You all are obviously missing a vital point here. Instead of spending the whole 50M this year on the best graduating students, the Pro-Chancellor decided to spread the funds across 10 years. This means that the possibility of spending just 5M this year and pocketing the remaining 45M is very high. After all, nobody may even remember to ask about the money again next year. |
