Yes , Govts can borrow from citizens through treasury bills and bonds. Most govts debts in Nigeria and elsewhere are through bonds. Some US bonds are mostly invested in by Chinese , Vice-Versa.

You can lend Nigeria govt money by investing in monthly bonds. Some debts are for monetary policies while others are for fiscal policies. Just contact your banker.
