many years ago, in India (I don't know if it's still in practice)... electricity is only cheap for the first 200 units you consume in a month...you will have to wait till next month to buy cheap units again....any extra unit you consume outside the 200 units before the end of the month you will be charged very high rates.

And many households won't be able to consume 200 units monthly unless they just run appliances anyhow.
