Yes that is possible. Is allowed without headache to change across Germany France and Malaysia but changing to UK is very difficult. It only happen in rare cases

Partial scholarship can have different meanings. But in the case of PTDF, I think it may mean a process whereby your university will offer you a tuition-free admission so that PTDF will be responsible to pay only for your living expenses I believe PTDF is already doing this especially to scholars in Germany and France where they have strategic partner universities.

I have to agree that the CEO is right because reliable source told me the releases was earlier scheduled last Friday. A reliable source from multiple insider. They all said they don't know why it was postponed. So I have to assume that he is right

As of today 02/08/2022 by 2:55pm ptdf 2022/2023 OSS scholarship is not yet out but it can be released at any moment via email for successful candidate while those that were not successful they can check ptdf official site for press release. All your discussion is not relevant to how ptdf work. Some are taking revenge because last week they thought they were deceived by the CEO but the truth is that the CEO is right it was only delayed by the higher authority.

Is the same for everyone. Everyone should better remain silent waiting for the mail or check ptdf.gov.ng to check for release.

On my PTDF Dashboard I have observed that the edit button for my SSCE is active, however, when I click to edit the button, it is logging me out of the portal automatically,...Was it how it has being, please anybody to shed light on this...
