The Minister of Communications is answerable to the president and he cannot approve tariff hike unless the president allows him to.
The NCC is the regulatory body that also approves what the telcos can charge and their chairman is also appointed by the president and hence would not approve tarriff hike if the president opposes it.

These sort of decisions are taken at Ministerial level. As the Coordinating Minister of the Economy, the Minister of Finance will likely know about some of the details, but it is the Minister in charge of that sector that will 'package' the 100% price increase and then justify it to the Minister of Finance for approval.

Highly unlikely the President knew much of this.
