As expected, Nigeria will remain tensed in the coming days. This is because of the sudden reality that the government would not renege in its decision to liberalise the premium motor spirit, also called petrol.

With the announcement on Wednesday by Emmanuel Ibe Kachikwu, the minister of state for petroleum, Nigerians should be prepared for the following:

1. Protests



The decision to deregulate petrol has torn Nigeria into those for and those against the removal of subsidy. On social media, those who are angry have begun mobilisation for a re-enactment of the 2012 #occupyNigeria which almost claimed the country.
Surprisingly however, most of those who partook in the 2012 edition may not likely be active this time.

2. Increased agitation by organised labour

The time has come for the Nigeria Labour Congress and the Trade Union Congress to consolidate on their agitation for an increment in the minimum wage of the country’s workers.

Currently the minimum wage is N18,000 and labour recently demanded for N56,000, an amount the government says it is still considering.

3. Commendation from IMF, WORLD BANK

The duo of the International Monetary Fund (IMF) and the World Bank may have won in the call for Nigeria to carry out full deregulation sector as well as remove subsidy.

4. Sale of refineries

Nigeria has four refineries which have gulped billions of dollars in maintenance, yet have not met expectation. It has always been sad news of low output.

As reported, Kachikwu says Nigeria is currently speaking with Total, Chevron and Agip to see how a partnership deal could be struck concerning the refineries.


5. Passage of petroleum industry bill

With the deregulation of premium motor spirit, the National Assembly could now be motivated to pass the petroleum industry bill to now give total deregulation to the sector.

6. Naira devaluation

Did you just say it is not possible? In Nigeria, anything is. After all, President Muhammadu Buhari, in 2015, argued that it was not the best to increase pump price because it would affect other sub-sectors of the economy.

He has also constantly argued that there was no serious reason to devalue the naira, but Nigeria is currently facing two-digit inflation and the citizens are not smiling.

7. Delayed economic recovery

Though Kachikwu has promised that the price of petrol would stabilise in about six months, many still believe that the economy will take time to recover, especially with a president who believes in ‘slow and steady’.

NAIJ.com had earlier reported that the announced removal of subsidy on the premium motor spirit, popularly called petrol, on Wednesday, may end up becoming a re-enactment of the January 2012 #occupyNigeria, as some agitated citizens have commenced a new campaign to have it repeated against the government of President Muhammadu Buhari.

With the removal of subsidy on the product, the government fixed N145 as the maximum amount to be charged per litre on petrol and while some Nigerians are mobilising on social media for mass protest, the Trade Union Congress (TUC) thinks the fuel price hike was a coup against organised labour.

Subsidy Removal under Jonathan;

Jonathans government announced the total removal of subsidy on Jan 1 2012.

The Facts;



1. Oil sold at 113 usd per barrel as at Dec 31st 2011

2. The exchane rate as at Dec 2011 was 1 usd to N 162.3

3. Jonathan’s Predecessor actually dropped PMS price from N75 to N65 and was able to sustain subsidy whilst handling the amnesty program for repentant millitants till his early dismiss.

4. A more bouyant foreign reserve and growing ecomomy.

The government’s major basis of total removal of subsidy was sighted as massive corruption. Rather than deal with the monster, the incompetence of the government was shifted to the masses. Many Nigerians were not ready to make the government have more money to loot, as subsidy was still sustainable at that time.

After the Occupy Nigieria protests, the price of PMS was revised to N97 per littre, with the promise of urban busses, building and rehabilitation of refineries e.t.c. It is interesting to note that the only partially successful programme after the subsidy removal was SURE-P because some Nigeirans benefitted from it without the “u must know someone” clause. Till the exit of Jonathan’s government, we had no functional refineries, neither were new ones built.

Please note, Boko Haram was more like rag tag millitant as at the time of subsidy removal but later grew to a sophisticated, machine guns, tanks rolling millitant. So BH as an excuse is not tenable.

Subsidy removal under President Buhari.

1. Oil price selling below 40usd per barrel

2. Exchange rate of N197-N199 to a dollar and N320 to a dollar in the parallel market.

3. An ailing economy, with limited FOREX, and dwindling reserves.

The major reason for the total removal of subsidy by the current government is because of scarcity of Forex and an ailing economy. NNPC could not sustain solely importing petroleum products, and there is not enough Forex to give major oil marketers to handle the importation of petroleum products. It should also be noted that the present government have been able to tackle corruption to a fault in the oil industry.

The oil Marketters have now been given the liberty to source forex from other sources to import fuel which is the major reason for the high price hike.

The current government have made moves which will see the price of PMS drop in the nearest future. For the first time in years we have the Warri, Kaduna, and Port Harcourt refineries working together but some misguided youths amd miscreants in the name of avengers have decided to keep sabotaging the efforts of the present government.
There are also moves on ground to build more refineries.

In my opinion, the deregulation of the lower stream sector is right on track at this time and I stand with Buhari on this.

For now i see no reason why this government should not be supported, as they still have more than 2 years to deliver. Should the government not meet up to expectations before next elections, then Nigerians can’t take their anger to the polls

1.What is the benefit of the new price regime to Nigerians?

This government is elected to serve the people and provide benefits to all.

The new pricing regime brings the following benefits:

Solves the recurrent fuel scarcity crisis by ensuring availability of products at all locations of the country Reduce hoarding, smuggling and diversion substantially and stabilise price at the actual product price Ensures market stability and Improves fuel supply situation through private sector participation Creates Labour market stability (will potentially create additional 200,000 jobs through new investments in Refineries and Retails and prevent potential loss of nearly 400,000 jobs in existing investments)

2. Why the new price regime?

This has been brought about by the non-availability of foreign exchange to import petroleum products. Marketers have drastically reduced their importation since Q3 2015 due to a scarcity of forex.

There is a need for them to source independent of CBN to be able to meet the nation’s demand. Also the rise in Crude oil price and prevailing high cost of importation has brought back subsidy regime (at the present price of N86.50) since April 2016. Due to decline in government income related to crude oil price and limited crude oil output caused by the spate of renewed vandalism and sabotage of oil infrastructure in the Niger Delta, there is neither funding nor appropriation to cover this in the 2016 Budget.


3. What is the difference between this new price regime and previous price reviews?

Before arriving at the new price regime, a comprehensive study of the costs of importation was undertaken. All stakeholders including marketing companies and independent experts were consulted in arriving at the appropriate cost reflective regime.

This is in furtherance of the Price modulation framework rolled out in January 2016 which entails modulating prices down or up on a periodic basis to reflect actual prevailing costs.

4. Is this new price regime a deregulation?

While the Federal Government is not deregulating, the Government through this new price regime will ensure that the price of products are monitored and modulated to ensure that citizens get a fair value for products they purchase.

5. What is the real cost of PMS to the Nigerian consumer?

The estimated “true” cost of PMS was valued to be 243.05NGN per litre. This is factoring the estimated average time spent to obtain PMS at the official price (86.50NGN), the estimated hourly wage of the average Nigerian, the average price of PMS on the black market and the estimated average volume bought per visit to the filling stations and also factoring in the frequency Nigerians source PMS from the different markets

6. Why do we have scarcity?

Unavailability of Foreign exchange and Inability to open letter of credit has forced marketers to stop product importation and this imposed over 90% supply on NNPC since October 2015 in contrast to the past where NNPC supplies ~48% of the national requirement.

7. Will the new price regime ensure availability of petroleum products?

The new price regime will allow Marketers source their foreign exchange independently of CBN and ensure adequate product supply in all locations of the country whilst catering for full cost recovery and averaging of prices across the nation

8. Will the new price regime positively impact the economy?

Clearly the continuation of subsidies in any form for PMS limits the ability of Government to deliver its statutory functions such as power generation, security, education, health etc.

The new price regime will enable government focus on these critical sectors and free up our scarce foreign exchange via CBN to be used in other sectors

9. What happens to the subsidy provision in the 2016 budget?

There is no provision for subsidy in the 2016 budget

10. Why should Nigerians not enjoy low petroleum prices as the nation is a Major Oil Producer?

Crude oil price is an internationally traded commodity , the prices are not set by the countries that produce it. Neither do oil producing countries get a discount in the international market for producing this product.

Furthermore, crude oil price accounts for about 80% of the final cost of fuel. Other costs include depot charges, transportation costs, chemicals, spare parts, raw materials etc. is related to host of economic factors. .

Therefore, at the current crude oil price of $40 per barrel, the finished domestic refined fuel sold to Nigerians cannot be priced lower than the cost of the crude plus the other associated costs incurred in converting the crude into PMS and supplying the product to the consumer.

11.How would the Government ensure that Petroleum Marketers sell within the price range?

The relevant regulatory institutions (DPR, PPPRA) will be further empowered to ensure level playing ground, strict compliance with market rules by all stakeholders and consumer protection.

12. How does petrol price in Nigeria compare with those of other countries?

Even with the new price regime, Nigeria would remain one of the cheapest fuel markets in Africa and this could even be lower once competition takes effect. Likelihood of smuggling to Neighboring countries will also be significantly reduced with the new price regime.

13. When do we stop petroleum products importation?

Nigeria will only stop products importation when it attains local production sufficiency.

The present administration is working assiduously on key initiatives towards boosting our local refining capacity.

The overarching objective is to create a competitive downstream petroleum market in Nigeria and be a net exporter of petroleum products by 2019.

Is there a school that offers Business Administration, Human Resource management and Project management all together at post graduate level?

Am a graduate of Geology and I have been self employed ever since I graduated. I have my own hydrogeolological company where I drill boreholes and conduct water treatment for clients. My company is expanding with more clients, more contracts and I have over 20 staffs working in my company.
At this point, I think I need more knowledge in administration and management to be able to run the affairs of my company more efficiently. I wish to go for a post graduate course that encompasses business administration, human resources management and project management. Will like to know if there is any school that offer these 3 packages as one in Nigeria. Don't mind going outside the country to get this knowledge but I think Nigeria is better so as to run my business along simultaneously.

Hello friend, i do not seem to agree with you where you said "forget freezers". I run this business and I started with 5 LG standing freezers. At their level, they gave me blocks within 15 hours. I only added more ice block making machines that gives me 47 ice blocks and another that gives me minimum of 63 blocks because my customer strength is growing.

Just like everything in business, it is better to know how much you can raise to start the ice block business and start from there. I started with 1 LG in my house that i bought at N54,800 or so. Today, though not from the profit therein, I have 5 LGs and 4 other machines. I have at least over 150 blocks a day.
