Federal Government has scrapped Award of HND Certificates by Polytechnics.The decision was reached at the Federal Executive Council, FEC, yesterday where the approval of a comprehensive reform of Nigeria’s tertiary education system was made.
In effect, the award of HND will be limited to only the students currently admitted for the programmes.Also, all the programmes currently being run by polytechnics, which are not technology-based, and which are about 70 per cent, will be scrapped.Under the new rule, the polytechnics will now become campuses of the proximate universities with the Vice Chancellors of those universities appointing provosts for the polytechnics, subject to the ratification of the Universities Councils.
The polytechnics will now be limited to award of the National Diploma (ND) while those desirous of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university.To kick-start the new policy, the nation’s two most prominent polytechnics – Yaba College of Technology and Kaduna Polytechnic – will henceforth be known as City University of Technology, Yaba and City University of Technology, Kaduna.And to give legal teeth to these approvals, the FEC approved the submission of two Executive bills to the National Assembly for enactment.
With education being on the concurrent list, the states may wish to consolidate their tertiary institutions. But if they do not wish to follow the federal example, their programmes will continue to be regulated by the relevant agencies of the Federal Ministry of Education.The first bill will concretise the setting up of the two city universities while the second will approve the preparation and consolidation of all federal polytechnics and colleges of education as campuses of proximate universities.


The Ministry of Justice will do the preparation and submission of the two bills to the National Assembly.
Minister of Education, Adamu Adamu, told journalists after the weekly meeting of the council that under the reform measures, his ministry would, however, continue to license private polytechnics and colleges of education for the award of qualification at ND and National Certificate in Education (NCE) levels.
He said,
“There will be no more award of HND.“After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no fresh admission for HND programmes. And in addition, any programme that is not technical will be out of the polytechnics.“About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme.”A ministerial committee to ensure the smooth implementation of all that is required for the take-off of the reform initiatives is to begin work immediately.
Adamu said, “The HND certificate will remain a legal tender in Nigeria and holders of such certificate will continue to be recognised as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the work place.
“The NCE certificate will be retained as the minimum teaching qualification at the basic level of education. Any higher qualifications by these private or state-owned polytechnics will be only affiliation with a university. So, HND is no longer in existence, but existing HND will be respected and considered legal tender.”

President General of Mdzough U Tiv, a socio-cultural association of Tiv people, Chief Edward Ujege, has declared that the military has chased away herdsmen from Benue land.

He stated this while inaugurating the new executive members of the association in Nasarawa State, noting that peace has finally returned to Benue State.

He was represented at the occasion by the Secretary General of the association, Dr Boniface Ukende. He advised the Tiv in the state to embrace peace and support the government of Nasarawa State.

He expressed happiness that President Muhammadu Buhari had restored peace to Benue State.

“He has set a powerful military team that has chased away the Fulani out of Benue State

“So, they are not disturbing us any longer, because they are no longer resident on Benue land and the people in IDPs are going back to farm. Although they have not fully returned home because their houses were destroyed, the Federal government promises to give them money to rebuild their homes; we are expecting the money,” he said.

Speaking earlier, the new president of the association in the state, Mr Benard Kyeghna, appealed to Governor Umaru Tanko Al-Makura to reopen all Tiv villages which were shutdown down for just no reason before he leaves office in 2019.

“I pray that the state governor will also create chiefdoms for the Tiv people and reactivate the already existing villages which have been closed down for just no reason before he hands over to his successor.

“I wish to draw the attention of the public to the bare fact that Mzough U Tiv is a socio-cultural group which is devoid of political affiliation. We intend to strengthen a symbiotic relationship between the Tiv people and other ethnic groups in the state.”

Kyeghna also said that the group would serve as a strong agent that could help the government of the state in preaching peace among the Tiv people.

The pioneer officials of the Tiv nation’s socio-cultural group in Nasarawa State who were inaugurated by the President General of the group worldwide, Mr. Edward Ujege on the occasion included Bernard Kyeghna; President; Peter Akosu, Secretary and Peter Ahemba, youth leader, among others.

The alleged disobedience of the federal government also relates to its refusal to implement an agreement reached with the union especially on earned allowance.

The Nigerian Tribune reports that SSANU made the resolution at its 35th regular National Executive Council (NEC) meeting held at the Enugu state University of Science and Technology.

The report said the resolution was signed by its national president, Comrade Samson Ugwoke, and the national public relations officer, Comrade Abdussobur Salaam.

The report said SSANU accused the federal government of not obeying the judgment of National Industrial Court, Abuja, which ruled that the teachers in university staff schools who were sacked by government should be reinstated.

The union further alleged that the federal government has not released the N8 billion earned allowance it promised its members.

Senator Chris Ngige, the labour minister, had announced that the federal government would pay the three non-teaching staff unions N8 billion as their earned allowance, but SSANU laments that months after, the promise has not been fulfilled.

“The federal government through the federal ministry of education had informed the chairman of the Joint Action Committee of NAAT, NASU and SSANU via a letter dated 9th August 2018, that approval had been given for the release of eight billion naira being payment of earned Allowances for non-teaching staff in the universities and requested for templates for the payments to the unions.

“It appears that the letters being sent to the unions are a delay ploy by the Federal Ministry of Education as the letters in themselves are needless because the unions had always made their positions known since the irregular disbursement of N23 billion to ASUU in 2017.
