FOrmer President Olusegun Obasanjo said on Wednesday that he chose the late former President Umaru Yar’ Adua as his successor because the others who wanted the post were corrupt. Obasanjo said one of the people who wanted to succeed him in 2007 was “stinkingly corrupt” and that the only way he (Obasanjo) could justify himself before man and God was to go for Yar’Adua, who, he said, was the only one among the contenders then who was not corrupt. The former President, who spoke in an interview with a private television station, Channels Television, in Abeokuta, did not mention the ‘corrupt’ Yar’Adua rivals. Among the prominent presidential hopefuls in the Peoples Democratic Party in 2007 were Obasanjo’s deputy, Abubakar Atiku; and ex-Governor of Rivers State, Peter Odili. Atiku later abandoned the PDP to contest the presidential election on the platform of the defunct Action Congress while Odili’s ambition fizzled out with the nomination of Yar’Adua. The AC later metamorphosed into the Action Congress of Nigeria, which later merged with the Congress for Progressive Change and the All Nigeria Peoples Party to form the now ruling All Progressives Congress. Obasanjo’s choice of successor died on May 5, 2010 from heart-related ailments. Many condemned Obasanjo for choosing a man who was manifestly sick to lead the country. But in the Channels interview, Obasanjo said he only acted based on the information made available to him. He said, “Even if you take your son as your successor, you are not sure of what he will do when he gets there. Don’t ever kid yourself. “What do I know about any successor? What he presents. When he gets there, he presents it differently. “We did our best, but if you say our best is not good enough, I will say, when it comes to your turn, do better. “With all the people that are available for successor, what we came up with was about the best that we could think of at that time. “One of those who wanted to do the job came to me and said, ‘Sir, I like your job, but I cannot do it the way you are doing it.’ Now, if he had told me that, should I then come and say, ‘okay, come, let me give you the job?’ He had told me that, ‘I like your job, but look, the way you are doing it, I haven’t got the stamina to do it that way.’ Then, what do you expect me to do? “Or the one that I know that, oh!, this one, before he gets the job, he’s stinkingly corrupt. The NNPC (Nigeria National Petroleum Corporationmust die!” These were the words of the Governor of Kaduna State, Mallam Nasir el-Rufai, in Abuja on Monday. A visibly angry el-Rufai, while speaking at the 7th Wole Soyinka Centre Media Lecture Series, lambasted the national oil firm for being run like a parallel government, adding that he was hopeful that the current administration of President Muhammadu Buhari would “kill” the corporation. The governor called for the setting up of another national oil firm as he argued that the present NNPC would kill Nigeria if it was allowed to continue running. “If you don’t kill the NNPC, it will kill Nigeria,” el-Rufai said. According to him, the oil firm is riddled with corruption and until it is destroyed completely and rebuilt from the scratch, there will be no headway for Nigeria. El-Rufai argued that with his experience as a former Director-General of the Bureau of Public Enterprise, it was possible to destroy a bad organisation and turn it into a good firm. He maintained that Nigeria’s collective wealth was being feasted upon by the less than 1,000 employees of the corporation, alleging that the NNPC only remitted 42 per cent of what it ought to remit to the Federal Government for about three years. The governor used statistics to defend his recommendation on why the current NNPC must be destroyed He said in 2014, the country produced on the average about 2.2 million barrels of crude oil per day, while importing most of its daily consumption of 43.5 million litres of refined petroleum products. He stated that the reliance on imports of refined products led to unsustainable expenses on questionable subsidy payments, exemplified by the $8.99bn spent in the 18 months between January 2012 and June 2013. El-Rufai said, “About N971bn was budgeted for subsidy payments in 2014 alone (more than twice that was eventually paid). You all recall how trillions of naira were paid out as oil subsidy in 2011, when only N254bn was appropriated. No one has been successfully prosecuted for this scam. Huge deficits in gas supply have ensured that the country’s thermal plants cannot produce power at optimal levels. “In the eight years leading up to 2014, joint venture production declined by 50.4 per cent. Some 100,000 barrels per day, about five per cent of total production, is estimated to be lost to organised theft. And we all dread the ease and rapidity with which supply shortages lead to endless queues, widespread panic and mortal consequences for the many victims of tanker accidents. “The long and short of the situation of our oil industry is best exemplified by the parallel government called the NNPC. In 2012, it sold N2.77tn of ‘domestic’ crude oil but paid only N1.66tn to the Federation Account. In 2013, it earned N2.66tn but paid N1.56tn to FAAC; in 2014, (it earned) N2.64tn, but remitted N1.44tn; while between January and May 2015, it earned N733.36bn and remitted only N473.2bn. “That means that the NNPC only remitted about 58 per cent of the monies earned between 2012 and the first half of 2015. A company with the audacity to retain 42 per cent of a country’s money has become a veritable parallel republic!” The governor noted that the NNPC felt entitled to consume more resources than the 36 states and the Federal Capital Territory, and the Federal Government combined. “The example just given is only with respect to domestic crude oil sale. Similar leakages exist in the NPDC, NAPIMS procurement and subsidiary budgets,” he added. On the way out for Nigeria, the governor said the country could demonstrate a new purpose by slaying three huge dragons, which he outlined as “a fixation with public ownership and control of every major oil asset, the corruption and distortion that oil subsidy is inflicting on our economy, and the NNPC in its current form is not in our collective national interest.” El-Rufai went on to state that the corruption and distortion in the subsidy regime must be tackled. He argued that the oil subsidy regime had neither grown the Nigerian people nor guaranteed stability of refined products’ supplies. Rather, he said, what the subsidy had achieved was to create a huge hole in the budget and a new array of overnight billionaires. The governor said, “An efficient and productive oil sector, able to create jobs, spur industrialisation and earn more revenues, requires that we tackle the monster that the NNPC has become. This country can no longer afford to maintain an NNPC that arrogantly, unlawfully and unconstitutionally spends an unhealthy proportion of national oil earnings on itself. “We should replace the NNPC with brand new organisations that are fit for purpose, among others, a commercialised and corporatised national oil company, and new industry regulators. This new national oil company should be capitalised once and for all, and then freed to fend for itself like other national oil companies do, seeking its financing independently from the financial markets and paying due taxes and royalties. He noted that no one was better qualified to do this than the person that birthed the NNPC through the merger of the NNOC and the Ministry of Petroleum in 1977, President Buhari himself. “No one can appreciate the gap between the vision of the NNPC’s founding fathers, the beautiful baby of 1977 and the 38 year-old monster it has become better than President Buhari. The NNPC of today must make Chief Sunday Awoniyi of blessed memory squirm in his grave. Something fundamentally decisive must be done to tame this monster,” el-Rufai added. The governor noted that Nigeria had an oil fortune, adding that the decline in the nation’s revenue or the negligence in using it to build human capital or enduring physical infrastructure was another matter. El-Rufai stated that despite a 60 per cent fall in oil prices between June 2014 and the end of last year, Nigeria still earned $77bn from oil exports in 2014. “The PUNCH Newspaper of April 2, 2015, quoting figures from the United States Department of Energy, placed oil export earnings for the year 2011 at $99bn. Indeed, in the five Jonathanian years, Nigeria earned nearly $500bn from crude oil and gas sales,” he said. According to him, about 40 per cent of Nigerians are estimated to be very poor, adding that this means about 70 million citizens are living below the poverty line in a country that has earned at least $1tn from oil in 50 years. “Our rich enjoy the lifestyles of the richest in the world, while our poor are truly the wretched of the earth. This inequality is most unfortunate. That wide gulf in living standards is clearly problematic.” When contacted to speak on the points raised by el-Rufai, the spokesperson of the NNPC, Mr. Ohi Alegbe, told our correspondent that he was in a meeting. A text message was sent to his mobile telephone line demanding a response. However, as of the time of filing this report, no response had come from the corporation. One of the guests at the lecture series, who is the Chairman, Editorial Board of The Nation newspaper, Sam Omatseye, argued that caution must be applied when dismantling the current NNPC. The Nigeria Football Federation has terminated the appointment of Stephen Keshi as Head Coach of the Senior National Football Team, Super Eagles. A statement by the NFF Executive Committee on Saturday said this decision was made, “having thoroughly reviewed the reports/findings of the NFF Disciplinary Committee and NFF Technical and Development Committee, as well as having reviewed the actions and inactions of Mr. Stephen Keshi, in the performance of his duties as Super Eagles’ Head Coach, which we found to lack the required commitment to achieve the Federation’s objectives as set out in the Coach’s employment contract.” The statement further read, “To this end and pursuant to the provisions of Clause 4.3 of the Employment Contract between Mr. Stephen Keshi and the NFF (the contract) and the various clauses therein, the Nigeria Football Federation has decided to exercise its option to summarily terminate the employment contract of Mr. Stephen Keshi with the Federation with immediate effect.” It added that the termination was “without prejudice to the settlement of any existing and due financial obligations between the NFF and Mr. Keshi.” NFF 1st Vice President, Barrister Seyi Akinwunmi, speaking on behalf of the entire Executive Committee of NFF, assured Nigerians that the decision was not taken lightly or with any prejudice, but in the ultimate interest of Nigeria football. The Federal Government has said that it is open to negotiations with the Boko Haram sect in order to find a lasting solution to the security crisis in the country, if the group is willing. This was disclosed by the Special Adviser to President Muhammadu Buhari on Media and Publicity, Femi Adesina, on Friday, in an interview with the BBC. In the interview, which was monitored by our correspondent, Adesina said the Federal Government was not ruling out negotiations with the sect if it would put an end to the activities of the group. He lamented that the insurgents had attacked so many villages and killed scores of people. “These were very vicious attacks. People were killed in scores and it’s so sad,” he said. The President had during his inauguration speech said he had launched a strategy to deal with the sect by relocating the military headquarters to Maiduguri, Borno State. When asked whether this would work, Adesina replied, “This is going to work. There are machineries being put in place. It’s going to work. The recent killings by the sect were meant to break our resolve, to weaken it, but that will stop. It remains a priority to him (Buhari) to deal with the group. “You will notice that his first two weeks of administration were dedicated to tackling the insurgency. He visited Chad and Niger Republics and the following week, the Presidents of those countries also visited him in Abuja. “The President of Benin Republic and the Defence Minister of Cameroon visited him; machinery is being put in place and once we’re through, we will see the end of the group. The target time for the deployment of the multinational force is July ending; that is in a couple of weeks.” When the BBC also asked if the Federal Government was considering negotiations with the insurgent group, Adesina replied in the affirmative. THE All Progressives Congress has advised banks in Rivers State not to give loans to Governor Nyesom Wike’s administration. The Rivers State chapter of the APC gave this advice in a statement issued in Port Harcourt on Thursday. Explaining that the current administration in the state will lavish such loans on frivolities, the APC accused Wike of squandering N60bn within 30 days, amounting to N2bn per day. According to the statement signed by the state chairman of the party, Chief Davies Ikanya, any bank that lends money to the current government will be doing so at its own peril. Arguing that such loans will be difficult to recover, Ikanya said, “The period of sharing Rivers State money among some unscrupulous politicians ceased since 2007 and cannot be reintroduced through the back door. “In what is clearly a tale of the absurd, Wike’s rubber stamp State House of Assembly has approved a whopping sum of N30bn within 30 days for expenditure without any project attached. “Apart from this N30bn, the administration of Rt. Hon. Chibuike Amaechi left the sum of N7.5bn plus the N23bn released to the state from the Federation Account and Internally Generated Revenue, making the total funds available for Wike to squander over N60bn within 30 days.” But the state Commissioner for Housing, Mr. Emma Okah, who rose in defence of Wike’s administration, described the allegations as unsubstantiated. He said, “There is absolutely no truth in what they are saying. They are ignorant of the truth. His Excellency (Wike) only collected N10bn, which he attached to various projects made known to Rivers people. “They want to divert attention from the revelation of their misappropriation of Rivers’ resources trusted to their care. This government cannot be ruffled by their unsubstantiated allegations.” Meanwhile, the state government said that it had resolved to investigate the financial activities and alleged employment racketeering in the state Local Government Service Commission under Sir Ngo Martin Yellowe. The battle for the control of the National Assembly may be long drawn as the leadership of the All Progressives Congress on Monday insisted on removing the Deputy Senate President, Ike Ekweremadu, of the minority Peoples Democratic Party. One of our correspondents learnt on Monday that the ruling APC was still miffed that Ekweremadu emerged as the deputy senate president and had vowed never to allow “a senator from a minority party take over the duties statutorily assigned for the majority party.” A leader of the APC, who spoke on condition of anonymity, explained that Ekweremadu as deputy senate president would hamper the President Muhammadu Buhari’s administration. The APC leader said, “As deputy senate leader, Ekweremadu is automatically the Chairman, Senate Committee on Constitution Amendment. This is a sensitive position that, statutorily, should not be held by the minority. “Ekweremadu and his PDP co-travellers will hamper the policies of the Buhari government. By the virtue of Senate rules, a member of the minority is not supposed to be the deputy senate leader; so, he is occupying the post illegally. “We know the body language of some of these elements to anti-corruption. Nigerians know the stance of Buhari on corruption and insecurity. These elements occupying positions in the National Assembly must be removed. Otherwise, this administration is dead on arrival.” He said the President was in support of the candidacy of Senator Ahmed Lawan for the senate presidency and had told Saraki and the Speaker of the House of Representatives, Yakubu Dogara, to support APC’s candidates for the principal posts. “The President has refused to see Saraki and Dogara since they emerged as senate president and speaker respectively. Both Saraki and Dogara have done everything possible to see the President but he has shunned them because he is not happy about their conduct. You can see that the President has seen the Lawan group; this shows where his support lies,” the source added. Meanwhile, barring any last minute changes, the National Executive Committee meeting of the APC will now hold on Friday. National Chairman of the party, Chief John Odigie-Oyegun, confirmed this to one of our correspondents in a text message on Monday. In response to an inquiry from The PUNCH as to whether the party’s NEC would meet in Abuja on Tuesday, Odigie-Oyegun replied, “Necessarily on Friday.” The PUNCH had earlier learnt that some party leaders at various levels had impressed it upon the party hierarchy to convene the high level meeting in order to find an amicable solution to the crisis threatening the party’s survival. Members of the 48-member NEC are due to arrive in Abuja on Thursday, our correspondent learnt. A national caucus meeting said to have been scheduled to hold on Monday was cancelled. One of our correspondents, who visited both the party’s national secretariat and the residence of Odigie-Oyegun, reported that there was no sign that any meeting would hold at either of the venues as of 8.05pm on Monday. The APC has been in crisis since the inauguration of the National Assembly on June 9 following the emergence of Bukola Saraki and Dogara as Senate President and Speaker of the House of Representatives respectively. The party had announced Senator Ahmed Lawan and Femi Gbajabiamila as its sole candidates for the two positions. The Senate President, Senator Bukola Saraki, and the Speaker of the House of Representatives, Mr. Yakubu Dogara, on Monday described as baseless a claim by the former All Progressives Congress Interim National Chairman, Chief Bisi Akande, that their elections on June 9 were sponsored by oil barons. Saraki and Dogara stated this in separate statements by their aides in Abuja on Monday. Akande, in a widely publicised statement on Sunday, had alleged that oil barons who never liked President Muhammadu Buhari`s anti-corruption stance, sponsored the elections of Saraki and Dogara in a bid to stifle the new government. Akande also alleged that some splinter groups within the APC were aligning with old and new Peoples Democratic Party forces to launch a platform for the 2019 polls. Dogara, in a statement in Abuja by his Special Adviser on Media and Public Affairs, Mr. Turaki Hassan, challenged Akande to name the oil barons. The speaker said he expected Akande, an elder statesman, to play his fatherly role at a period of disputes within the APC’s family by seeking ways to reconcile the factions, rather than attacking his person. Dogara said that the allegations existed only in Akande’s “imagination”, adding that he won his election based on the support of his colleagues, his competence and capacity to preside over the House as the Speaker. The speaker recalled that the first investigative motion passed by the House after his election was to probe the alleged crude oil swap contracts awarded by the Nigerian National Petroleum Corporation. He noted that it did not make sense for him to back the probe of the same oil sector’s stakeholders Akande alleged to have sponsored his election. Part of the statement read, “It is baseless and lacking in substance and merit and can best be described as figment of Chief Akande`s imagination. “We challenge Chief Akande to name the so-called oil barons whom he alleged sponsored the election of the speaker. “In case Chief Akande does not know, the first investigative motion adopted by the 8th House of Representatives under the leadership of the Speaker was to investigate the allegation of fraud in the oil-swap contract awarded by the NNPC. “A resolution for investigation into the allegation was passed to constitute an ad-hoc committee to investigate the NNPC as well as its subsidiary, Pipelines and Products Marketing Company, over the swap contracts. “How then can the House, under the leadership of Mr. Speaker, order investigation into activities of those who allegedly sponsored its election?” The speaker claimed that his anti-corruption stance was not in doubt as the Legislative Agenda of the 8th House of Representatives adequately captured it. “Mr. Speaker has on different occasions reiterated his resolve to compliment President Buhari`s anti-corruption stance and insists that the present crop of leaders don’t have any excuse to give to Nigerians on the change promised them before and during the election that brought the APC into power”, he said. Also, the Special Assistant to the Senate President on Print Media, Chuks Okocha, described the allegations as mischievous and totally false. Okocha, in a statement in Abuja on Monday, said Akande’s claim gave a negative and dirty impression that the emergence of the senate president was aimed at sabotaging the anti-corruption posture of Buhari’s government and the ‘Change agenda’ of the APC. He said, “Ordinarily, we would have ignored the report, but for the sole reason that some undiscerning readers might mistake the fiction for the facts. “We also wish to state unequivocally that it was wrong and mischievous for the statement by Chief Akande to link what happened on the floor of both chambers to some unnamed oil barons. “We dare say that the entire story was the figment of the imagination of the author.” Okocha added that Saraki, as the chairman of an ad hoc committee in the 7th Senate, exposed the fraud and mismanagement in the oil sector. He said, “Until Saraki raised his motion on the floor of the Senate, no one was in the picture of the rot in the sector or took any action.” “Senator Saraki will be the last person the oil baron will want to see as Senate President. No doubt, we make bold to state that Saraki is the last person to be so sponsored by the oil barons or cabals. “In that position, Saraki did not only lead his colleagues in exposing the rot in the scheme, but made very strong recommendations on how the system could be reformed and made corruption- free.” Okocha said that it was on records that after Saraki’s motion on the floor of the Senate, the House of Representatives followed it up with the oil subsidy probe. He recalled that the ministers of Finance and Petroleum were summoned and, at least, over N500bn was saved. Okocha said, “During the Senate hearing on the missing $20bn, for those who attended the public hearing, Senator Saraki led the onslaught of difficult questions to the Minister of Finance, Minister of Petroleum and other federal agencies, despite being in the ruling party then. “To this effect, Senator Saraki refused to sign the final copy of the committee’s report but rather, put forward a minority report with a press statement that followed suit.” He added that Saraki opposed the inclusion of kerosene subsidy in the 2015 budget, adding that the senate president rejected the Petroleum Swap deal by the NNPC. Okocha stated, “Let it be known, therefore, that the Senate Presidency of Dr. Bukola Saraki would not in any way be a stumbling block against President Buhari’s posture against anti- corruption. “Rather, the 8th Senate under him as the president would give all necessary legislative support to the administration to fight and reduce corruption as his previous actions and bold steps taken against the so called oil barons indicate that Saraki is committed to anti-corruption.” He said that Saraki was elected unopposed as the Senate President, adding that it was a lie that his election was sponsored by oil barons. “Senator Bukola Saraki is determined and focused to achieve for the Senate targeted legislative agenda and he is committed to support President Buhari to deliver on his promises to the people of Nigeria,” Okocha said http://www.punchng.com/news/oil-barons-didnt-sponsor-us-saraki-dogara-reply-akande/ |

The Rivers State Government, Nyesom Wike has again impounded an armoured Range Rover belonging to the immediate past Chief of Staff, Government House, Port Harcourt, Chief Tony Okocha. The bullet-proof vehicle was removed from Okocha’s residence at Rumuigbo in Obio/Akpor Local Government Area at about 9am by security operatives attached to Government House. On June 18, 2015, in a similar fashion, a Lexus SUV was removed from the residence of the former state Commissioner for Information, Mrs. Ibim Semenitari, Though, the former aide to ex-governor, Rotimi Amaechi, was not around when the operation was carried out, it was gathered that the vehicle was taken away without any resistance. Government officials had insisted that the armoured Range Rover belonged to Rivers State and not any individual. Speaking on the development, Okocha said he was in Abuja to observe the Rivers Election Tribunal when he was informed that his vehicle had been taken away on the orders of Governor Nyesom Wike. Okocha maintained that the vehicle was his ‘status car,’ which the law allowed his to own after his service as a Government House chief of staff. He explained that though he was not miffed by Wike’s action, he was only surprised at the governor’s ‘seeming introduction of militarism into democracy. According to him, “I have just been informed of the forceful confiscation of my status car in the usual brigandage and ‘Rambo’ approach, which typifies the new caretaker administration in Rivers State. “I am not, however, surprised at the uncouth action, knowing Mr. Wike’s nuances like the back of my hand, but I warn that this seeming introduction of militarism into our democratic experience and the attendant ignominies may well become our bane if not checked. He, however, disagreed with the claim that the Range Rover parked in his residence was without its four tyres when it was taken away. “Is it possible to remove the tyres of the vehicle that I drive always? It is a white lie to say that the vehicle was parked without tyres. “If they think they are saying the truth, let them show pictures of the vehicle while it was being removed. They must have used a forklift to remove it,” Okocha said. But the Special Adviser to the Governor Nyesom Wike on Media and Publicity, Opunabo Inko-Tariah, pointed out that there was no way an armoured Range Rover would be a status car of a chief of staff, Government House. Rick Ross has been arrested and thrown behind bars and it has nothing to do with drug possession. The rapper, who’s been busted for the second time this month, was picked up by the police on Wednesday morning, June 24 in Fayette County, Georgia and charged with kidnapping, aggravated assault, and aggravated battery. According to the Southeast Regional Fugitive Task Force of the U.S. Marshals Service the incident happened two weeks ago but haven’t given further details about what exactly led to Ross’ arrest. President Muhammadu Buhari on Tuesday vowed to recover billions of dollars stolen under the administration of his immediate predecessor, Dr. Goodluck Jonathan. He said the Jonathan government threw the nation into a financial crisis by throwing all financial and administrative processes in parastatals and agencies to “the dogs” Promising that the era of impunity and financial recklessness was over, the President said the next 90 days might be hard for the Federal Government and the states. “The next three months may be hard, but billions of dollars can be recovered, and we will do our best,” Buhari said in a statement made available to journalists after his meeting with the 36 state governors in Abuja. But he did not state how he would go about the recovery of the looted funds. Buhari regretted that the impunity, lack of accountability and financial recklessness in the management of national resources by the past administration threw the country into a situation that is worse than what happened in the Second Republic. The President, in the statement by his Special Adviser on Media and Publicity, Femi Adesina, added, “There are financial and administrative instructions in every government parastatal and agency. “But all these were thrown to the dogs in the past. Honestly, our problems are great, but we will do our best to surmount them.” He said that a comprehensive statement on the economic and financial situation inherited by his administration would be made public within the next four weeks. “We will try and put the system back into the right position. What happened in the 2nd Republic has apparently happened again, and even worse, but we will restore sanity to the system,” Buhari assured the governors. It will be recalled Buhari toppled the Second Republic government of President Shehu Shagari on December 31, 1983 on allegations of corruption and gross mismanagement. The President, according to the statement by Adesina, expressed surprise that governors had been tolerating the atrocities allegedly committed in the management of the Excess Crude Account since 2011. He then promised to tackle the issue decisively. The President also declared that the payment of national revenue into any account other than the Federation Account was an abuse of the constitution. He added that most of what he heard going on in many agencies and corporations, particularly the Nigerian National Petroleum Corporation, were clearly illegal. On the refund of money spent on federal projects by state governments, Buhari assured the governors that the Federal Government would pay, but insisted that due process must be followed. The President said that special assistance would be given the three North-East states badly affected by the Boko Haram insurgency. On an immediate lifeline for states that have yet to pay their workers for months, the President said that a committee headed by Vice-President Yemi Osinbajo would look into the ECA and come up with an amount that could be shared immediately.
