An Interactive Session between the Special Adviser to the Imo State Governor on Public Enlightenment Prince Eze Ugochukwu and the Commissioner for Health Dr. Barthy Okorochukwu

Q: Honorable commissioner, we would like to know a little bit about you, your background qualification and your status in this government.

ANS: Thank you. I am Doctor Barthy Okorochukwu, an Obstetrician and Gynaecologist, Fertility Specialist, a Minimal Access Surgeon in Gynaecology.
I hail from Amucha Ebeise in Njaba Local Government area of Imo State. I had my early school years in Port Harcourt Sacred Heart Primary School and my Secondary School at Eziachi Secondary School. After my Secondary School Education, I went to Obafemi Awolowo University Ile Ife for my medical school There after, I had my Housemanship training at University of Nigeria Teaching Hospital (UNTH)Enugu, then to FMC Owerri for my post graduate training in Obstetrics and Gynaecology. I am a Fellow of West African College of Surgeons,
A Fellow of International College of Surgeons, a Director of Training for Association of gynaecological Endoscopic Surgeons of Nigeria,
a member of Association of Fertility and Reproductive health of Nigeria .
Before I came on board, I've worked as a consultant Obstetrician and Gynaecology in Federal Medical Centre Owerri for the past 20 years. I headed the Department between 2016 and 2020 before l was elected Head of Clinical Services FMC Owerri. A position i held before I was appointed by his Excellency Distinguished Senator Hope Uzodimma.

*Question* We've done well with the enforcement and implementation of the covid19 protocols, and now we are in the era of vaccines. How effective is the administration of covid19 vaccines in Imo State?

*ANS*: Initially when the issue of the vaccine came on board, a lot of people had their drawbacks. Some felt that it was a means to administer chips into people and also monitoring. So a lot of people did not key in initially, but when we went on with the issue of educating people and the need for them to getting vaccines, they started queuing in.
In Federal Medical Centre Owerri, I was actually one of the first people that took the vaccine . The top officials started taking alongside the younger ones. His Excellency the Governor Uzodimma was also one of the people that took the vaccine in in the State. This now gave a boost and people started coming for the vaccine.

After the first dose many people did not key in until we entered the last week of the first dose administration. At this point people started rushing to take the first dose. It is pertinent to note that NCDC, has a time frame and guidelines for the Covid 19 administration, we are now taking the second dose of the vaccine.
We have different types of Covid 19 vaccine. Pfizer, Johnson and Johnson and AstraZeneca. Here we are using AstraZeneca because it is suitable for our environment in terms of storage. Most African countries uses AstraZeneca for the same reason.

*Question* Some time ago you embarked on a tour of health facilities and institutions in the state. What necessitated the tour and what was your impression afterwards?

*ANS*: One of the task I was given was to see how I can revamp the health sector in Imo State. It was a clear statement from His Excellency the Governor and I felt for one to actually carry this out I really need to know what we have on ground , where they are and the state-of-the- health facilities we have and where they are, and what we really need to bring in to make them standard that was what brought about my going to those health facilities. We visited a whole lot of them, but have not visited all of them. Even some places that we have not visited there have been clamoring that we should come and pay them a visit. One of the things we want to do is to get the communities to participate in the running of the health facilities. Let the communities show commitment that this health facility is in our area and we want to partner with government in terms of sustaining it.

*Question* How can the community partner with government?

*ANS*: Security is one of the problems that most of this health facilities face. If the community takes up the issue of security that will be a good start. Take for instance, we have volunteers even outside the Country, in this case we can also have areas where people can volunteer to work in collaboration with the government to ensure security. Moving forward some of our wealthy Imolites, can also help and sponsor some government programs. We have the Imo Health Insurance Scheme where people can also get treated without out-of-pocket expenditure.

*Question* Recently, you said you wanted an innovative approach towards Health Care Delivery and this led to the inauguration of the planning committee of Imo Health Summit 2021.
What are the objectives you want to achieve through this health summit?

*ANS*: We are not only doing the Health Summit we are also looking at an Investment Program which will enable us to look at what we have on ground and where are we going to. From where we are and where we want to get to, we now know what we need to put in place to actually get to our final destination.
The Health Summit and Investment is to take a holistic review of the Health System in Imo State to showcase what we have, then we plan and get it right. This will help us in the issue of the medical city that we a're talking about. For instance Shoprite is an entity where you have different organisations owing shops. When you get to shoprite you will get anything you want inside the mall so this is the history of the medical City, as we have not had it anywhere in Nigeria but we want our Governor to be the first to have such in Nigeria, where you have so many health facilities in a village . So once you get to the medical city you will get all you need in health care delivery. This will end medical tourism outside Imo state and Nigeria

*Question* Do you have relationship with medical practitioners of Imo descent in diaspora?

*ANS*: Yes I do. A lot of them wants to come in. What we are talking about is having an enabling environment and a support from the government. Looking at the dwindling economy, the only support the government can give now is to at least give them piece of land to raise these structures ... health facility. When the government does that, it'll also raise a good level of employment for our youths and also project Imo State as one of the health friendly states that has capacity.

*Question* The induction of 52 Medical Graduates, does it call for celebration? What is so special about it? Are there issues along the line that calls for celebration?

*ANS*: I'll put it that that is one of the greatest achievements of this administration because when people enroll into the Medical School, they're supposed to spend six years but we have people who have spent 11 years and there was no hope of graduating. They lost accreditation when this happened, things started getting bad. When the governor looked into it, he took some steps by getting some Professionals into the University System and also the Teaching Hospital. They are the one that facilitated this issue and within a space of 5 months, we are now having graduates and if you're a father who is training a Medical Student, you will know what it takes to achieve this. The good thing about this move is that in the next 5 months the second set will be coming out - those who has spent 10 years and in good succession, we will be graduating Doctors not just Doctors, but the ones that will stand the test of time.

*Question* Some time ago I visited the Imo State Teaching Hospital and I met with the Chief Medical Director and he stated that since 2004 the infrastructure there has not been renovated until the arrival of Sen. Hope Uzodimma. Does it actually capture the situation.

*ANS*: During the time I was the chairman of Nigerian Medical Association, we visited there. When you talk of massive renovation there, it's true, because when you look at the wing where the current CMD is staying now, that has been massively renovated and built . It will be housing the administrative, wards and the diagnostic wing of the hospital and by the end of this month, His Excellency will be going there to commission that facility and not just that even the molecular lab ( where you have the Covid 19 testing ), will be coming on board because it is one of the projects we're presenting to him for commissioning.

*Question* A little while ago you talked about the poor, the vulnerable of 65 years and above, women of reproductive age who cannot afford healthcare, children under the age of five years and people living with disabilities. Sometime ago we ran a program under your ministry, tell us what it is all about, what hope do you have for these categories of people?

*ANS*: You know with the Health Insurance, there are some people who cannot do the contributory support, so this fund will support the vulnerable (those people that you mentioned pregnant women children e t c). They will get this health care delivery free of charge. It is not something that you only leave for government. That's why I said that the community should also participate. For some wealthy individuals in the community, what it takes for you to enroll an individual for a year is about 12,000 naira so an individual can take almost 100 people in his community for one year - next year he can also do same. So far government is enrolling about 25,000 people and from there we will step it up to 80,000. All these things involve funds, and that is why individuals and religious organisations who can also support, are called upon to come around because the issue of health is all about service to humanity

*Question* We have talked about medical practitioners, infrastructure and your plan for the Health Summit and Investment Program, what about the midwifery, the nurses and other health officers, what program do you have for them in terms of training and teachings for mid level manpower?

*ANS*: Part of what we did when I came on board, I told some of my colleagues (people in the health sector) that I am a doctor and also a health officer, so everybody in health is my constituency. I told them that we are going to drive a program that would benefit everybody. At a point, accreditation for nurses was lost about two years ago until when His Excellency Governor Hope Uzodimma came on board. He was able to call the Nursing Council into the state and when they stated all the things he should do concerning accreditation which includes structures, he did them and as I'm talking to you most of those structures are at the final phase and when this is completed we will start training our nurses again.

When we talk about the 305 Healthcare Centres that His Excellency is renovating, it is still our people that will work there. Nurses are critical stakeholders in health, the pharmacist are there, the Laboratory scientist, the optometrist etc. These different groups and I are all working together. In the meeting I had with them last month, I told all their leaders that we need to flow in one direction and I told them to always let me know on various areas which they know I should come in so that I can make things happen.
In all these, we will try our possible best to carry everybody along and that is why when we are forming the Health Summit Committee, one of the things I did was to make sure that the membership cut across all the departments and health practitioners, which is one of the things that can bind us together. I believe if we have everybody contributing then we will achieve one vision and one commitment which will drive the goal for us to have a functioning health system in Imo State .


Am dissatisfied that the commissioner didn't mention anything about the abandoned hospital projects

*THE EKENGURU WATER SCHEME*

The new Ekenguru water scheme has a capacity of producing 2 million litres of water per day. Following activities were carried out.

1. Redevelopment of two number bohole
2. Procurement of installations of 2 number 60 HP
3. Submersible pump and accessories
4. Construction of brand new treatment system for lime and chloride injection to make the water safe
5. Rehabilitation of the 100,000 gallon elevated water tank
6. Construction of office blocks and renovation of all existing buildings
7. Installation of brand-new 30 kVA transformer substation
8. Complete overhaul of 160 kVA generator sets and installation of control panels and all Electric works.
9. Laying of 60kva high pressure UPVC reticulation pipe network
10. Construction of chainlink perimeter tank installation of solar lights at sea
11. Construction of treatment plant (chemical dosing system) and lime injection system

Meanwhile His Excellency has approved laying of additional 2 km of pipe network to serve more communities.

MILESTONES SO FAR RECORDED UNDER GOVERNOR HOPE UZODIMMA

Orlu town is serviced by three Water Schemes located in Eluama, Oleme and Owerri Ebeiri.

The raw water are from underground water resources extracted via battery of boreholes.

Eluama and Oleme Orlu water projects are rehabilitated under this program while Owerri Ebeiri is captured in the upcoming SURWASH that is billed to commence soon.

*Activities so far in Eluama and Oleme Water Projects are below*

*Eluama Water Projects*

1. Redevelopment of two number boreholes.

2. Procurement and installation of two number 40 HP submersible pumps and accessories.

3.Construction and installation of new water treatment system for lime and chlorine injection to make the water safe.

4.Rehabilitation of 100,000 water tank and 100,000 gallon elevated water tank.

5. Construction of office block and rehabilitation of staff quarters, generator house security house etc.

6. Installation of brand new 300 kVA transformer substation.

7.Complete overhaul of generator set installation of control panels and electrical works.

It’s like you people don’t have conscience as you preach this your Imo governors developing Owerri megalopolis thing while the rest of Imo state dry up.
How about let Owerri wait for government to develop Abuja to grow and expand to Owerri forming one Abuja Metropolitan areas including Owerri? Some of you need correctional services. To blame are the last three governors of Imo state who deformed the devt pattern of the state set out by Mbakwe. These governors are like they’re schooled to believe that only state capital deserve government attention in a state.

I used to go to the state library in Owerri opened by then Enugu based East Central State government, for example. But since Imo state got created from East Central State, no state library has been allowed to exist outside Owerri. No tertiary education institution, no ministry, nothing owned by government in Imo state was allowed to exist or survive outside Owerri. Why, why, why??

I guess silence is the best act to hide ignorance. You are the person whose merit of schooling raises serious doubts. Abuja had a special care by the federal government of Nigeria. Why have your dumbass village not attract the same attention as Abuja from federal government of Nigeria?

As part of the service improvement plans, of the Imo State Water and Sewerage Corporation Corporation, His Excellency Governor Hope Uzodimma during the period under review approved the construction of block perimeter fence at the Otammiri water works to replace the completely dilapidated and falling chain link fence constructed during the administration of Late His Excellency Governor Sam Mbakwe.

In addition A 5 room staff Quarters was constructed and powered camera and street lights were installed on the water works to further improve security of installed facilities.

ALSO: Installation of energy hardware solar power system consisting of
1. 15 kVA solar system with inverter and solar module batteries to power block A (MD's Office etc)
2. 15 kVA solar system with inverter batteries and solar modules to power Block B
3. 15 kVA solar system with inverter batteries to power the engineering workshop office and stores at Otammiri headworks
4. Installation of ERP and intercom system at the head office.

WITH: Rehabilitation of the chemical Building and Restoration of automatic Chemical dosing systems including procurement and installation of new dosing and recycling pumps and control systems.

It appears that SE governors are not building industries and handing them over to the private sector like Akwa Ibom, Lagos, and Ondo, yet they can calling for restructuring. How do they intend to raise enough funds to be self-reliant?

Abuja is federal capital territory which is treated like a state of its own.
Owerri is part of Imo state.

You are poorly educated.

Owerri is not a state of its own in Imo state; a well educated governor of Imo state needs to lay more emphasis on infrastructure for the other urban areas in Imo state but maintain what already exists in Owerri. But for lousy and primitive people in a part of Imo state, Imo governors must ignore urban development infrastructures in the other urban areas of Imo state, but pump all government funds into making Owerri look like London overnight.
Methinks, some of you from Owerri like to have a continuation of Rochas Okorocha’s style where more than 90% devt infrastructures of his government in 8 years were built in Owerri. Okorocha was trying to use what he was building in Owerri for his campaign to become president of Nigeria.

I beg to differ. Government can build industries and run them with private people (PPP). In fact, NNPC Retail Ltd (a subsidiary of the NNPC) and NLNG are some of the examples. Those businesses are doing well. We have seen Akwa Ibom and Lagos government establish several companies and hand them over to private people.

BTW, I don't know where the idea of government not owing companies is coming from because I hear it all the time. The government owns and runs companies in Saudi Arabia, India, China, etc. I can give a long list of state-owned companies. While this may not work in Nigeria, we should go for what works (PPP).

Government can set up corporations and run them with private people. That way, others can start up smaller companies to service the blue-chip company and people who work there. I don't understand how we cannot create jobs like this and raise our IGR.

Lastly, I am not talking about Okorocha here. The past stays with the past. I hate to see mediocre projects. Nigeria should be growing. This is 2021; Nigeria cannot continue to operate in isolation. When these SE governors are screaming restructuring with oil-rich Niger Delta governors and South West that has functional seaports, they had better have plans for the region.

Except if those water systems come with pipes that channel the water through houses, if it's boreholes (like the pictures up there and some I personally know), then it deserves to be called mediocre.

If he wants to supply water, let him do it the right way, not digging borehole and people gather round to fetch from various villages... Isn't that mediocre?

I like your take on public water supply system. But it’s like the governor is building pipelines to distribute water from Owerri public water supply system to Orlu and to other areas. He once promised to complete Okigwe water works.

The water is been connected to peoples homes and compound, but one must pay to be connected, the borehole seen was done in a public area.

It's still ongoing, some compounds already has borehole installation, so those that don't have and needs water, needs to contact the water corporation for installation and with intended water rates and billing.

Supply of treated public water to homes
is the most expensive in governance.

Tricky governors run away from it because of the expensive nature. Honest governors embark on the job.

Though the city is quite ugly even from the picture posted, but I got your point.

Owerri has a better ambience, but lacks the skyline structures for a proper city outlook.

Lol.

One can even count in one hand how many high rise buildings there are in London, Paris or Barcelona. Very few. And these are cities that started building for over 500 years.
What is the obsession in some people with high rise buildings in Owerri, in Imo state where no other place outside Owerri has common drainage systems, good roads or sustainable water supply projects?
If Rochas Okorocha continued as governor through his son-in-law, he would have bent to pressure and built high rise buildings in Owerri. Next governor will pull them down because of quack work, and they are not necessary for now.

That picture you just posted is extremely ugly, especially for a national capital lol.
Someone will soon post a dead cow in here and say 'until Igbo cities look like this dead cow we're not serious'. Figure out what you want and saying it. Stop being dramatic and emotional with your words as a man.

Some people will just wake up and make unfair comparisons. When Lusaka became the capital of Zambia, Owerri was still a rusty village. Lusaka has remained the capital of Zambia till this day! Even if they may not be oil rich, but they equally make a lot of money from copper mining and tourism among others.

Owerri is not doing badly in terms of private sector involvement and would have gone far if only we have visionary leaders.

High-rises are also gradually emerging all over the city. There is a gigantic building they're erecting along Okigwe road, it's currently on the 8th floor and may exceed it. There are also other similar ones coming up in New Owerri.

So if anyone should be blamed, it is certainly the mediocre state governors.

owerri has the highest number of 6-8 storey buildings in the East and they are still building more. Best thing roachas did was to massively expand the roads in owerri it gives room to add modern amenities when the time comes.

I wish owerri city gets a 15storey building soon, that would be sold out, in order to encourage other investors of the opportunities abound in the city.
