Get a decent laptop with good CPU, at least 8GB RAM, 256GB SSD Storage. this would be enough for programming and coding.

I Also have a XP-Pen Artist 15.6 Pro drawing tablet, it works well with photoshop and krita.
I can even use it for PDF Annotating, note taking.
I can highly recommend this brand, which provide competitive features at more affordable prices.
