A Case Study of Nigeria Customs...

We have been bamboozled with tales of President Buhari seeking only men of integrity and technocrats to appoint in his cabinet and not any tainted character. Unfortunately some section of Nigeria like South-East failed this integrity and technocrats test woefully, hence nobody was appointed from among them, not even the brilliant, smart and dedicated; Dr. Ogbonnaya Onu who contributed the entire ANPP to the merger that born APC. I believe he will be gnashing him teeth in regret now, knowing that other power blocks in that marriage has been duly compensated but him. Forget the story of there are more appointments coming; those are more like "observer" offices/appointments. Also remember, the North will participate in sharing this remaining largesse again as stipulated by the Nigerian constitution. It's laughable that while northerners enjoy their appointments silently, my southern brothers remain awake defending these northern appointments.

Back to our topic; Retired Col. Hameed Ali was recently appointed Controller General of Nigerian Customs; an important revenue generating agency to the federation which has enjoyed its fair share of controversy with regard to corruption perception.

An undeniable fact is that under Jonathan administration, Nigeria Custom led by Alhaji. Abdullahi Dikko underwent several restructuring and automation of its activities(technology revolution). Which in itself is good and allows for blocking leakages, increasing government's revenue base, and ensuring strong cum sustainable institutions. Yes, we need strong institutions and not strong individuals in modern democratic world. And that's a proactive way of nipping corruption and looting in the bud(Remember, yam & goat analogy of Goodluck Jonathan). There are many sides to this issue of Buhari having trust issues, and Custom officials supposedly failing integrity test. Appointing an outsider has many demerits than merits here viz;

1)Have Buhari considered the injustice therein in denying a worker deserved freedom for career growth by leasing out top positions in any organization?

2)Did Buhari consider the danger of low morale among workers and other disastrous effects of such disincentive?

3)Did Buhari consider how long and the cost in terms of resources and time it will cost the country to train and teach an outsider(in this case; Hameed Ali) the custom job?

4)Isn't Hameed Ali going to be tutored about the job requirements and processes by same officers that supposedly failed Buhari's integrity test?

5)Hameed Ali sure like men of his age isn't ICT compliant in the actual sense of it. How is he going to effect topnotch positive changes and improve on systems he doesn't understand or protocols he isn't familiar with? ...Isn't this a square peg in a round hole?

6)Isn't Buhari by this appointment endangering the successes already recorded under previous administration in Nigeria Customs?

7)If the story that top officers failed integrity test of Buhari is true(though to me, it is a lie); hence his choice of outsider, Will his appointee become an omnipresent to oversee this agency with only corrupt officials and personnels? Won't it be better if Buhari sacked all custom personnels and seek new angelic personnels?


Suffice it to say that, we need strong institutions using technological initiatives as evidenced in last administration of Jonathan introducing IPPIS, TSA, etc to block leakages and combat corrupt tendencies efficiently; and not looking for superhuman or strong individuals, who jeopardize the system by their lack of experience in such "strange grounds", ICT knowledge(prerequisite in modern world activities), and worker's welfare cum career progression. An analogue brain no matter how well intentioned cannot decode a digital challenge. No sector is bereft of sincere and intelligent individuals and none is an abode for thieves too. Let's get it right always nationally not sectionally.

Not at all...DSS did display what they got from there publicly... NASS isn't an arm of APC but Nigeria... Tambuwal got PDP mandate and handed it over to APC which is part of the things that aided in bringing PDP down...

If Jonathan was not tolerant, APC folks committed many treasonable offence for which they would have been picked up and dumped in jail including those calling for mutiny etc...hounding them won't be a big deal...

It is in the best interest of the people of SE and Nigerians for the present admin to cancel the project and re award the contract and to be funded by the FG instead of what GEJ saddled the people of that region with which is a tolled bridged that you you and tour people are going to pay for out of your pocket for 30 years.

A bridge that's funded by the FG/People of Nigeria which you and the people of that region won't have to pay for out of their pocket for 30 years or the present arrangement making you and your children pay for your own bridge.

Your map showed Asaba vs Onitsha...But Op showed the road runs through to Nkwelle-Ezunaka...a town outside Onitsha including bypassing Nkpor etc Any road covering such mileage is worth 44km....Till you prove that such distance isn't worth 44km then you have no case....thanks

The project is being constructed under a Public Private Partnership (PPP) scheme. A Consortium JB-NSIA, is working on the project on the basis of Design, Build, Finance, Operate and Transfer (DBFOT), at a total cost of N108 billion. The Bureau of Public Procurement (BPP) reviewed the concessionaire’s cost of N138 billion down to N108billion. The project phases will be constructed under Engineering, Procurement and Construction contracts awarded by the Federal Ministry of Works (FMW).

Obasanjo awarded that bridge in 2007 but nothing came of it till 2010 when Jonathan re-awarded same bridge but 6 years later nothing still came off Jonathan's efforts. I believe Jonathan like his predecessors played politics with the bridge hence it being at starting stage in 2015.

Yes...I noticed too...but I felt maybe the project cuts through Onitsha/Owerri road to burst out there...thus avoiding congesting Bridge head or Upper Iweka or other such Onitsha traffic for those going to Enugu/Awka or other such places....

Hence Onitsha urban isn't disturbed either by those going to Owerri/Aba/PH or Awka/Enugu/Abakaliki etc

There is also dispute over the total length of the connecting road as the article I posted says it will be about 11.9km long.

How can it be 42Km? How long is the width of the Niger?

The truth is that work has commenced on the Second Niger Bridge and is progressing. The project, which is divided into three phases, will bypass Onitsha and Asaba to connect the Owerri-Onitsha Expressway at Nkwerre Ezunaka, and then cross Atani to the Asaba-Benin Expressway at Okpanam with a total length of 44 kilometres.

With the above...I believe the possibility of the 44km...And the author can't write this knowing fully BPE, Mins of Works, & except Julius Berger are all under buhari now...hence can easily be verified...

Those towns mentioned are very long distance part plzzz...

Though I am not denying that certain degree of corrupt practices were committed by individuals who served directly or indirectly under Jonathan's administration but I hate false accusations, even the court of law (justice) prefers acquitting criminals to condemning an innocent citizen.

As an Engineer, I am in love with details and specifics, I hate application of guess work (in practicals and real businesses) among my subordinates and employees alike hence I wouldn't commit myself to half truth and falsification of facts. The disadvantages outweigh any temporal gains it offers.

The government should stop bringing allegations before the court of public opinion without thorough investigations and concrete evidence.
