The Federal Government has given Julius Berger Nigeria Plc and RCC Nigeria Limited, two contractors currently handling the rehabilitation of the Lagos-Ibadan Expressway, two months to complete the work.

Minister of Works, Mr. Mike Onolemenem, stated this on Monday, and announced that reconstruction work would commence thereafter.

He also said after reconstruction, toll gate would be reintroduced on the road but was silent on who would manage it and the cost of the project.

The minister spoke during a press conference at the Shagamu Interchange end of the road where one of our correspondents observed a Julius Berger team working simultaneously at three different points.

The minister said, “The recovery and rehabilitation work will last for eight weeks and between now and then, all the processes leading to the award of the reconstruction contract in line with the Public Procurement Act would have been completed. We expect that as soon as the rehabilitation work is completed, the reconstruction work will commence.”
This is coming exactly two weeks after the Federal Government had terminated a concession contract it granted Bi-Courtney Highways Services Limited to reconstruct and manage the road for alleged incompetence.

Onolemenem said on Monday that the termination of the contract was at no cost to the Federal Government directly.

He said, “The Federal Government initiated and terminated the concession contract based on what is contained in the agreement. The government did what it did to save lives on this road.”
The minister said the contractors had been directed to expedite work on the projects to substantially improve the condition of the road in the next two weeks ahead of the Christmas and end of year, due to the expected high volume of traffic.

The minister was, however, evasive in giving the cost of the rehabilitation project.
He said, “As for the cost, what we are using is the 2010 rate to do the emergency work on this road. But after the completion of this project, we will be finalising the design and other forms of work to be done on it.”
One of our correspondents, who drove from Lagos to Shagamu Interchange between 10am and 12 noon on Monday, found Julius Berger working at three different points.

Its a good thing that the FG has decided to embark on the rehabilitation of the Lagos-Ibadan express way but I have a lot of reservations about its implementation:

1. Why is the cost of the rehabilitation shrouded in secrecy? Thought the government acclaims itself of always adhering to Due Process, I feel this is wrong cos we should be running an Open government.

2. Why didn't the government give room for interested bidders rather than just hand picking the two selected companies? While one can make a case for JB, same cannot be said of RCC. When did the two companies submit their design plan and their cost. It is unheard of to submit a plan after the completion of a project. Is this what due process is all about?

3. How much was paid to the contractors as mobilisation fee?



This government needs to be thoroughly scrutinised. It seems there are some "mago mago" in their dealings.

@take dat. The article explaind the diff bw Rehabilitatn (which is already happening and wud last for 8wks) and Reconstructn (which wud start after the Rehabilitatn, bidding and all)

I overlooked the reconstruction part, but you are yet to give cogent reasons for the three questions above.

"The minister, who inspected the rehabilitation works being carried out by the two contractors, Messrs Julius Berger Plc, and Reynolds Construction Company Limited yesterday, said the cost of rehabilitating failed sections of the road was the same rate applied in 2010 in carrying out similar works on the Oshodi-Apapa Expressway.

He said: “Our engineers are right on plan with the contractors.  If you are doing an emergency work, as it is in this case, what is important is that you have a contractor who is already deplored in that part of the country and in this case, Julius Berger Nig. Plc., that is working for us in Lagos at the Oshodi-Apapa expressway and the rate that was given to them in 2010 is the rate we are applying in rehabilitating section one of this expressway.”

The rate adopted for RCC in section two, he said was that of the Ilorin-Ogbomosho expressway rehabilitation, which the company used in 2010, saying it was a good deal for the government to use 2010 rate to do emergency work on the Lagos-Ibadan road in 2012".

There is really no limit to stupidity. So you expect me to investigate another contract awarded in 2010 when it would cost the minister nothing to simply say it by himself. Is that what you call Transparency? Is that how an open government and due process is carried out? I am surprised that the cost of a contract awarded in 2010 can be used to award another in 2012? Inflation no d reach d contractors side? Pls attempt not to reply this post, butt licking suck ups!

Here is the cost of the contract of apapa-oshodi express road since some nairalander like to just critize without even doing the simple task of Following up on event going on in their country.implications.

"The apapa oshodi express road was a N6billion-contract awarded by the Federal Government in November 2010 for the rehabilitation of the expressway. The contract, which was approved by the Federal Executive Council (FEC), involves the rehabilitation of the road from Km 0 to Km 15. While Borini Prono starts from Km 0 and ends at Km 7 (Apapa-Tin Can Island Port to the Sunrise Bridge/Beach Land Estate junction); Julius Berger, the German construction giant, starts from here to  Cele Bus-Stop (Km 7 to Km 15)".
