But i learnt a quota system is being used for selection meaning scholars will be picked from all the 6 geo-political zones even if not broken to state level...

That is possible. When you completed the application form there was space for coutries to which you will not accept Scholarship. You cannot be sent to those countries. Hence you can get offer to any other countries on the list but you have better chances with the countries of choice.

Hi Inezara, sorry that you did not get response early as you want.
Per your question, This scholarship thing is an individual thing. 2 people from the same state may not be sent to the same country but it is possible. This does not mean that beneficiaries from same states will be offered scholarship to the same coutries.

" The scholarship recipients are selected by the Embassy of the Russian Federation in Nigeria through the recommendation of the Federal Scholarship Board (FSB) of the Nigerian Ministry of Education. The final decision on applications recommended by the FSB as well on host universities is made by the Ministry of Education and Science of the Russian Federation. Entry visas for students will be provided in accordance with the official list compiled by the Russian Ministry of Education and Science."

This kind of give a support to the fact that the local influence on this award will be infinitesimal even if there is any...
