced in fighting these scourge, his administration would not relent in eliminating the vices from the nation’s body polity.

Buhari, who disclosed this when the President of Togo, Faure Gnassingbe, visited him in Abuja, expressed appreciation for Gnassingbe’s visit and for his concern about regional security.

While insisting that it was not easy for his administration to be fighting on many fronts, the President noted that government is contending with insurgency in the North-East and oil theft in the South-South, while trying to provide infrastructure in the country at the same time.

According to him, “His (Gnassingbe’s) concern about regional security made it imperative for him to organise a summit on maritime security and development in November to examine a lot of issues.

“As for Nigeria, we are grateful for the sympathy and the goodwill expressed, touching on the performance of our armed forces and law enforcement agencies, since this administration came into being. It is not easy trying to fight on so many fronts, the North-East, the South-South and then try to provide infrastructure in our country.”

The President observed that the cooperation of the regional countries comprising Cameroon, Chad, Niger and Benin Republic had resulted in the isolation of Boko Haram and peace in the region.

He also advised African countries to pay attention to agriculture and manufacturing to provide jobs for the jobless.

In an earlier remark, the Togolese President had invited Buhari to a security and piracy summit scheduled for Lome in November.

Gnassingbe said his country was organising the summit because $7bn had been lost to piracy in the Gulf of Guinea.

The Togolese leader told Buhari that the security summit would deal with issues of piracy, oil theft, environmental pollution, immigration as well as human and drug trafficking.

He therefore called on African nations to collaborate to combat the scourge and security challenges in the sub-region.

Gnassingbe commended Buhari and the Nigerian security forces for the work they were doing to combat terrorism in West Africa.

When asked by journalists if African countries were not hosting too many summits, Gnassingbe disagreed, saying the summits were not enough.

He said, “Piracy alone costs the Gulf of Guinea $7bn a year, that is what we lose for not combating it and we also know that without cooperation you cannot combat piracy, but the first stage is to come together and talk.

“If all the African countries are on the same page, it would be easy to tackle the security

challenges, so we have to keep holding summits, because individual countries cannot combat piracy effectively without cooperation.

“If you try to fight them in Togo, they go to the next country, then you don’t have the mechanism to go into the other countries. So, summits are necessary, they are not even sufficient,” he stated.

Nairaland / General / Kachikwu-nigeria’s 4 Refineries Must Become Fully Function Within 3 Months by watchdognewsnet: 11:44am On Sep 11, 2015
The Group Managing Director of the NNPC, Dr Emmanuel Ibe Kachikwu, said Nigeria’s four refineries at Port Harcourt, Warri and Kaduna must become fully functional within the next three months to guarantee uninterrupted fuel supply in the country.

The NNPC boss, who was speaking in Kaduna during a tour of the Kaduna Refining and Petrochemical Company, assured that his management would provide all that is required to enable refineries operate optimally.

“We must make all the FCCUs (Fluid Catalytic Cracking Units) and the fuel sections to work efficiently in the next three months so that Nigerians will continue to enjoy uninterrupted supply of petroleum products,” Mr. Kachikwu said.

On the refinery in Kaduna, the NNPC boss said the plant would soon experience a turn around that would make it commercially viable and sustainable in view of the level of energy being invested to accelerate the effort to give it the desired face lift.

“You will soon have a different company. We must leave no stone unturned in our determination to put the plant on the path of profitability. We must make the company a success,” the GMD told the staff and management after the tour.

Although he noted that the challenges currently militating against the operations of the refineries were huge, Mr. Kachikwu declared they were not insurmountable.

He assured that all the component units of the refinery, including the FCCU and the fuel section, would be fully rehabilitated to restore crude oil supply to the plant for product refining.

While commending the previous administrations for establishing the refineries, he challenged Nigerian leaders to sustain the vision, and ensure that the crisis in the supply of petroleum products was collectively resolved.

He underscored the need to establish more refineries in the country in view of the current low local refining capacity that has seen the country depending on massive importation to meet domestic demand.

“I am pushing to build new refineries next to our existing plants in order to boost the nation’s refining capacity for the common good,” Mr. Kachikwu said. “The new refineries will be developed by private investors, while NNPC’s role will just be to provide with space close to the existing refineries to enable them share key facilities, such as pipelines and storage facilities.”

He promised to undertake periodic visits to the refineries, to galvanize the process of bringing them to optimal level of efficiency.

The Group Executive Director, Refining & Technology, Dennis Ajulu, expressed optimism in the ability of the NNPC to rise above its challenges and reposition itself on the path of profitability.

On his part, the Managing Director of KRPC, Saidu Mohammed, said the staff of the company were fully aligned to the vision of commercialization and would support the GMD to drive process to a successful conclusion.

Since assumption of office last month, Mr. Kachikwu had embarked on similar inspection tours of both Port Harcourt and Warri refineries.

Science/Technology / With Ios 9, Apple May Finally Help Us Forget The Disaster That Was Ios 8 by watchdognewsnet: 10:12am On Sep 10, 2015
“You can’t just ask customers what they want and then try to give that to them. By the time you get it built, they’ll want something new.” –Steve Jobs in an interview to Inc. Magazine.

Jobs was no populist demagogue. His first concern was innovation (which worked mostly but not always) – with making something so radically different that it would be remembered for a long time – the money came second as did the acclaim. He cared about design, he cared about usability and changing the way people used devices through Apple products. He also believed that he ‘knew’ better.
A famous anecdote that often does the rounds was about the first prototype of the iPod is how Jobs dropped it in a fish tank.

“When engineers working on the very first iPod completed the prototype, they presented their work to Steve Jobs for his approval. Jobs played with the device, scrutinized it, weighed it in his hands, and promptly rejected it. It was too big.

The engineers explained that they had to reinvent inventing to create the iPod, and that it was simply impossible to make it any smaller. Jobs was quiet for a moment. Finally he stood, walked over to an aquarium, and dropped the iPod in the tank. After it touched bottom, bubbles floated to the top.

“Those are air bubbles,” he snapped. “That means there’s space in there. Make it smaller.”

He demanded perfection. His thoughts on iOS were in a similar vein. It was supposed to be simple, usable and something that ‘just works.’

However, iOS 6 had more than its share of problems – Apple Maps was rough around the edges, issues with signal strength and decreased battery life also marred the update.

iOS 7 faced a similar torrent of complaints. iMessage was not consistent, battery drain remained an issue and it really slowed down older devices.

But then came along the disastrous 8.0.1 update which essentially bricked many new iPhones – it had a huge footprint, made older phones obsolete and added many un-needed default features to the system. All of that also gave the battery a huge hit. But most of all, there was also a DNS issue that would prevent devices from connecting to Wi-Fi networks. As an Apple fan club card member, this wasn’t easy to digest. Tim Cook and Co tried to quickly rustle up an answer and never quite succeeded. It never reverted to the genius that we were used to. It simply didn’t work.

Jobs would not have been pleased and neither was the Apple cult. So when Apple first announced iOS 9 – the fact that they emphasised stability was welcome.

A major complaint with iOS 8 was the 4.58 GB of space it took to install the update (users had to transfer pics, delete apps to make space for the new update), preventing many with 16GB devices from using the operating system. But iOS 9 requires only 1.3 GB of space to install and that is what we call a good beginning.

Coming second on that list of updates is battery life. It will one hour better, three hours if you use power save mode. Given the number of apps and games that iPhone users tend to use, this is as populist a measure as one could have hoped for.

Apps in iOS 9 will also take advantage of Metal, making more efficient use of the CPU and GPU for faster scrolling, smoother animations, and better performance. Email, messages, web pages, and PDFs all render faster. Who can ever say no to the rush of speed!

And then a much needed change comes with a silent rollback to the trusty “mDNSResponder.” Apple had decided to scrap it in favour of a new DNS responder called “discoveryd” but that had led to many issues ranging from duplicate computer names, random crashes to pages simply refusing to load. But at WWDC 2015, it was learnt that “discoveryd” had finally been killed and mDNSresponder is back. Hopefully, that sorts out the Wi-Fi issues once and for all.

Intelligent search (even within apps provided you give permission) will be useful as will the simple touches – like the ‘Now Playing’ screen if you plug in your headphones or even the fact that the native Mail app will now allow one to add file attachments for the first time.

Apple Music and Pay are huge punts as well but for now it seems like they won’t have much relevance in India but still with iOS 9, Apple has sent all the right signals. Now, all that’s left is to make all those dreams a reality. That as we have seen in the past is easier said than done.

Facebook has revamped its Pages service on mobile devices, in an attempt to attract more businesses by giving them a new way to showcase their products on the social-media platform. The company wishes to offer businesses more ways to communicate or interact with customers using their smartphones, tablets and desktop. The layout will launch in the ‘coming weeks.’

Facebook says that, “We’re adding new features to Pages to make it easier for the more than 45 million active businesses on Facebook to highlight important information and reach their goals.”
In addition, “The new features for Pages reflect our belief that no matter if you’re a plumbing company, a flower shop, a non-profit or a brand, your Page should house the information people are looking for, help you communicate with your customers and support your unique goals.”

With the upgrade, one will get Page call-to-action buttons on mobile are more prominent, making it easier for businesses to use their Page to reach out to more consumers. It is directly available under the Page cover photo, so that you cannot miss it. The company is also testing several new call-to-action buttons on mobile, including ‘Call Now,’ ‘Send Message’ and ‘Contact Us,’ making it easier for people and businesses to connect directly.
Among the changes, Facebook also announced two new sections for Pages. According to Facebook, the new Shop section helps retail businesses bring their products to the forefront of their Page, while the new Services section enables professional services businesses to showcase a list of their offerings at the top of their Page. This way, a Spa can add their services menu to their Page or highlight the line of products they sell, helping people get to know their business faster.

In the end, Facebook has improvised on the layout hoping to make it easier for users to navigate through Pages on mobile. The company will offer each Page section with a corresponding tab, just like how videos and photos have their own tabs.
When the service is launched, Page visitors will be able to click on the tab associated with a section to see more details. Additionally, the Home tab will also contain highlights of each section, so relevant information is front and centre when someone first gets to a Page.
