Difficult to say, because other factors affect the fuel consumption rates of a vehicle aside the covered distance(kilometer) by a certain volume(liters) of fuel.

Other signifficant factors to consider are 1) the trafic situation when driving the car , 2) the level of idlying when the car covered the said kilometer.
