For houses, they select the best houses and government pays for them. They reimburse payment for the house for over 10 to 20 or even 30 years. That duration of reimbursement is called mortgage. If they see another beautiful house in between, they sell the other one, collect back everything they paid for the old one and ask government to pay/buy the new one for them. They start paying mortgage for the new one while the person who buys the old one will continue paying for the remaining years mortgage to government.

In Nigeria a civil servant who is paid 200k needs 20 years (without removing money for food or anything) of his salary before he can build a duplex. Any civil servant in Nigeria with a house is mostly corrupt. At least 95%.
