US troops were 100% in charge of Afghanistan security and they fled, we all watched it live. They ran away and left both weapons and bases.
But here, it is Syrian Troops of over 200k fleeing. Russian troops are still in their bases. Russia's role in Syria is limited. They didn't deploy ground forces everywhere like the US.
