On the contrary, all NPF officers and men of the rank-and-file issued with fire-arms (pistol or assault rifle) must account for every bullet discharged. The problem's that sometimes NPF officers tend to source for 'munition elsewhere. You see, police armourers are quite strict when issuing out ammo. For the current standard issue Type 56-2 assault rifle, a single magazine with 30 rounds (and in some case less) is issued; for the Beretta 92, Makarov', and Jericho pistols 2 mags max. More are issued in very rare occassions. That's why some policemen, particularly those likely to be in a fire-fight (MOPOL, SARS, X-squad, Fed. Highway Patrol) tend to source for bullets in the black market (no one wants to run out of bullets in a shoot-out with heavily armed robbers or militants). That's why it was strange when I read in the article that the officer in question had 3 mags on him.

But I have to admit one thing though. Unlike the military and DSS/SSS, some police officers lack simple trigger discipline.

Any reasonable person would have thought a million times before shooting a soldier in front of the barracks.
We take it for granted that every policeman is sane. Some of them may have latent insanity or serious family stress and hence psychiatry evaluation should be routinely carried out to officers showing signs of stress.
