There's political undertone in the pardon. That's clear. The father in law either willingly for stated reason or by coercion behind the scenes, supported. If the family of victim insist on the conviction being carried out and the law is set, it would be so, baring political interference.

Sometimes, what is presented to the public as the reason for an action is not the actual reason.

Two things:
1.
Why didn't the man publicly forgive his daughter-in-law before the presidential pardon? Is it after the presidential pardon that the man got grandchildren from the pardoned lady?

2.
There are many other women and men who are in prison because they killed their spouses. Those one should be granted the same pardon so that they can take care of their children, even if the families of the slain spouses do not publicly claim that they have forgiven the murderers.
