Senior Special Assistant to the President on Public Affairs, Doyin Okupe said yesterday that no country achieves 100 percent budget implementation.

Okupe who is reacting to National Assembly-Presidency’s face-off over budget implementation, told reporters in Abuja that “there is no country in the world that clears the budget 100 per cent at the end of the year.”

House of Representatives had threatened to initiate impeachment moves against President Goodluck Jonathan over non-implementation of budget.

“I see the current misunderstanding between the members of the NASS and the Federal Government, especially the Minister of Finance as something that is not very healthy and not necessary.

“However, the statistics about the figure may not be so necessary because the government also means well. I know for a fact as of May this year, the president started an official ritual by calling ministries every week and drilling them on their budget performance,” he said. He said that though the budget was signed into law in April, between then and July 20, N404bn has been released and N300bn expended.

which other country's government performs abysmally in terms of budget implementation other than GEJ's nigeria?

they should be ashamed of themselves for their epic failure instead of those silly excuses...smh.

When a product's USP, i.e. its "Unique Selling Proposition" is bad and cannot be supported by the quality of the product, there is no amount of advertising expressed in captivating illustrations, sweet and memorable jingles, catchy phrases and high volume of exposure in multi-media support can sell that product. It will fail woefully! This is what Dr Reuben Abati ...has come to learn and realised and likely regretting, in the performance of his "image-making" official duties. The Presidency as constituted at the moment and based on its lacklustre performance to-date isn't an attractive product to sell to the people. Short of becoming a brand, there is nothing Doyin Okupe can bring to change the prevailing misfortunes of Aso Rock.Let his rantings continue

“According to a report by the Nigerian Senate, “The performance of 56.95 percent as
indicated by the Office of the Accountant-General is the percentage of
the amount utilized (N184billion) of the amount cash-backed
(N324billion) as as 20th July, 2012, not of the entire capital budget”.
The actual utilization of N184 billion against the total capital of N1.5trillion is 12.16%”,
the document reads.

releases at N39.07 billion, utilisation, N37.5billion; National
Security Adviser Office’s releases, N29.8billion, utilisation,
N17.5billion; Health Ministry’s releases, N25billion, utilisation,
N9.2billion; Power Ministry’s releases, N21.5billion, utilisation,
N7.3billion; Transport Ministry’s releases, N15.3billion, utilisation,
N9.2billion; FCTA’s releases, N17.29billion, utilisation, N12.5billion;
Defence Ministry’s releases, N14.36billion, utilisation, N9.9billion;
Agriculture Ministry, N13.89billion, N8.9billion; Water Resources,
N10.57billion, N5.45billion; Housing Ministry’s releases, N6.7billion,
utilisation, N1.4billion; the Presidency’s releases, N5.09billion,
utilisation, N1.92billion; SGF’s releases, N6.17billion, utilisation,
N4.28billion; Youth Development Ministry’s releases at N1.05billion,
utilisation, N488.6million; Police Affairs: N486.7million,
N1399.9million; Police Formation: N2.8billion, N2.16billion; Education:
N17.2billion, N6.8billion; and so on

My brothers,budget na the way and manner Wei money go come in and spend according to expected income,as far as I am concern budget is just a guide,Mr Okupe is not wrong to say that there is no where in the where budget is 100%,even for America,make we wait until the end of the before we begin condemn government.Come to when of it when was the appropriation law signed sef,no the National Assembly they delay the process with all their oversight functions,to it is too early to start criticizing the govt,if them pass 50% them even try because of the limited which the budget was passed inti law.
