Ontario, Saskatchewan and scotia nova would nominate you without job offer. On availability, ontario periodically sends a letter of interest to applicants with crs score >400 (with priority on newly created profiles). Saskatchewan opened in Jan for 3 days, but it's currently closed. General opinion is that they may open up again in March, but I would say it's better you shadow their site regularly. Mind you, Saskatchewan has a preferred occupation list.

Is there any PNP currently available without Employment offer?

You do not need the WES report to submit the EE profile, it will only ask if you have a WES comparism.

Hi,

I just received mail that my WES evaluation has been completed. Do I wait for the hard copy to arrive or can I go ahead with the EE application using the online pdf copy downloaded?

Go for PR directly. You would stand a good chance (at least through PNP) if you could jerk up your Writing score to 7.5 and may be reading to 8.

I need advice on what to do concerning migrating. I am torn between going for a master's and applying for EE.

A little background.
First Degree: Biochemistry(2.2) ECA evaluation in progress
Worked for 6yrs before being disengaged in 2012.
Running personal business since then.
Aged: 33
General IELTS scores: Listening 8.5 Reading 7.5 Writing 6.5 Speaking 8.0 Overall Band Score 7.5
Occupation: Graphic Designer/Web Designer/Digital Marketing

I am tired of this country and need to move. Please advice. Thanks
