Many years of terrorists attacks in Nigeria. The DSS hasn't been able to discover, freeze the bank accounts, and prosecute the sponsors.
Recently, Six Nigerians were sentenced to various jail terms by United Arab Emirates (UAE) for sponsoring Boko Haram activities in Nigeria to the tune of $782,000. Instead of the DSS to work with UAE to go after the main sponsors in Nigeria and freeze their bank accounts, they turned a blind eye.
Now they have enough reasons to go after the bank accounts of peaceful protesters.
What a country!!!!

The point is that not all the arrest by the police is for prosecution. Sometimes, it is for the safety of the person till tension is over, or the case is resolved amicably.
