President Muhammadu Buhari on Monday said it would neither be prudent nor serve the interests of sound government for him to have formed his cabinet immediately he was inaugurated on May 29. He said it was necessary for the country to first put new rules of conduct and good governance in place before he could make critical appointments into his government. Buhari made the clarification in his article titled, “Nigeria committed to good governance and fighting terror”, published by the Washington Post ahead of his historic meeting with President Barack Obama of United States. He said it was noteworthy that Obama himself did not have his full cabinet in place for several months after first taking office. He said despite that delay, the US did not cease to function in the interim. He said, “As I meet with President Obama today (Monday) the first time a President of the United States will encounter a Nigerian counterpart following the peaceful transfer of power in a contested election in our history — I will be discussing my plans for critical reforms. “So, too, will I discuss why the formation of my administration is taking time and, crucially, why it must. Already, there are voices saying these changes are taking too long — even though only six weeks have passed since my inauguration. I hear such calls, but this task cannot and should not be rushed. “When cabinet ministers are appointed in September, it will be some months after I took the oath of office. It is worth noting that Obama himself did not have his full Cabinet in place for several months after first taking office; the United States did not cease to function in the interim. “In Nigeria’s case, it would neither be prudent nor serve the interests of sound government to have made these appointments immediately on my elevation to the presidency; instead, Nigeria must first put new rules of conduct and good governance in place. “I cannot stress how important it is to ensure that this process is carried out correctly, just as it has been crucial to first install the correct leadership of the military and security services before we fully take the fight to Boko Haram.” Buhari said there were too few examples in the history of Nigeria since independence where it can be said that good management and governance were instituted at national level. He said the lack of a governance framework had allowed many of those in charge, devoid of any real checks and balances, to plunder. The President said the fact that he now seeks Obama’s assistance in locating and returning $150bn stolen in the past decade and held in foreign bank accounts on behalf of former, corrupt officials was a testament to how badly Nigeria has been run. This way of conducting the nation’s affairs, he said, cannot continue. He also argued that failure of governance has been as much a factor in Nigeria’s inability thus far to defeat Boko Haram, as have been issues with the military campaign itself. “So, the path we must take is simple, even if it is not easy: First, instil rules and good governance. Second, install officials who are experienced and capable of managing state agencies and ministries. And third, seek to recover funds stolen under previous regimes so that this money can be invested in Nigeria for the benefit of all of our citizens. “We seek the support and partnership of the United States in these tasks. The importance of the fight against terrorism and corruption in Nigeria, Africa’s most powerful economy and largest populace, cannot be underestimated. “Our allies can provide much-needed military training and intelligence as our soldiers take the war effort to Boko Haram. THE Economic and Financial Crimes Commission has concluded plans to commence the probe of the former President Goodluck Jonathan with investigations into the financial transactions of his ministers and aides. The PUNCH learnt that the Chairman of the commission, Mr. Ibrahim Lamorde, had already directed that all petitions against former public officers at the federal level should be forwarded to him to be acted upon. Findings showed that former ministers, special advisers, heads of parastatals and those of other Federal Government agencies would be invited for interrogation by the EFCC in few weeks from now. Our correspondents learnt that the anti-graft agency would focus on those whose establishments attracted huge allocations from the Federal Government when Jonathan was in power. Such ministries and agencies, it was learnt, included defence, petroleum resources and power. Three top sources in the anti-graft agency confided in one of our correspondents that Lamorde was “determined to expose any corrupt act during the administration of the former President.” One of the sources, who confided in one of our correspondents, explained that anti-graft operatives had yet to arrest any of the former ministers, special advisers and heads of agencies who served under the former President. The source said, “I am not aware of anybody who has been summoned or interrogated by the commission. Those to be interrogated would be determined by the gravity of the allegations against them as contained in the petitions. “What happened last week was that a directive was issued to move all petitions against public office holders under the former President to the office of the Chairman. “The files will be studied and assigned to units to handle the investigations. It is based on the petitions that people will be summoned. “Most likely next week, action would be taken on those petitions…” But the Head of Media and Publicity of the EFCC, Mr. Wilson Uwajaren, denied knowledge of such a directive when one of our correspondents contacted him on the telephone on Monday. “I am not aware of the directive you are talking about. It is not to my knowledge,” the agency’s spokesman said. Reacting to the development, the Deputy National Publicity Secretary of the Peoples Democratic Party, Alhaji Abdullahi Jalo, said the party was not afraid of a probe. According to him, the party and former President Goodluck Jonathan have nothing to hide, saying all the party is asking for is that any probe must be within the ambit of the law. Jalo said the PDP as a political party discharged its duty of providing leadership for Nigeria for 16 years and that it did so transparently. He said, “I am sure Nigerians still remember that it was because of PDP’s desire to deal with the scourge of corruption that our government under the leadership of President Olusegun Obasanjo established the EFCC and the ICPC. The records are there. “All we are asking for is that there must be fairness and justice, whatever probe they want to carry out must have respect for the rule of law, good conscience and the fear of God. “Such a probe must not be carried out based on vendetta or simply because somebody does not like the name or the face of somebody.” Jalo also advised the All Progressives Congress-led administration to pay more attention to providing leadership to Nigeria, “rather than dissipating energy in the pursuit of trivialities.” The Senior Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, had in an interview last week, said President Muhammadu Buhari would probe Jonathan’s government. He had said that the present administration would recover billions of dollars, adding that “the world is too small a place for anybody to hide if you are running from justice.” “It doesn’t mean that anybody that has ill-gotten wealth will not regurgitate it. They will. Remember when he (Buhari) went to Germany for the G7 summit, he met with President Obama and Obama told him to just give us information on where the loot is hidden and we will help you recover it and the government has been working on that. So, that shows that looters will never go free,” he had said. Operatives of the Department of State Services had invaded the houses of Jonathan’s National Security Adviser, Col. Sambo Dasuki (retd.) on Friday forcing the former NSA to a house arrest for 24 hours. The security agency in a statement the following day accused Dasuki of felony, misuse of power and possession of destructive weapons. It said it recovered from Dasuki’s home seven high calibre rifles (high assault weapons), several magazines, military related gear and 12 new vehicles, including five bulletproof cars. A top officer of the DSS had confided in one of our correspondents that Dasuki would face further interrogations this week. Also, the ex-President’s Chief Security Officer, Gordon Obua, was being detained as part of investigations into the security spending at the Presidential Villa during his time. A lawyer to Obua has raised the alarm about the detention of his client. The leader of Islamic State banned his followers from releasing any more of the gruesome videos for which the group has become known, Kurdish and Arab media reported on Friday. According to the reports, which cited pro-ISIS media websites, Abu Bakr al-Baghdadi issued an edict to the group's media offices in which he voiced concern that the videos, which feature execution of captives by beheading, shooting squad, explosives strapped around the neck, and fiery cages, may offend fellow Muslims and children "who find such images repulsive." According to the International Business Times, citing the Al-Quds al-Arabi daily, al-Baghdadi told the media offices that videos featuring beheadings should only show the initial slitting of the throat and the severed head, but not the beheading itself. According to the Kurdish news agency ARA, some ISIS militants rejected the edict, saying the videos are a powerful tool to intimidate the group's enemies. It is unclear when al-Baghdadi issued the edict, but according to the New Indian Express, it is believed to have been in recent weeks. The latest execution video, released by the group on Friday and purporting to show a young boy beheading a Syrian soldier in the Syrian city of Palmyra, seemed to follow the new guidline, the Express reported. ISIS's graphic videos first caught the world's attention with the advent of so-called "Jihadi John," a black-clad militant seen executing captives on several videos released since 2014. Despite the retinue of staff at the presidential villa waiting on the First Family, President Muhammadu Buhari’s wife, Aisha, still cooks his food. She made this known on Saturday while hosting some children to an elaborate reception as part of activities marking this year’s Eid-el-Fitri. At the party held inside the old Banquet Hall of the Presidential Villa, Abuja, the President’s wife, after spending about two hours with the children, sought their permission to go and make dinner for her husband, who she said was alone at home. “I’m going to leave you soon. I want to go back home to cook for my husband. Because my children are here playing with you, nobody is at home, only my husband. I want to go back home to be with him and also cook dinner for him,” she told the highly elated children. Before her exit, she urged the children to be good ambassadors of their parents and the country. While saying that the future of the country is in the hands of children, Mrs. Buhari advised them to face their studies and be obedient to their parents. The First Lady also admonished the children to continue to pray for other Nigerian children who are currently residing inside the different Internally Displaced Persons camps scattered all over the country because of acts of terrorism. Telling them that the current administration attaches great importance to the welfare of children and would stop at nothing to ensure their protection and development, she said, “The future of this great country lies in your hands. You are to complement the efforts of government by working very hard in school and to be obedient to your parents. “Tomorrow, you may be the President, the President’s wife, senators, honourable members, governors, medical doctors, teachers, journalists, engineers, nurses, lawyers and the rest of our honourable professions.” The President’s wife also urged parents to encourage and monitor their children. Former President Olusegun Obasanjo on Friday said the South-South geopolitical zone would reflect the performance of the immediate past President, Dr. Goodluck Jonathan, who is from the area. Obasanjo stated this while fielding questions from members of the audience shortly after delivering a lecture at the 11th convocation of the Benson Idahosa University, Benin, Edo State. He explained that the 2011 presidential election had presented the South-South an opportunity to produce the number one citizen of the country, as a minority zone, and would bear the consequences of his decisions as President for six years. He also said what the former President did while in office was entirely his. When asked whether he did not share any responsibility in the performance of Jonathan as an elder statesman and former chieftain of the Peoples Democratic Party, Obasanjo said, “I have also said that you can help anybody to get a job, but you cannot help him to do it. Let us get it clear, there is nobody who has got into any position who has not been helped by one person or more than one person. “To become Nigeria’s head of state, it was first of all my performance in the war front. Now, if General Yakubu Gowon had not sent me to the war front, you won’t know whether I can perform or cannot perform. “Now he sent me to the war front, I thank him for it. And because I performed, we shared the credit. If I have failed, Gowon would not have shared the credit; he would not have shared the condemnation with me. I will be alone. “Yes as I have said, I believe that opportunity that afforded itself in 2010 to somebody from the minority tribe to become the President of Nigeria; he should never lose the opportunity. “And don’t forget what he did or did not do with it will reflect for a long time on that part of the country and don’t take that lightly. “What he did or did not do with it will reflect for a long time on that part of the country. But nobody will be there who will not be helped, but you voted for him, I was not the only one among 18 million voters who voted for him.” On the leadership crisis rocking the 8th National Assembly, the former President said that the Assembly was experiencing “growing up hiccups” which he said was normal in a democratic system. He said, “You know normally when you are growing up, you have what they call growing up hiccups. And that is nothing to worry about. “It is part of growing up in our democracy.” The former President, however, expressed concern over the high rate of youth unemployment in the country. He said the challenge could leave Nigeria sitting on a keg of gunpowder if left unchecked. Obasanjo said, “Whichever way you look at it, we have a large proportion of our youths who are unemployed. It doesn’t matter the statistics you use; at one time, they say it was 50 per cent. At another time, they say they rebased; we are never tired of rebasing in this country. “They rebased and say it is 25 per cent. There are strong indications that the newly appointed service chiefs will embark on a far reaching reorganisation within the three services of the Armed Forces. Security personnel, who confided in one of our correspondents on Friday, said that the changes might come not later than the next one week. The new service chiefs are Chief of Defence Staff, Maj.Gen. Abayomi Gabriel Olonishakin; Chief of Army Staff, Maj.Gen. T.Y. Buratai; Chief of Naval Staff, Rear Admiral Ibok-Ete Ekwe Ibas; and Chief of Air Staff, Air Vice Marshal Sadique Abubakar. It was learnt that there had been apprehension in the military since the announcement of the change in leadership in the military in Monday. It was gathered that the appointments had elicited mixed reactions from military personnel especially the officers cadre because some officers who did not ‘have juicy appointments’ are expecting better postings while those in such positions are looking forward to retaining them. It was further learnt that the new chiefs would not delay in effecting the expected changes because of the need to put together a team of senior military officers to pursue their respective visions for the three services. The changes, it was gathered, would affect the various General Officers Commanding, the Air Officers Commanding, and the Flag Officer Commanding of the services. It was further learnt that the shake-up would also affect Directors, field commanders and others occupying strategic positions in the services. The source said, “It is not only about a directive to reposition the military. When there is a change in command, this must happen. It would not be delayed and should not be later than a week. “There must be major changes involving the GCOS, commanders, commandant of tri-service formations, air officers, and flag officers commanding in the next one week. “The new chiefs are not supposed to waste time. They must work with their loyalists. “Naturally, some very senior officers in the same course with the service chiefs would go with them while chances would be created for others in the tri-service institutions. “All those who are leaving must be replaced; there can’t be a vacuum, posting must come.” Another source, who spoke on the issue, said that the expected changes were inevitable. The source stated that it was the norm in the military for the service chiefs to appoint their loyalists, reshuffle officers just the same way the President replaced the service chiefs he inherited from Jonathan. Investigations showed that the Nigerian Army headquarters’ 11 departments and six divisions will be affected by the impending shake-up. These are the Directorate of Army Policy and Plans: Directorate of Army Training and Operations; Directorate of Army logistics; Directorate of Army Administration; Directorate of Army Standards and Evaluation; and the Directorate of Civil Military Affairs. Other departments of the Army to be affected are: Directorate of Nigerian Army Welfare Limited/GTE; Army Transformation and Innovation Centre; Nigerian Army Military Secretary; Legal Service; and the Directorate of Army Public Relations. The Army divisions that may be affected are 1 Division; 2 Division; 3 Division; 81 Division; 82 Division; and 7 Division. Also to be affected are the seven service headquarters of the Nigerian Air Force, its four commands and 13 Direct Reporting Units. The seven branches of the service headquarters are: Policy; Operations; Engineering; Log and Comms; Administration, Evaluation and Air Secretary. The Commands of the Nigerian Air Force that may be affected by the shake-up are: Tactical Air Command; Mobility Command; Training Command; and Logistics Command. The DRUs, by virtue of their functions, report directly to NAF Headquarters. The units are: Nigerian Air Force Holding Company; Air Force Institute of Technology; National Air Defence Corp; Presidential Air Fleet (101 PAF); Aeromedical Centre (102 AMC); Pay and Accounting (103 PAG); Pesonnel Management Group (104 PMG); and NAF Camp Abuja (106 NAF Camp Abuja). Others are: NAF Camp Abuja (107 NAF Camp Lagos); NAF Hospital Abuja (108 NAFH); Special Investigation Group (109 SIG); Aeronautical Engineering and Technical Services Ltd (AETSL); and Quick Response Force (QRF). For the Nigerian navy, its eight Command Headquarters are also expected to be affected by the shake-up. The naval command structure involves the Naval Headquarters; the Western Naval Command; the Eastern Naval Command; Central Naval Command; and the Naval Training Command. Others are the Logistics Command, the Autonomous Command and the NN Air Arm. Reacting to the planned shake-up, a former Director of Procurement in the Defence Headquarters and a Fellow of War College, Brig.-Gen. Ayodele Ojo, described it as normal. He said the new service chiefs would naturally want to bring in people they think could do the job. He said, “It is customary that when new service chiefs are appointed, it is usually followed with changes down the line particularly at the top echelon. “The new service chiefs will want to bring on board officers of like mind that will be able to implement and carry out their operational and strategic directives. That explains why it is necessary to effect changes at the top level of command. “Similarly, for effective command and control by the service chiefs, it is expected that all officers senior to them are supposed to go on voluntary retirement. In the case of the Army, all officers of Regular 28 and above and their equivalent counterparts should proceed on retirement.” A security analyst, Ben Okezie, asked the new Chief of Army Staff, to restore discipline and restructure the army, noting that indiscipline had eaten deep into the armed forces. According to him, soldiers no longer have respect for senior officers and this, he said, had permeated every sector of the security forces. Okezie advised the CAS to look into the welfare of his officers and men, noting that this was neglected by the past security chiefs. Also speaking, a retired Lagos State Commissioner of Police, Abubakar Tsav, said he expects the new military chiefs to restructure the army and weed out redundant hands and those he described as mercenaries. Tsav challenged the COAS to focus seriously on the war against insurgency which he said the sacked service chiefs failed to do. But a retired senior military officer, Col. Tony Nyiam, called for caution. He said the shake-up should not be used to intimidate officers. Nyiam said, “Yes, they need it (shake-up) to change and bring in people, but this must not be a witch-hunt. We have dead woods, but there should be no intimidation based on ethnicity because the usual thing is to see people use such as an excuse to put their own people in and remove others.” In a related development, President Muhammadu Buhari may not hire mercenaries to prosecute the war against Boko Haram insurgents, Saturday PUNCH has learnt. It was gathered that the President had been assessing the war against terrorism since his assumption of office and had come to the conclusion that Nigerian military could defeat the insurgents without mercenaries. A top security source, who confided in Saturday PUNCH, said, “The President considers it as a national honour for our military to handle the crisis without interventions from foreign armies. “He was in the Nigerian army and he knows what it can do. He believes if the military is properly equipped, it can defeat the insurgents.” When contacted, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said the Federal Government had not talked about hiring South African mercenaries to fight against the Boko Haram sect. Adesina, in an interview with one of our correspondents on Thursday, said he would not be able to comment on what the government had not talked about. “This administration has not talked about that (hiring South African mercenaries to fight against Boko Haram sect). So, I cannot comment on something that has not been talked about,” he simply said. It will be recalled that Buhari, on May 18, while hosting the National Executive Council of the Arewa Consultative Forum, expressed disappointment with the way the military handled the war against insurgency in the North East. According to Buhari, Nigerian soldiers needed not wait for South Africans before confronting Boko Haram insurgents and winning the war in parts of the North- East. “The military has never been so incapacitated like now. It is a shame that the Military cannot secure 14 out of the 774 local governments in the country. “What is more worrisome is the fact that Nigeria’s military has to rely on South African mercenaries before it could gain recent success in the war against Boko Haram. This situation is shameful and unacceptable. “My administration will concentrate on three major areas on assumption of office that is insecurity, the economy/unemployment and corruption. Fifty persons were killed in two bomb explosions in Damaturu, the Yobe State capital on Friday. A military source told one of our correspondents that 43 persons died in the first explosion which occurred at 7.40am and seven others in the second explosion, suspected to have been caused by Boko Haram insurgents. Several other people were also said to have sustained various degrees of injuries from the explosions. The source said the attacks were carried out by two female suicide bombers- an elderly woman and a ten-year-old girl- who were said to have detonated the explosive devices. Also, residents confirmed that at least 50 persons were killed in the blasts. The residents said the twin blasts occurred close to prayer grounds and at a time when Muslim faithful were gathering for the congregational prayer to mark the end of the holy month of Ramadan. The incidents occurred at Layin Gwange and ‘Phase 1’, opposite the former state secretariat in Damaturu. A resident, Musa Yusuf, who spoke to one of our correspondents on the telephone, said the explosions had heightened the level of apprehension in the city. He said, “There is apprehension in Damaturu as I’m talking to you; we are celebrating Sallah in fear with this morning explosions.” It will be recalled that a ban on vehicular movements was announced in the state before the end of the Ramadan to forestall any breach in security. An aid worker, who spoke on the condition of anonymity, said as of that time, his team had evacuated “ten corpses from Phase I area.” He said the bomb was targeted at the praying ground in the area and that several persons who were injured had been taken to a general hospital. The aid worker also said that some aid workers had been dispatched to assess the situation at the scene of the second explosion, which he said occurred on the outskirts of the town. However, the acting Director, Army Public Relations, Colonel Sani Kukasheka Usman, in an official statement, said nine persons were killed in the attacks. He said, “Four persons died in the first explosion and seven people (were) injured, while five people lost their lives in the second explosion and 11 wounded.” Following the attack, the streets of Damaturu were deserted. But the blasts did not affect Eid-el-Fitr prayers as hundreds of Muslim worshippers attended prayer grounds to thank Allah for the success of the Ramadan fast. The Chief of Army Staff, Maj.-Gen. T. Y. Buratai, joined Governor Ibrahim Geidam Yobe State, some government officials and military personnel to pray at the state mosque and Islamic centre. Buratai sympathised with the victims of the attacks and the people of the state, urging them to “stay calm and be security conscious.” He said, “No amount of terrorist act would deter our resolve to stamp out terrorism and insurgency.” In a related development, the Catholic Church in Borno State has said that Boko Haram has in the last one year bombed all the major bridges on four of the five highways linking Maiduguri with the rest of the country. Lamenting that residents of the city were going through untold hardship and pain, the Social Communications Director of the Catholic Diocese of Maiduguri, Borno State, Rev. Fr. Gideon Obasogie, claimed that the insurgent group had also planted landmines on roads, killing several travellers continually. He added that commuting along the Maiduguri-Damaturu highway had become deadly. He said, “Our people are still being massacred daily. Travelling from one part of the diocese to another has become dangerous. Commuting along the Maiduguri-Damaturu highway was halted again for the fourth time in a week, as security operatives battle to prevent travellers from driving into an ambush by the bloodthirsty insurgents.” Meanwhile, the Governor of Ogun State, Senator Ibikunle Amosun, has described Boko Haram as a shame to the nation. A member of the House of Representatives, Mr. Igariwey Iduma-Enwo, on Wednesday approached an Abuja Federal High Court to challenge the decision of President Muhammadu Buhari to rescue states in the country with a bailout of N713.7bn. Many states already owed backlog of unpaid salaries by May 29 when Buhari assumed office as President. The states later turned to the Federal Government for rescue, a development that informed the President’s action. But, in suit number FHC/ABJ/CS/1022/15, which the Peoples Democratic Party lawmaker from Ebonyi State filed on Wednesday, Iduma-Enwo is seeking to know whether Buhari has powers under the 1999 Constitution to give the bailout without the approval of the National Assembly. On the list of the defendants in the suit are the President; Attorney-General of the Federation; Federal Ministry of Finance; Accountant-General of the Federation; Auditor-General of the Federation; and the Revenue Mobilisation Allocation and Fiscal Commission. Iduma-Enwo, who represents Afikpo-North/South Federal Constituency, is urging the court to determine whether Buhari could, by presidential “fiat”, direct that public money from the pool account of the Federal Government should be disbursed to states and local governments without recourse to the National Assembly, “the authority vested with the power of appropriation in this case.” Part of the originating summons read, “Whether having regards to the combined effect of sections 192, 163, 164 and 168 of the 1999 Constitution (as amended), which prescribes the way and manner public revenue shall be distributed from the distribution pool account, the 1st defendant (Buhari) can by itself or by way of fiat, issue lawful directives to the 3rd-6th defendants to appropriate, distribute, allocate and disburse public revenue from the distributable pool account to the federal, state and local governments without the prescription of the National Assembly.” The plaintiff is asking the court to declare the action of the President and his co-defendants “unconstitutional, illegal, unlawful, null and void.” He is also seeking an order of “perpetual injunction restraining the defendants from giving out funds to the states and local governments without the prescription of the National Assembly.” No date has been fixed for the hearing of the suit. Speaking with journalists at the National Assembly soon after filing the suit, Iduma-Enwo said he decided to challenge Buhari because he acted alone without regard for the principle of separation of powers. He noted that while he sympathise with the states, especially now that many civil servants could not fend for their families due to non-payment of salaries, the President must still follow the “due process of law.” The lawmaker added, “Let him show us where it is stated in the Constitution that the President can unilaterally give money without the approval of the National Assembly. “It then means that one day they can sit at Aso Rock and pass the national budget. “Why do we have the National Assembly if matters like this can be handled by fiat without letting the National Assembly know about it or play its role as the appropriating authority http://www.punchng.com/news/rep-sues-fg-over-n713-7bn-bailout-to-states/ |
